  • Amendment designed by Júnior Favacho makes it possible to build a sports complex in Jardim Açucena – News of Brazil #rwanda #RwOT


    At the end of December, residents of the Jardim Açucena Housing Complex, located in the south zone of Macapá, received encouraging news that promises to transform the dynamics of leisure and sports in the community. A parliamentary amendment worth R$1.2 million, allocated by state deputy Júnior Favacho (MDB), was the key to enabling the construction of a sports complex in the region. The service order signing ceremony, which marked the beginning of the works, was attended by the mayor of Macapá, Antônio Furlan, as well as the deputy himself.

    The work, with a total budget of R$1.5 million, covers the revitalization of sports courts and the creation of a space dedicated to families. This will include tables for games of chess, checkers, futmesa, dominoes, as well as facilities for tennis and ping-pong, swings, playground and toys accessible for People with Disabilities (PWD). The Municipal Department of Works and Urban Infrastructure (Semob) is responsible for implementing the project, which has the potential to benefit approximately seven thousand residents.

  • Fapeam encourages the development of research on the Amazon around the world #rwanda #RwOT

    Manaus (AM) — The Amazonas State Research Support Foundation (Fapeam) is among the five science funding agencies that most finance the development of research on the Amazon in the world.     'Fapeam is a Foundation that has grown a lot and is respected for the investments made and the consistency of these investments. We have an important commitment: to apply resources in accordance with their lines of action, with the strategic areas defined in the Government's Multi-Year Plan 2020-2023, with the demands brought by researchers and teaching and research institutions, and that science, technology and innovation reaches all municipalities in the state, directly or indirectly',

    Achievements

    Since 2022, Fapeam has been among the best Research Support Foundations (Faps) in Brazil, in relation to the values ​​of master's and doctorate scholarships, since all scholarships were readjusted from January of this year.

    Amazonas ranks 1st in Brazil among all federative units, in offering master's and doctorate scholarships, capital and interior, with exclusive resources from the State Treasury.

    Investments

    In 2022, the State Government invested, through Fapeam, more than R$116 million in notices, public calls and resolutions to promote projects in the state, seeking to directly benefit numerous institutions and enabling the launch of 32 programs, of which 12 are unpublished.

    The new programs were: Postdoctoral Support Program (Prodoc/Fapeam); Women of Waters Program/Fapeam; Kunhã Program — C,T&I in Amazonas; Technological Innovation Research Support Program — Innovation in the Amazon; Forest Business Program — PNF/Fapeam; Support Program for the Development of Production Chains in the State of Amazonas — PDCA/AM; Support Program for Collaborative Projects in RD&I — PD&I Fapeam; Fapeam Program — Startup for the SUS; Fapeam Productivity in ST&I Program; Popularization and Dissemination Support Program for CT&I — PAPD/Fapeam; Public Call Amazon Initiative +10; Professional and Technological Education Program — Proept/Fapeam; Technological Innovation Research Support Program — Sustainable Mining Research Networks — Papintec/Sustainable Mining.

    The training of highly qualified human resources, through the Stricto Sensu Postgraduate Support Program (Posgrad), was highlighted in the presentation, as in 2022 it received an investment of more than R$35 million, which contributed to the 2019 By 2023, the number of masters and doctors with degrees would reach 1,702, of which 1,334 were masters and 368 were doctors.

    Another public call was from the Support Program for Interiorization in Research and Technological Innovation in Amazonas (Painter+), which approved 24 proposals and reached, during 2022, eight municipalities in the interior of the State, namely: Coari, Humaitá, Itacoatiara , Maués, Parintins, Presidente Figueiredo, Tabatinga and Tefé.

    The meeting

    After the presentation, the agenda of the Ordinary Meeting of the Superior Council continued with the deliberation and approval of matters, reappointment of the Technical-Scientific Board and statements by the counselors.

    Advisor Antonia Maria Ramos Franco Pereira, researcher at the National Institute for Amazon Research (Inpa), emphasized the importance of the Foundation for the scientific development of Amazonas and highlighted the evolution of Fapeam over the years. 'I want to congratulate and thank you for being here these five years and being part of this history together with you,' she said.

    Sérgio Luiz Bessa Luz, member of the Superior Council of Fapeam and researcher at the Leônidas & Maria Deane Institute (ILMD/Fiocruz Amazônia) congratulated Fapeam's work during all these years of success in the state.

    Patrícia Melchionna Albuquerque, researcher at the State University of Amazonas (UEA), highlighted that the experience as a member of the Superior Council is a great learning experience. 'I had the opportunity to learn a lot more about Fapeam, to be very proud of the team's work', she highlighted.

    The meeting ended with all agendas discussed and approved.

    Manaus (AM) — The official launch of the book 'Cities we have, Cities we want — Ideas and Solutions for a Better Future', authored by Marcellus Campêlo, secretary of the Special Projects Management Unit (UGPE) of the Government of Amazonas, by the publisher Valer, takes place next Tuesday (20), at 6pm, in the Solimões Hall of Palácio Rio Negro.

    The book contains a collection of 70 articles published by him in media outlets in the North region. It marks the beginning of the author's career as a columnist, an activity he continues to pursue today, with regular weekly publications.

    Sanitation specialist, Marcellus Campêlo addresses this topic in the book, as well as others with which he works or has expertise, through the works and projects he leads at UGPE, such as the environment and sustainability, climate conditions, urbanization and housing, transport and mobility.

    The chapters of the book are separated by these themes, also including a specific part on the Environmental Sanitation programs of Manaus and Interior (Prosamin+) and Integrated Sanitation (Prosai), in addition to Ilumina+ Amazonas, which are developed by UGPE. It also deals with employment and income, gender equality and diversity, institutional partnerships and relations with the community, themes that are also included, in some way, in the actions carried out by the body.

    Celebrated by figures such as Thomas Piketty and Martin Wolf, the book 'The Order of Capital' proposes a new way of seeing the austerity policies adopted by different countries.

    Not as an unpopular and painful exception used only to reduce the budget deficit in moments of greater imbalance in public accounts, but as 'the mainstay of modern capitalism', according to Italian Clara Mattei.

    In the book, the researcher goes back to the 1920s to show how austerity emerged after the First World War in countries like England and Italy, when organized workers demanded more social rights.

    For Mattei, austerity was at that time — and continues to be today — 'an anti-democratic reaction to threats of social change coming from below'. Hence the subtitle of the work: 'How economists invented austerity and paved the way for fascism'.

    In an interview with Sheetshe says that 'economic decisions are largely political decisions', but that 'capitalism is incompatible with democracy in the sense of people's participation in economic decisions'.

    In her book, Mrs. states that austerity programs should be seen not as an exception, but as the mainstay of modern capitalism. What is the analytical gain from this perspective?
    My definition has the advantage of being a political definition, in which it is clear who wins and who loses from austerity policies. This definition tries to go beyond the idea that austerity is just a reduction in the size of the State.

    Talking about 'less State' is a very ideological way of understanding the history of capitalism and our current economic situation. The point is not to see if the State spends less, but where the State spends. Because austerity does not mean less State, but State spending in favor of the elites to the detriment of the majority of the population.

    The trinity of austerity policies — fiscal, monetary and industrial — are aimed at weakening unions and keeping workers in check. And this while the State spends a lot of money on the military industrial complex, for example, or subsidizing and relieving private investments in green energy, or rescuing banks.

    His research goes back to the 1920s to detect the origins of austerity in England and Italy. What explains the emergence of this prescription?
    Austerity is not a product of the exception of the neoliberal system. What I try to show is how, in fact, austerity is functional and structural for capitalism. It is particularly useful when people want an alternative economic system, they want more social rights. Then austerity is very important for the elite, in order to preserve the status quo.

    After the First World War [1914-1918], this was very clear, because it was a moment when, at the heart of capitalism, citizens were demanding post-capitalist societies, breaking with wage relations, breaking with private ownership of the means of production in favor of economic democracy. In other words, people wanted workers to participate in the production and distribution process. That's when austerity was born.

    The book's subtitle makes a strong connection between austerity and fascism, but England did not have a fascist government. Is it possible to generalize the connection?
    The point is to show that Mussolini became so powerful because he was very good at implementing austerity, exactly the same policies that liberals in Italy, the United States and the United Kingdom were sponsoring.

    The ability to subjugate workers, make them accept lower wages and stop strikes; the ability to privatize, to cut social spending and revalue the lira: all of this made Mussolini who he became, a fascist dictator who remained in government for more than 20 years.

    Capitalism is quite incompatible with democracy in the sense of people's participation in economic decisions and the distribution of resources.

    Of course capitalism is compatible with electoral democracy, but that is superficial. In contemporary capitalism, you can become fascist to support the priorities of the economy. That's what happened in Italy under Mussolini, in Chile under Pinochet and what's happening now in Argentina with Milei.

    In other countries it is not so different, if you look at the need to protect economic decisions from people's interference. And this is done with the independence of the Central Bank, with the idea of ​​placing balanced budgets in the Constitution, with technical mechanisms that have the same effect of dedemocratizing the economy.

    There is a tension between capitalism and democracy. Fascist governments, obviously, are undemocratic. But what is generalizable is that supposedly liberal democracies also have antidemocratic tendencies that are much more associated with fascism than used to be thought.

    What lessons can be learned regarding the far right today?
    Far-right governments are very good at implementing austerity and, for this reason, they gain the trust of the market and are viewed favorably by technocrats internationally.

    But the context now is very different. When Mussolini came to power, he was there explicitly to crush those who were mobilizing. Today, people vote for far-right governments because they have been disempowered by a century of austerity policies.

    The success of austerity is in individualizing us, making us very precarious, making us very insecure, so that we don't feel that we are united as workers. The reason these far-right governments come to power is because they ultimately represent an expression of dissatisfaction with the current economic system, which people understand as a system in favor of the rich and powerful.

    The problem is that people vote for the right, but the right is better at implementing austerity.

    In Brazil, austerity policies are not exclusive to right-wing governments. Why does it happen?
    This is another very important lesson that we can draw from historical study: unfortunately, austerity crosses party lines. It is the expression of the false pluralism in the economy that our electoral democracies present. They give us the impression that, if we vote for Lula instead of Bolsonaro, we will have a complete change in economic policies, but it is more complicated than that.

    Under capitalism, the priority of any government, right or left, is to secure the foundations for capital accumulation, which means not disturbing private investors.

    So we cannot think that we vote once every four years and our work is done, because there are very strong pressures coming from the market. If the Brazilian people, like any other people, want serious social change, they need to fight for it.

    If you look historically, you will realize that there is much more potential for alternative economic systems than we are used to thinking, because the main objective of the economists in power is to tell us that there is no possible alternative.

    Alternatives exist, but to obtain them, it is not enough to elect someone who says they will do something different. We need greater participation by the people in the economy.

    But how can we escape the logic that controls the economy on a global scale today?
    The main message that emerges from the book is that economic decisions are largely political decisions, in the sense that there is nothing that is a technical necessity. These are political decisions that take place within a system that operates under specific pressures.

    You can go against these pressures, but you will have to bear the consequences. This change will not happen smoothly. If you want to truly subvert the capitalist state from within, you need to understand that it won't be easy.

    A precocious talent in table tennis, Luca Kumahara, 28, from São Paulo, is being forced to review his trajectory in the sport.

    With three Olympics and Pan American Games medals under his belt, Kumahara is also the first trans man in the sport.

    Immersed in the sporting universe from an early age, he says that, although he identified with the male gender as a child, for a long time he didn't even think about the transition.

    Until, in mid-2019, he came across videos on YouTube about hormonal treatment with testosterone and decided that was what he wanted for himself.

    'For trans men, both in society and in sport, it's much easier than for trans women, unfortunately,' Kumahara tells Sheet.

    The debut in the men's category took place at the end of last year. Kumahara says that the main difference he felt was in the loot, which, according to him, is more 'stolen' among men.

    And, despite being difficult emotionally, it helped the table tennis player to see more clearly the path he needs to follow to continue making a living from the sport. 'I'm not just going to focus on a goal, without looking at whether my life is moving forward.'

    When did you start thinking about transitioning gender? I have always identified with the male gender, since my first memories. But, as I joined the sport very early, which is 100% binary, separated into feminine and masculine, I was very immersed in this world and didn't see transitioning gender as a possibility. When I say transition, it's telling people how I identify. Many people end up having the mistaken idea that transition involves procedures, and, in fact, it happens when you assume another gender, you don't need to undergo surgery, a name change, hormonal treatment, you just need to accept it.

    What made you start thinking about it? In 2019, I started watching videos from a trans YouTuber who talked about his process, and it was from there that I came into contact with more information about the subject. I heard him talking about hormonal treatment with testosterone, the changes it brought, especially aesthetic ones, and I thought I really wanted to do it. That's when I started to make a plan.

    How was the planning? At the time I was returning to the national team, after a period in which I was quite discouraged and almost stopped playing. But I came back better than before, and it was an important moment for me professionally because of the Tokyo Olympics. As 2020 was close, I decided to wait and made the plan to try to play in the women's league until Paris and then start treatment.

    What made you anticipate your plans? After Tokyo, the coaching staff was renewed and I saw the women's team with a coach who was following the same line of work as the athletes. But the Brazilian confederation decided to change the coach and we didn't agree. We tried to argue, but they didn't back down. Until then, I was prioritizing my women's career, especially because, with the treatment, I would test positive for doping in the category. As the change of coach discouraged me a lot, it no longer made sense to postpone something so important on a personal side.

    Did you suffer prejudice due to the decision? So far, everything has been very smooth. I always say that for trans men, both in society and in sport, it is much easier than for trans women, unfortunately. Everything was very calm in relation to the sponsor, the confederation. Despite having had problems with the confederation regarding the change of coach, everything about the transition was very good, from the beginning they supported me a lot.

    How was your men's debut in the Brazilian Championship, in December 2023? It was a very complicated debut emotionally. I didn't think it would be so different, because I've experienced so much in sport, and I thought I would be able to deal with the emotions, but they were very different. The reason, the origin of the emotions was very different from everything else I went through in life, that's why it was so difficult to deal with them. The first game, in theory, wasn't supposed to be so difficult for me, but it was very competitive. It was really difficult, but at least it started. This step was more important than I imagined.

    Why? I didn't feel like competing yet, I wanted to wait a little longer, but it was important to see what I needed to do, the path I needed to take.

    What is this path? Mainly in terms of planning competitions. The São Paulo championship, for example, I haven't played in for a long time, those who are on the team generally don't play, they are tournaments in which the conditions are usually not very good, the table, the location, the ball. But, after the Brazilian Championship, I realized that I need to be humble and recognize that I need this, it will be an important step. I have to be willing to do that if I want to improve.

    Mr. Did you feel a lot of difference in relation to the women's games? I felt a difference in my serve, which is a determining factor for the game. In the men's game, the serve is more 'stolen', as we say in sport, where players don't follow the rules exactly. These are aspects such as the height at which the hand must be positioned, the position of the body, the direction of the ball. I can't even talk about competence, about the serve being better in the men's game, because, in reality, it is 'stolen'. If the players used the same strategy, perhaps the serve would have the same efficiency. I think there is the issue of male confidence and the demand on girls to always do everything right, in more social aspects. I'm going to have to learn to deal with this, not only to be able to accept it, but to avoid getting angry.

    Do you still see any possibility of being in Paris-2024? Paris is impossible, the team is practically closed and, even if it weren't, there are many players who would be ahead of me. I have to be very realistic about expectations.

    And thinking about Los Angeles-2028? I have to think first about trying to be in the national team, because I see that it is difficult. Today it is more of a dream than a goal. My short and medium term goal is to continue living as a table tennis player, because now it starts all over again. If a club comes to me to play and asks me how much I want to receive, I can't say, because I don't know what I can offer them in terms of results. In terms of women, I knew what I could offer, in terms of men, I didn't. This is the biggest challenge for me to continue living as a table tennis player. It's something I really want, but the bills have to be paid. I'm not just going to focus on a goal, without looking at whether my life is moving forward.
