The Ministry of Sports has closed Cali Fitness club in Nyarutarama, Gasabo District for violating the directives on the prevention of further spread of novel Coronavirus.
In a letter dated August 20, the Permanent Secretary in the Ministry of Sports, Shema-Maboko Didier noted that Cali Fitness club was not observing the safety instructions despite the previous warning, and ordered the immediate closure of their fitness activities.
“In reference to the letter Ref.036/PS/Sports/2020 of August 9, 2020 that the Ministry of Sports wrote to you warning you against violating the directives meant to prevent the spread of COVID-19 after an inspection done at your training ground on August 4, 2020;
In reference to the second inspection done on August 19, where it was again observed that Cali Fitness was not following the guidelines as instructed;
The Ministry of Sports informs you that after these inspections, it has suspended all your sports activities effective August 20, 2020, until you provide a new programme to be followed in compliance with COVID-19 directives,” the letter reads in part.
In an interview with the PS on Friday, August 21, he said that Cali Fitness was exposing their clients to the risk of being infected with COVID-19.
“As per the directives and guidelines, all indoor fitness exercises are prohibited, only outdoor exercises are allowed but also putting into consideration the recommended safety practices like social distancing, wearing facemask, sanitizing or washing hands and avoiding any body contacts,” Maboko said.

He added: “It is in this context that owners of fitness facilities relocated their businesses outdoor but their operations are only allowed after inspection to assess their preparedness to ensure compliance in line with the issued safety guidelines.”
As per the instructions by the Ministry of Sports, fitness facilities are prohibited from using their weight-lifting services or giving their weight-lifting equipment to their clients to prevent any likely sharing of the tools, which can lead to further spread of the pandemic.
However, Cali Fitness had shifted its body-building equipment outside in the parking lot, where their physical fitness exercises were being conducted, and their trainers were also found not wearing facemask.
The PS observed that such violations can lead to the spread of the virus thus calling for the closure of all sports activities that were allowed to resume.
“All safety guidelines, either issued by the Ministry of Sports, Ministry of Health and the government in general, must be respected. Any health and fitness facility found violating these prevention measures will be closed and they risk facing further penalties,” Maboko warned.
Yvan Munyengango, the managing director and head coach at Cali Fitness, acknowledged that they have received the Ministry’s letter suspending their sports activities.
“Yes, we have received the letter halting our outdoor training that was being conducted at Cali Fitness parking lot. COVID-19 prevention guidelines were observed except the use of weight-lifting equipment, but we made sure they were not shared,” Munyengango claimed.
Rwanda National Police (RNP) spokesperson, CP John Bosco Kabera warned against undermining the prevention directives.
“We are working with all relevant entities to ensure that all the directives are adhered to and violators penalised accordingly,” CP Kabera said.
Be it directives and guidelines issued by the government or particular institutions like the Ministries of Health, Local Government and Sports as well as RURA, CP Kabera reminded the public that maximum compliance is the only option either at work or in any public place.
As RNP continues to educate the public on these prevention practices as one of the methods it applies in enforcement, the spokesperson urged the public to be defined by safety behaviours and actions instead of being forced, adding that “safety starts with an individual and is a personal responsibility.”
Reports from Kenya indicate that a former Nakumatt CEO Atul Shah fleeced banks in a manner that has left the business community wondering how daring he was.
Mr. Atul Shah is alleged to have used one property to borrow from multiple lenders in a scheme that risks leaving some banks holding onto non-existent security.
Bank of Africa won the claim to the Sh2 billion property in court and will auction the asset on Monday to recover Sh700 million advanced to the collapsed retailer.
But evidence produced before High Court judge Mary Kasango indicates that the property was used as security to tap loans from other banks.
“The charged property is also charged to other banks and if the plaintiff does sell the same all other creditors stand a chance of losing their security and that the defendant bank is well secured by the charge over the charged property,” Mr Shah said in court papers.
This means that the banks offered Nakumatt billions of shillings on the strength of the retail chain’s cash flow.
Shah used his company Collogne Investments, which owned the Sh2 billion property in Nairobi’s Nakumatt’s guarantor to the multiple bank loans.
This ensured that the banks did not hold the property title as security because the main charge to the loans was the collapsed retailer.
The High Court was told that some banks will lose the security once Bank of Africa auctions the property on August 24.
Nakumatt closed shop in January with debts estimated at Sh30 billion — including Sh18 billion to suppliers, Sh4 billion to commercial paper holders and the rest to banks, who are more aggressive in pursuing their unpaid loans.
The court was not told the specific banks that could lay claim to the Sh2 billion property.
But regulatory filings indicate that Nakumatt owed DTB Bank Sh3.6 billion, Standard Chartered Sh900 million, KCB Sh1.9 billion, Bank of Africa Sh328 million, UBA Sh126 million and GT Bank Sh104 million.
Mr Shah says in court papers that some lenders offered Nakumatt loans with an eye on his properties, arguing that the banks were reluctant to support its rescue plan.
“That I believe that if the facilities were not disbursed with the singular agenda of deliberately burdening the borrower beyond the point of return (sic) and therefore appropriating the applicant’s subject property then the respondent ought to have committed to the rejuvenating of the borrower’s operations,” Mr Shah said in a court affidavit.
Creditors of the supermarket chain on January 7 voted to wind it up after it failed to repay debts following a failed rescue attempt.
After the vote, banks owed billions of shillings by Nakumatt started to identify properties and bank accounts linked to Mr Shah, especially outside Kenya, with a view to seizing and recovering billions of shillings owed to them.
The local assets include shopping malls, office blocks and prime land in Nairobi, Mombasa and Nakuru — where Atul’s father started Nakumatt as a retail shop.
The properties are owned by third parties linked to the Shah family, which holds the bulk of Nakumatt shares, according to a document prepared by the retail chain’s court-appointed administrator.
The Directorate of Criminal Investigations’ Anti-Banking Fraud Unit is also investigating Nakumatt over alleged theft and money laundering.
In its heyday, the company, which began life as Nakuru Mattresses, had more than 60 outlets across Kenya, Uganda, Tanzania and Rwanda, before it was brought down by poor management and Debt-fuelled rapid expansion.
However, its financial problems led to empty shelves and store closures that eventually culminated in the demise of the once leading supermarket chain.
Foreign investors could have helped overhaul management and injected cash, but despite a swarm of suitors, no deal was made in the end.
Passengers using public transport buses within the capital Kigali have been fleeced billions of francs worth of internet they pay for but cannot connect to and doesn’t exist in these buses.
In a one-year-long investigation, Taarifa team has boarded nearly all city buses belonging to three transport companies and the findings indicate a carefully woven massive and powerful financial fraud cartel.
In November 2015, Rwanda public transport system introduced an innovation that leaped the country into a digital era- passengers started using a contactless smart card to pay for their trips across Kigali city.
The country has been fast-tracking its adoption of a cashless economy.
AC Group, a local technology company specializing in smart transport solutions partnered with the government and city bus operators and introduced a cashless payment solution for city commuters. This service was named Tap & Go.
For the past five years since the introduction of Tap&Go, the AC Group has so far managed to connect 2 million customers into its database and works with three bus operating agencies.
According to the group, Tap&Go cards are used on all public buses in Kigali to pay for transport fare.
Commuters buy the cards from agents, load it with money, tap it on the card reader at the bus entrance, and are allowed into the bus.
Meanwhile, under this new innovation, all three bus agencies were required to be fitted with WiFi that passengers would connect to with their smartphones and laptops or any other gadgets that require the internet as they enjoy their ride.
AC Group statistics indicate they started with a deal of connecting 450 buses by fitting them with routers that would ensure the sharing of the internet within the buses.

The company’s CEO, Patrick Buchana told Taarifa in an exclusive interview that currently, they connect “over 100,000 passengers with some routes are having more and others less,” although AC Group’s website says 300,000.
For the past one year, Taarifa has been investigating this Tap&Go and Bus WiFi connectivity services.
During this period, our team has commuted on nearly all routes of the city road network but the findings are very mind-boggling.
Both Rwanda Utilities Regulatory Authority (RURA) and AC Group confirmed to Taarifa that every time a passenger taps their at least Rwf10 is deducted from their total journey fare to pay for the internet.
For example, if a passenger is boarding from Kimironko heading to downtown Nyabugogo and pays Rwf270, it should be noted that the internet fee is included.
With 300,000 daily connections, the AC Group fetches Rwf3 million daily from passengers in about 450 buses. This means the company can rake in a monthly Rwf90, 000,000, and annual Rwf 1,080,000,000.
This service has been part of the passengers’ expected package for over three years. That means according to AC Group’s numbers, Kigali commuters have paid about Rwf3.24 billion in three years.
However, during this year-long investigation, Taarifa has also discovered that not all 450 buses are connected to the internet daily.
Notably, not all passengers use smartphones. In Rwanda, only 20% of the population own smartphones. The largest majority of the commuters don’t spend the Rwf10 deducted from their fare.
Only about 80 buses have been at most supplying internet to passengers. As of today, there is no bus that is connected to any form of internet.
Holders of Tap&Go cards are candidates of an unavoidable yet mysterious technical trap. To acquire this card, you go to any agent mostly found within bus terminals or bus stops.
The card costs Rwf500 but you have to pay an extra Rwf500 to be added on the card, a minimum although a card can have about Rwf2000 balance at one point.
There are those passengers that load more money probably to take them through the whole month.
However, when you lose this card, there is no way you can claim the balance on it because the card is not registered to the owner.
Over hundreds of millions of unclaimed cash is lost annually in this manner because there is no proof of card ownership (look out for Taarifa’s investigation into this matter next week).
Last year, RURA said it had recorded a large number of complaints from people who had lost the card or stolen – and the cash as well.
Patrick Buchana the CEO AC Group told Taarifa in an exclusive interview on August 1, “Balance on Tap&Go cards doesn’t belong to bus companies.
Bus companies don’t care if the internet is provided or not because the revenues belong to AC Group.
Money is kept in an escrow account and there are rules governing escrow accounts which we follow.”
Taarifa asked Buchana; who has oversight on this money? He said; “No one [based on] escrow rules, only when a client taps at any payment point does claim their share. There is a technology system for that.”
About the controversial availability of internet on buses, the group CEO says the internet is working at 85% uptime [as of last week…that was in July] which is good for a mobile router serving in a harsh environment.
“Please go test it for yourself and if it is below, this can be a need to us to address,” he challenged Taarifa.
We have asked passengers and bus drivers. “Zero, no internet,” says Annet Mutesi from Kimironko.
“We have been telling our bosses that the buses are not connected, but they don’t tell us why,” says one of the drivers on the Kicukiro-Nyarugenge route.

“There is no internet, it is a scam,” says one Muhire, a passenger from Remera.
However, one passenger from Masaka told us that there was some internet in the first months when the service introduced, but she says the internet was too slow and couldn’t even send a WhatsApp message.
“After a few months, there was no more internet at all since then. Never,” she says, laughing sarcastically.
Who is responsible for helping commuters to recover these billions of francs that were taken? Will these billions be returned to the public who received no service?
Editor’s note: RURA’s Director General told Taarifa later today afternoon that he has no knowledge of this matter. “I am not aware,” he said. “There seems to be some misinformation; my team met AC Group last week to review the status and RURA inspectors are constantly checking, so far no issue of the internet in buses.”
He added that “the population is used to the internet and they complain when it’s not there! I have not seen any complaints.” “I would suggest that you send people to check status on buses, rather than have a story that is inaccurate.”
After RURA’s doubts, our team boarded another bus in the evening and here are the results of our tests.This bus commutes the Remera Masaka route. It did not have internet as indicated in the screenshot of a test above.
