  • Police provides platform to facilitate people with late flights #rwanda #RwOT

The online platform www.mc.gov.rw or the feature codes *127# helps the applicant to get a ‘clearance pass’ for the traveller, driver and the automobile to be used.

RNP spokesperson, CP John Bosco Kabera said that the online facility is already open to applicants.

“We remind all residents of Rwanda that effective August 3, 2020, all those going or coming from Kigali International Airport after 9 PM will be required to produce the clearance pass to Police officers enforcing the curfew for easy movement,” CP Kabera said.

    How to apply

Whether applying through www.mc.gov.rw or the Unstructured Supplementary Service Data (USSD) *127#; the applicant will be required to fill in their full particulars, telephone number, automobile plate numbers and the timeframe when the automobile will be on the move, and the flight number.

“For those arriving, their applications will be processed by hotels where they will be accommodated but in circumstances where an individual has to go out of the facility where he or she is accommodated, either going to their homes or for other emergencies past the curfew hours; the pass will be applied individually,” CP Kabera said.

He reminded that the applicants will as well be required to produce their flight tickets.

“Besides seeking the movement clearance, the applicants are also reminded to observe all other safety and hygiene directives including compulsory wearing of facemask, washing or sanitizing hands and social distancing,” CP Kabera said.
Police officers, he said, will be on the road to facilitate them.

For further information, the public or those falling under this category, are urged to call 0788311606, for assistance.

  • Three Arrested Selling Dog Meat #rwanda #RwOT

Three young men in their 20s have been arrested red handed with dog meat which they were attempting to sell to unsuspecting clients.

The suspects have only been identified as Ihimbazwe (aged 20), Yangeneye (aged 22) and Nshimiyimana (27). They are residents of Gikumba village, Gikoma cell in Ruhango district.

Jean Bosco Nizeyimana the executive secretary at Ruhango sector was quoted saying that he was aware of the incidence but didn’t have more details.

According to a local newsblog Umuseke, the suspects had bought the dog from Alexis Gasatsi on Sunday but the dog bit Dusingizimana a resident who was later rushed to Kinazi hospital.

On realising that the situation had turned complicated, the owners of this dog decided to slaughter it and sold the meat claiming it was goat meat but residents burst their ploy.

  • DRC Court To Rule On Provisional Release Of Vital Kamerhe #rwanda #RwOT

Congo’s former all powerful Vital Kamerhe is expected to know later Tuesday whether he could win a provisional release from prison.

The Court of Cassation convened on Monday to hear an appeal against the judgment of the Kinshasa Gombe Court of Appeal on Vital Kamerhe’s request for provisional release.

According to the judicial system in DRC, the Court of Cassation has jurisdiction over all civil and criminal matters triable in the judicial system, and is the supreme court of appeal in these cases.

After hearing Kamerhe’s request for provisional release, the court said on Monday that it would give a ruling in not more than 48 hours.

Last week, the Kinshasa Gombe Court of Appeal rejected Vital Kamerhe’s request for provisional release. Vital Kamerhe’s lawyers raised an argument of “the deterioration of his state of health”.

Vital Kamerhe’s lawyers moved to convince the president of the Court of Cassation Ibanda following the refusal of the Court of Appeal of Kinshasa / Gombe to grant provisional release to their client.

“The court must rule on the bail refused by the Court of Appeal,” he said on his Twitter account and added: “The hearing is over,” Kamerhe’s lawyers said.

Kamerhe is currently sentenced to 20 years of forced labor for embezzling public funds as part of President Tshisekedi’s 100-day emergency program, in its construction component prefabricated houses including Samih Jammal and Muhima Ndoole.

Vital Kamerhe remains in detention at Makala Prison.

At the court of cassation, Vital Kamerhe maintained that the judges of the Kinshasa Gombe court of appeal did not say the right thing in the council chamber. They made an analogical reasoning, made deductions on allegations without proof, he added.

He asked the judges of the court to re-analyze the conditions for his provisional release by referring to the code of criminal procedure (articles 27 to 32).

However, the appeal trial has already started but the case has been postponed until August 7 by the Kinshasa-Gombe Court of Appeal.

The postponement was granted to the accused party in order to regularize the proceedings against the civil party, the DRC.

  • Kenya’s High Oil Prices Could Have Ripple Effects In Rwanda #rwanda #RwOT

Rwanda’s economy could be braced for tough times as fuel prices not far away in Kenya rise to a 12-month high according to statistics from Central Bank of Kenya (CBK).

The East African economy said on Monday that its fuel inflation rose for the fourth straight month to hit 8.6 per cent in July, up from 4.5 per cent in March.

A careful analysis of this data shows that it is the first time since June last year for Kenya’s fuel inflation to be above food inflation.

Oil prices and levels of inflation are often seen as being connected in a cause-and-effect relationship. As oil prices move up, inflation—which is the measure of general price trends throughout the economy—follows in the same direction higher.

Earlier this year, oil prices collapsed amid the COVID-19 pandemic and economic slowdown. OPEC and its allies agreed to historic production cuts to stabilize prices, but they dropped to 20-year lows. So far oil prices are shooting higher and higher because of effects of growing scarcity.

Kenya has an advantage of being a coastal country which makes importation of oil products much easier directly from OPEC suppliers.

However, in Kenya, Diesel and petrol prices last month jumped by Sh17.30 and Sh11.38 per litre, respectively—the fastest single month jump in 13 years—blunting the pace of easing cost of living.

For land locked countries like Rwanda importing the already highly priced oil in OPEC is again further affected by transport costs and the final consumer will definitely fork out extra cash per litre.

The costs of energy and transport will now be of concern to the economy given that it affects the pricing of goods and services in many other sectors such as transport, manufacturing and agriculture.
