Le Rwanda était représenté par le Gén. Vincent Nyakarundi et le Burundi par le Col. Ernest Musaba. Le principal organisateur de la rencontre, l’EJVM, était représenté par le Col. Léon Mahoungou.

D’entrée de jeu, le Col. Mahoungou a pris la parole pour déplorer le déficit sécuritaire constaté depuis 2015 le long de la frontière entre les deux pays avant d’inviter les deux parties à débattre en toute liberté et franchise sur les causes de cette situation précaire et de tenter des solutions.

« Je vous annonce qu’au cours de la séance de débat, il n’y aura pas de limitation de durée de prise de parole. Néanmoins, je vous invite à la concision et précision dans vos débats », a tenu à préciser le colonel Mahoungou.

Prenant la parole à son tour, le Gén. Vincent Nyakarundi a déploré l’opacité entretenue par la partie burundaise autour des incursions meurtrières sur le territoire rwandais venant du Burundi sont incontrôlées. Il a parlé de la présence de groupes anti rwandais des FLN/ CNRD (Forces Nationales de Libération- Conseil National pour le Renouveau et la Démocratie) dans la Réserve naturelle de la Kibira burundaise formant un prolongement de la Nyungwe rwandaise.

Cette rencontre prépare-t-elle celle des Chefs d’Etat Major des deux armées ?

« Je vous invite au débat franc », a dit Mahoungou suggérant que dans le canevas de la réunion, le premier exposé reviendra à la partie burundaise et qu’à la fin de la rencontre, « la partie rwandaise présentera des approches pour le règlement des défis constaté (et qu’elle sera) suivie par la partie burundaise… ».

Une bonne méthodologie de travail dites-vous ? Oui en effet, à part que les questions à verser au débat sont de taille. Et chaque pays devra faire des concessions très pénibles pour renormaliser la situation.

La partie burundaise sera-t-elle capable de revoir son plan qu’elle mijote serieusement depuis longtemps et pour lequel elle a invité sur son sol et en formation de bataille le long de la frontière rwando burundaise, beaucoup d’éléments FDLR/Forces Démocratiques de Libération du Rwanda ? A quel prix pourra-t-elle extirper ces éléments de ses bataillons militaires déployés le long de la frontière commune, certainement prêts à en découdre avec l’autre cote de la Kanyaru ?

Et comment la partie rwandaise pourra-t-elle traiter les auteurs du putsch manqué de 2015 au Burundi à qui elle a donné asile et qui ne cogitent pas ?

Une rencontre détendue

On a vu les deux chefs des services de renseignement des deux pays causer entre eux sans gêne en présence du Médiateur de l’EJVM. Pourtant la tâche qui les attendait au cours des débats à huis clos doit avoir été énorme.

Une causerie de bon gout entre les trois militaires Col Mahoungou (EJVM) a gauche, Gen. Nyakarundi (Rwanda) au Centre et Col. Musaba (Burundi) a droite. Une reunion qui s’annonce detendue !

Congolese President Felix Tshisekedi has denied newspaper reports that his office spent an extravagant U$17.6 million in the month of July alone. His office said he is a clean leader that even returns money unspent from missions abroad.

Jeune Afrique a pan-African magazine published in Paris reported in its August 18^th edition that the Congolese presidency had spent more money in July than it had budgeted for three months ahead.

The Presidency has been at the forefront of fighting corruption including throwing its chief of staff Vital Kamehre under the bus for syphoning billions meant for financing projects under the first 100-days of his boss.

However, with details in the Jeune Afrique article titled; “DRC: the quarterly budget of the presidency of the Republic consumed in one month”, Tshisekedi is being pressed tested by his own measures.

In an 11-point rebuttal, the Congolese presidency said that it categorically denies the erroneous allegations of Jeune Afrique.

“This magazine drew hasty and erroneous conclusions based on partial data from a single stage of the public expenditure process, thus exposing the country’s leading institution to public contempt,” reads in part a lengthy statement shared on the official twitter handle of the presidency.

The presidency describes Tshisekedi as a very accountable and non-corrupt leader who even returns money that is not spent while on trips abroad.

“Recall that the head of state at the dawn of his official trip to an African country had returned to the Treasury the remainder of the mission expenses. This strong gesture was made by His Excellency the President of the Republic to underline his attachment to the good management of public funds,” the statement said.

The Jeune Afrique article, said the Congolese Presidency consumed U$17.6 million for the month of July on budget forecasts of U$16 million for the combined months of July, August and September 2020.

The presidency argues that Jeune Afrique should have corroborated with the Cash Flow Plan established at the Ministry of Finance rather than in the Commitment Plan of the Ministry of Budget.

“In particular the main public expenditure accountant assigned to the presidency by the Ministry of Finance for has exact figures on what the Presidency actually consumed,” the rebuttal reads in part.

According to the Congolese Presidency the cash flow plan indicates that for the month of July, the presidency of the Republic only consumed the equivalent of approximately U$10 million, or 19,923,000,000 Congolese francs. There is therefore a difference of more than U$7.6 million compared to the amounts advanced by Jeune Afrique which never entered the books of the presidency, but which appears in the Commitment Plan.

This budget of U$10 million was used in particular for the remuneration of the staff of the Presidency of the Republic and for operating costs.

The President of the Republic institution to fulfill its high state offices has several services grouped together under the term Presidency of the Republic. These include:

1. The office of the President of the Republic,
2. The Personal Services of the Head of State,
3. The National Security Center,
4. The particular staff of the Head of State,
5. The National Service,
6. The Monitoring Mechanism,
7. The Presidential Clinic of the AU,
8. Good governance and fight against corruption,
9. The official journal,
10. The State Protocol,
11. and the fight against sexual violence.

Kenya government on Wednesday said it was considering lifting a ban on night clubs as the demand to completely ease covid-19 restrictions gains momentum.

President Uhuru Kenyatta has asked bar owners and the Health Ministry to jointly develop guidelines that would promote social distance and hygiene in the quest to strike a balance between promoting the hospitality industry and curbing the spread of Covid-19.

“In the next 30 days, bar owners, in consultation with the Ministry of Health will develop self-regulating mechanisms as part of their civic responsibility to their clientele, in order to allow their resumption,” Uhuru said on Wednesday during a televised address.

Kenya is the worst hit compared to its neighbours in the EAC regional bloc. So far the government has recorded 33,016 positive cases and 564 deaths. The alarming infections propelled the government last month to ban restaurants from selling alcohol to contain the virus.

The East African economy shut down bars on March 25.

President Uhuru has also extended a nationwide curfew for 30 days, saying covid-19 cases were rising in areas outside Nairobi and Mombasa — which were under lockdown for three months, adding that infections were slowing in the two cities.

“This crisis has, however, begun to percolate to the counties. The new frontier of this invisible enemy is increasingly shifting to the counties and to our rural areas,” Uhuru said.

The Kenyan leader ordered bars and nightclubs shut for another 30 days – but increased the number of people allowed to attend weddings, funerals and other events to 100 from 15.

He however, allowed hotels with residence or room services to sell alcohol, a month after he banned restaurants from selling beers and spirits.

In July, Tourism Cabinet Secretary Najib Balala gave lodges, hotels and resorts a go-ahead to sell alcohol to their checked-in clients inside their rooms and not in public areas within the facilities.

It has emerged that on Wednesday late night till morning, technicians from AC Group Company were dispatched to Kigali’s largest bus terminal, Nyabugogo. Their assignment was to fix routers in buses and reload them with internet ahead of a cosmetic public relations stunt.

After a year-long investigation Taarifa had earlier revealed commuters were not accessing internet for several months in over 450 buses yet a mandatory Rwf10 for internet is deducted from every passenger whether they use it or not.

AC Group Company trashed Taarifa findings in a wordy press release saying, “On August 21^st and 25^th, Taarifa made false claims about AC Group.” The presser did not address the alleged false claims.

The presser also claims “all buses operating in Kigali are installed with routers and over 81.6 terabytes are consumed per month in all buses.” The presser doesn’t not indicate whether all installed routers beam internet to passengers that pay 10 francs to access data.

For the past year, Taarifa Investigative desk has been carefully tracking the use of Tap&Go cards by Kigali commuters but also keeping an eye on internet services in the buses.

The supply of both internet and cards is well reflected in the contract between AC Group and RFTC- a transport federation. In the contract, AC Group is obliged to also fit cameras inside these buses.

Taarifa findings with practical evidence revealed that, AC Group has never fitted cameras in these buses. The cameras are supposed to record any passenger entering the bus and their numbers would be used in relation with the money deducted from Tap&Go cards.

Since there are literally no cameras in the 450 buses as reflected on the company website, it is technically impossible for the company to be audited as there would be no basis to reject any figures they would provide incase any agency with vested interest would make requests.

“The supplier will provide cameras and sensors mounted on the bus within two months and four months of the contract date respectively,” reads part of the contract the operative provisions among the responsibilities of the supplier.

Meanwhile, for every passenger that enters these buses, they have to direct their Tap&Go cards towards a gadget at the bus door, with help of a censor the gadget reads the card and automatically deducts money which also includes Rwf10 meant for Internet.

AC Group which was established in 2015, has been making these deductions since March 15^th 2016 after entering a supply contract with Rwanda Federation of Transport cooperatives (RFTC). The contract which Taarifa has seen is specifically for supplying ‘electronic ticketing and automated fare collection system’.

Details also indicate that AC Group secured this internet supply deal after Telecom Network Solution Providers Ltd (TNSP) which was providing internet on public buses lost its contract in 2016.

Government was responding to complaints from commuters angry with poor service. AC Group was expected to overhaul the system and replace previous routers which were considered weak and not compatible with Kigali terrain.

When AC Group Company took over the deal, it signed a supply contract with Korea Telecom Networks (KTRN) a major wholesaler of 4G LTE internet in the country.

However, Taarifa has discovered that this contract suffered several setbacks as AC group continuously kept ordering KTRN to disconnect some buses. According to KTRN this was not proper business, they pulled out of the contract and several buses remained without internet for months.

AC Group in March secured a new deal with MTN-Rwanda to supply internet but until Wednesday there was no bus connected to internet.
