  • COVID-19: Rwanda records 42 recoveries, 9 new cases #rwanda #RwOT

    The new cases bring the total number to 5146 of which the recoveries are now 4921, while the active cases are now 190 active cases.

    Of the new cases, three were found in Kigali, while Nyagatare recorded 5 new case and Rubavu1.

    Coronavirus symptoms include coughing, flu, and difficulty in breathing. The virus is said to be transmitted through the mucous membranes of the respiratory tract.

    Rwandans are required to continue to comply with government regulations, especially with frequent washing of hands and water and soap, wearing masks when leaving home or in public.

  • Vigilance key to fighting currency counterfeit #rwanda #RwOT

    According to Chief Inspector of Police (CIP) Bonaventure Twizere Karekezi, the Police spokesperson of the Western region, Samuel Susuruka was at the time trying to buy a bulb of Rwf500 when the shop attendant noticed that a note of Rwf 2, 000 the former paid was counterfeit.

    Susuruka had travelled from Kigali to visit friends in Rubona village of Kibirizi cell, Rubengera sector in Karongi District.

    “At about 6:30pm on Saturday, he went to buy a bulb at the nearby shop but the shop attendant, who was previously defrauded with fake money, realized that the note given to him was forged.

    With the help of people, who were around, they apprehended Susuruka only to realize that all the money he had amounting to Rwf40, 000 in the denominations of Frw2000, was counterfeit. They handed him over to Rubengera Police station with the exhibits,” CIP Karekezi said.

    He commended the high level of vigilance by the public and the would-be victims, in particular, as well as information sharing on counterfeiters and distributors of fake monies.

    “Over the past one month alone, Rwanda National Police has arrested seven people in different districts of the Western region. All of them were identified and reported by the would-be victims, which should send a strong message that people are now aware and wide awake against such economic crimes, which affect their small businesses,” CIP Karekezi said.

    Last week, Police in Rutsiro arrested two men after they were found in possession of counterfeit money amounting to Rwf42,000. The fake notes were in the denominations of Rwf1,000 and Rwf2,000. At the time of their arrest, they had allegedly spent about Rwf238,000, all fake.

    One Djabil Munguyiko, 23, suspected to be the mastermind of one of the rackets, was also arrested on October 3, in Rubavu District with fake bills amounting to over Rwf13.6 million. The counterfeit bills were in US dollars (136 bills in the denominations of $100) and Rwandan francs (114 bills in the denominations of Rwf5,000).

    Munguyiko was also found with ten bundles of papers cut in the shape and size of the Rwf5,000 bill and two devices he was using to print the fake bills.
    Each bundle contained 100 pieces of paper.

    In late September, three people were also arrested in Rubavu District with counterfeit dollar bills amounting to $4,800.

    “Some of these suspects are connected to those arrested previously and serving their sentences. In some cases, the fake notes recovered from different suspects have the same serial number, indicating some connection both in printing and distribution. Nonetheless, arrests have increased because of the big role the public play against these criminal acts,” CIP Karekezi said.

    Article 296 in the law determining offences and penalties in general, says 'any person who, fraudulently counterfeits, falsifies or alters coins or bank notes which are legal tender in Rwanda or abroad, notes issued by the Treasury with its stamp or brand, either banknotes or alike that have legal tender in Rwanda or abroad, or one who introduces or issues in Rwanda such effects or notes with knowledge that they are forged or falsified, commits an offence.

    Upon conviction, he/she is liable to imprisonment for a term of not less than five (5) years and not more than seven (7) years.'

  • Seven arrested over violent motorcycle theft #rwanda #RwOT

    The theft incident occurred in the evening of October 28, when three of the suspects allegedly worked together to lure a taxi-moto operator identified as Isidore Habyarimana, from Kigali to Runda where they had set a trap.

    They are identified as Gilbert Ukundimana, who guised as a passenger and lured the victim to an ambush; Emmanuel Ntawukuriryayo and Francois Nsangimana, who set the ambush.

    Others are Innocent Ndagijimana and Augustin Mbarushimana, who were charged with hiding the motorcycle; one Jean Damascene allegedly played the role of changing the plate numbers while one Jean Claude Habimana alias Harera, was responsible for looking for the buyer.

    The suspects arrested separately in Kigali and Bugesera, were on Saturday, October 31, showed to the media at the Metropolitan Police headquarters in Remera.

    Police also recovered the motorcycle from the house of Habimana in Bugesera, where he was also arrested alongside Ntawukuriryayo.

    The victim; Isidore Habyarimana narrated that at about 7 pm on October 28, he was stopped by Ukundimana in Nyabugogo, who told him that he was going to Runda in Kamonyi District.

    “Normally, I operate from Rukomo in Kamonyi where I live but that day, I decided to come and operate from Kigali. That very evening when Ukundimana stopped me, I was going back home.

    When we arrived at a place called Kundege, two people appeared from nowhere and that very moment Ukundimana wrapped a rope around my neck and tried to strangle me,” Habyarimana narrated.

    He added: “I shouted over my voice for help, all I remember the two people we found in Runda punched me in the ribs before riding my motorcycle away as I was fighting for my life with Ukundimana, who stayed behind trying to strangle me. He left me unconscious thinking I was dead.”

    Ukundimana was pursued and apprehended by local residents, who came to Habyarimana’s rescue.

    “I am lucky and thank God that I am alive. I also thank the residents, who rescued me and helped to identify and arrest these evil people; our law enforcement organs for rushing me to hospital and recovering my motorcycle,” said Habyarimana.
    Jean Damascene Niyomugabo, is one of the local residents, who witnessed the incident, rescued Habyarimana and apprehended Ukundimana.

    “That very evening, I had just entered my house from work when I heard someone in the neighborhood shouting and calling for help when I looked through the window I saw a motorcycle taking off. I immediately left the house but found other neighbors had arrived before me, pursued and apprehended Ukundimana, although they were at the time assaulting him,” Niyomugabo explained.

    “The motorcyclist was lying down there unconscious and this angered residents, who thought he was dead. This anger drove them to assault Ukundimana but when I arrived, the first thing I did was to secure the suspect, call local leaders and night security personnel, and we took the suspect to the Police station,” he added.

    “I am a hair dresser and I work for other people because of such thieves, who stole everything in my salon. I feel it’s equally my responsibility to fight such criminals. It’s an act of humanity and community policing expected of every Rwandan,” said Niyomugabo.

    Ukundimana said that he was approached by Ntawukuriryayo, who sold him the idea and defined his role to lure the motorcyclist to an ambush.

    “There was no specific targeted motorcyclist; Ntawukuriryayo told me to look for any new motorcycle,” Ukundimana said.

    Ntawukuriryayo and Ukundimana became friends when they were serving their sentences for theft and drug dealing, respectively, at Mageragere prison.

    RNP spokesperson, CP John Bosco Kabera warned that such criminals have nowhere to hide in Rwanda.

    “You think that you will disturb the peace and safety of others, steal their property and take away their lives or attempt to take their lives and hide; we will find you in one way or another and you will be held accountable,” CP Kabera warned.

    “Most of these suspects are young people, who should find other things to do instead of wasting their time in such criminal activities and end up spending many years in prison.”

    Under article 168 of the law determining offences and penalties in general, any person convicted for violent theft face between five and seven years in prison and a fine of between Frw3 million and Frw5 million.

  • Covid-19: Parliament to plan a special visit to the population #rwanda #RwOT

    These visits will help MPs to identify and monitor the implementation of plans for the construction and expansion of classrooms and the smooth progress of the growing season of the year 2020/2021 (Season A).

    MPs will also check some of the development projects, which the Auditor General of the State and the Public Accounts Committee (PAC) have indicated that they have been delayed or mismanaged.

    MPs will broadcast on both Public and Private Radio so as to share their message as they will not be able to attend meetings that connect them with MPs as it used to be.

    During the nationwide tour, MPs are expected to visit the selected Sectors in all the Provinces from November 2 to November 6, 2020, while on November 8, 2020, they will visit all the Sectors that make up the City of Kigali.

    The Organic Law on the Functioning of the Chamber of Deputies stipulates that it is carried out by all Deputies, the Chamber of Deputies visits the population at least twice a year, with the aim of identifying and monitoring the activities of the Government, advising the public and identifying their concerns and finding solutions.

  • Interview: Winston Chitando Zimbabwe Minister Of Mines And Mining Development #rwanda #RwOT

    Zimbabwe has one of the most diverse mining sectors I have ever come across. The country's soil is rich in elements such as platinum, coal, iron ore, gold, diamonds, and most recently the prospect of oil and gas.

    Despite its complex economic challenges, mining, along with agriculture, has been a key pillar supporting the country's GDP. The sector is responsible for around 60% of Zimbabwe's export earnings and remains as one of the main sources for the much welcome foreign currency inflow.

    FurtherAfrica spoke to the Hon. Winston Chitando, Zimbabwe's Minister of Mines and Mining Development for an open conversation about Zimbabwe's mining sector, its challenges, new prospects, and raising opportunities. Min. Chitando has a remarkable record in his country's mining industry spanning well over 3 decades. Previous to his appointment as Zimbabwe's Minister of Mines and Mining Development, he has held several different positions in major companies such as Hwange Colliery, Anglo-American, and Zimasco, later serving as chairman of the board at Mimosa Mining and as president of the Chamber of Mines of Zimbabwe.

    Fabio Scala: Minister Chitando, thank you very much for taking the time to talk to us. It is a great honour to speak to you today. I wanted to begin this interview by congratulating you for the recent actions taken by your ministry in Zimbabwe's national parks to protect elephants and the wildlife. Could you elaborate on that?

    Hon. Min. Chitando: Thank you Fabio. Well, as was announced when that decision was made; mining in National Parks is banned, it is not allowed at all as these areas are reserved for our wildlife.

    I would however, also like to clarify that the special grant in question had been issued to ZMDC quite a few years back who had been making an assessment of the potential area, they had not undertaken any mining activity and in this particular case what happened is that they were continuing with the assessment of the potential of that special grant. I must also point out that part of the special grant is in the National Park and part of it outside. So it is not 100% within the National Park. This special grant is around 23000 Hectares of which probably plus-minus 50% is within the National Park.

    ZMDC have been assessing the potential but no mining activity took place. What happened is that a number of stakeholders this time noticed the assessment activities which they may not have noticed in the previous years. This then triggered a number of articles and statements expressing concern over the impact of mining in National Parks. The government then made the decision that no mining would take place in National Parks. But once more I would like to emphasise that on this special grant part of it is in the National Park and part of it outside the National Park.

    Fabio Scala: Thank you for clarifying that. I noticed that Zimbabwe's mining sector never stopped during the pandemic which seems to have been a key element for the economy during this crisis. Could you share with us some of the inner workings and the decision that led to such a successful transition?

    Hon. Min. Chitando: At the outbreak of the pandemic, the government took a position; like all other countries in the world to institute some lockdown mechanisms and in terms of the provisions of the statute which gave effect to the lockdown there were exemptions which were provided for on condition of those who are exempt observing certain protocol to ensure that people would work safely.

    In terms of these exemptions, which provided for the operation of essential services and critical equipment, a significant portion mining sector qualified. As you are aware of mining activity, you can't just stop. For example some of the PGM producers, the concentrators, and smelters which they operate; you can't just switch off a smelter overnight as it can get damaged. These machines must be stopped in a controlled manner. Another example I can give is that with a lot of mining operations there is a need for continuous pumping of water from underground and there is also a need for maintenance of some critical equipment.

    So in light of that, the mining operations were given an opportunity to apply to get a special dispensation to continue operating provided they follow certain protocols. Those who were applying for these exemptions were able to do so through their various organizations being The Chamber of Mines and the Zimbabwe Miners Federation who were also reinforcing the need for observance of the required protocol for those who received exemptions.

    So we had a significant number of operations continuing during the lockdown period and I must state that from when we reflect back our mining community did us proud because there were very few incidences of COVID-19 cases in the mining fraternity. We also had from those protocols one or two COVID-19 cases detected from temperature checks before entering the site and subsequent investigations took place. So this worked very well and it had an impact on the economy in terms of foreign currency generation and contribution toward economic development. It was a very good decision that was made.

    If we look at the mining contribution in 2019, it was around US$ 3Billion, the sector that largely did not operate during the lockdown would be Chrome. Not because they could not qualify for the exemption but because at the start of the pandemic, steel prices went down, and consequently ferrochrome prices went down so this sector was badly affected. There were also a couple of other companies that made conscientious decisions not to continue operating during the pandemic period. So looking at the revenue lost during the pandemic, I would estimate it at around US$300 to 400Million lost for the year. Again I want to emphasize that these are direct and indirect effects of COVID-19. For example even now after the restrictions have been largely relaxed, there are some ferrochrome producers who are still not operational because the prices have remained very low. On a regular basis, the mining sector contribution to the economy overall is around US$250 Million per month and I would say close to US$150 — 200 Million per month is what we contributed during the COVID-19 period.

    Fabio Scala: That is remarkable. Along the same lines, there was a lot of interest in the market recently upon the announcement that Invictus energy was test drilling for oil and gas in Muzabarani. We've seen the impact of hydrocarbon projects in neighbouring Mozambique and the prospect of Zimbabwe joining the club is very exciting. Is there anything that you can disclose to us at this point?

    Hon. Min. Chitando:  There isn't much more that I can disclose at this time but the game plan is quite clear, the EIA has been approved by EMA (Environment Management Authority) and traditional ceremonies have now been done with the relevant chiefs, who are in that area. The work continues to zero in on the best spot to drill with the expectation that the drilling will take place in the third quarter of next year. So we are well on course and we all keep our fingers crossed that we will get a good result because it would be a complete game-changer for the country and I am very confident we will be smiling this time next year.

    Fabio Scala: These are certainly good prospects, I'll sure be following up. As I have done business in both sides of the border, there is something I wanted to comment- the clear synergies between Mozambique and Zimbabwe, particularly in natural resources. How are the countries working together currently and are there any further types of cooperation on the way?

    Hon. Min. Chitando: Unfortunately COVID-19 has affected us, we were due to have visited one of their operations to see what they are doing but unfortunately it has not happened. This is the same for other countries within the region who have similar gas occurrences, not Mozambique alone. The idea is to see what they are doing and also benchmark in terms of their operating parameters as this is a new industry for us and we were expecting to have done this by now, but it could not happen. So we are looking at cooperation with all the countries in the region who have similar gas occurrences.

    Fabio Scala: I see, I have a feeling we will see a lot of cooperation regionally in time. I could not finish this conversation without asking you for a message for foreign investors looking into mining and into Zimbabwe in general.

    Hon. Min. Chitando: This week, someone sent me an article which was an interview or conversation which included the CEO of Implats and either the CEO or another senior executive of Amplats. In that interview, the CEO of Implats, which is the second-largest producer of platinum in the world, indicated that the performance of their investments in Zimbabwe operationally was a cut above the rest.

    Amplats' executive indicated that he wished there was a way of taking Unki and their operational performance and just replicate it across Amplats. Also two weeks ago, we signed an agreement with Caledonia who are targeting to produce 18tons of gold.

    All the parties acknowledge that Zimbabwe has a good human resource base. I say this often and I am still to be proven wrong, that Zimbabwe has the best mining human resources in the world.

    Our performance is absolutely outstanding, our culture absolutely fantastic and there's no place you will find better than Zimbabwe on human resources and culture. We deliver, and we are delivering.

  • Protection des droits aux soins de santé pour la minorité sexuelle au Rwanda #rwanda #RwOT

    Malgré la connaissance de l'existence de la minorité sexuelle au sein de notre société, notre système de soins de santé ne répond pas adéquatement aux besoins de santé de cette communauté, y compris les besoins en matière de santé sexuelle et reproductive. Les groupes composés de personnes lesbiennes, gays, bisexuelles, transgenres et intersexuels courent normalement un risque plus élevé de contracter le VIH et d'autres maladies sexuellement transmissibles.

    Selon un juriste de Human Rights First Rwanda Association, “la Constitution du Rwanda interdit que tout Rwandais soit victime de discrimination fondée sur tout motif que ce soit. Il ajoute que le Rwanda ne criminalise aucun acte lié aux pratiques de la minorité sexuelle “.

    Les droits en matière de santé sexuelle et reproductive sont les droits accordés à toutes les personnes en matière de choix relatif à leur propre sexualité et reproduction, à condition qu'elles respectent les droits des autres. Ils comprennent notamment le droit d'accès à l'information et aux services, afin d'éclairer ces choix et de promouvoir la santé sexuelle et reproductive.

    Les obligations fondamentales du gouvernement et de la communauté internationale en matière de droits humains sont de fournir des soins de santé à tous en tant que leurs droits et, par conséquent, de protéger leurs droits d'accéder au plus haut niveau de soins de santé disponible. Ainsi, les minorités sexuelles devraient avoir un accès adéquat aux informations sur la prévention du VIH, aux produits médicaux, à l'éducation et aux soins appropriés.

    Il est également important que les minorités sexuelles soient incluses dans la formulation et la mise en œuvre des politiques et programmes de lutte contre le VIH pour donner leurs avis sur les stratégies visant à réduire les nouvelles infections à zéro, plus particulièrement dans cette période où l' éruption de la pandémie de COVID-19 a causé beaucoup de problèmes à ces communautés vulnérables.

    En outre, la protection du droit à la santé pour les minorités sexuelles consiste non seulement à préserver la dignité humaine, mais également à promouvoir la santé publique. Négliger leurs besoins de santé pourrait mettre la population en général en danger et cela ne donnerait aucune réponse holistique à la prévention du VIH. Par conséquent, il est important de changer les attitudes des prestataires de services médicaux et de soins de santé afin de fournir des services aux minorités sexuelles, tout en changeant également celles de la communauté par le biais de la sensibilisation.

    Enfin, il est nécessaire de disposer d'une stratégie nationale à caractère inclusif pour répondre aux besoins de santé éprouvés par les minorités sexuelles.
