  • La disparition de Ben Rutabana crée des scissions au sein de RNC #rwanda #RwOT

    Cela a motivé, Jean Paul Turayishimye, le Commissaire à la Recherche et Porte-parole du RNC à claquer la porte pour fonder son propre mouvement, le ARC (Alliance rwandaise pour le Changement).

    ” Le voyage de Kampala/Uganda de Ben Rutabana s’est déroulé deux semaines après la réunion de hauts dirigeants du Parti (RNC). Nayigiziki Jérôme, Dr Emmanuel Hakizimana, Corneille Minani et moi-même y assistions. Bref, son voyage pour l’Uganda était connu. Cependant, à l’annonce de sa disparition, il a été convoqué d’urgence une réunion du Comité Directeur du Parti dont il était lui aussi membre. L’ordre du jour était de penser à nous désolidariser de lui par un communiqué officiel. Moi, je n’ai jamais compris pourquoi nous devions nous désolidariser de lui “, a renchéri Turayishimye.

    Le monsieur apporte de nouveaux éclaircissements. ” Ils (les membres du Bureau Directeur) ont dit qu’ils ne savaient où il pouvait bien être, que plus tard, il se pourrait qu’il soit mêlé à d’autres activités soit criminelles ou d’autres pour lesquelles il pourrait être associé et nous engager avec lui “, a dit Turayishimye qui doutait de cet argument de façade soupçonnant de véritables raisons de ce clivage ailleurs.
    Turayishimye trouve que les dispations répétées des membres de RNC deviennent nombreuses. Outre l’assassinat en Afrique du Sud du Colonel Patrick Karegeya en 2014, il trouve aussi inexpliquée la disparition du Major Emmanuel Nkubana qui laisse des traces, son passeport, sur la frontière Ugando tanzanienne de Mutukula, Nord Ouest de la Tanzanie.

    ” Dommage surtout que ces personnalités du RNC se taisent et ne font aucune démarche pour essayer de comprendre et dépister l’itinéraire de sa disarition “, confie Turayishimye avec dépit trouvant que des indices montrent que le RNC a joué un rôle dans la disparition de ce monsieur.

    Turayishimye accuse un certain Robert Higiro, une autre haute personnalité de RNC-Uganda, qui a disparu tout le temps qu’on cherchait à savoir où se trouvait Ben Rutabana depuis qu’il avait atterri à l’aéroport d’Entebbe.

    Il est rapporté que depuis lors, le nommé Robert Higiro s’est tu. Il aurait quitté l’Uganda pour les USA. ” Plus tard, j’ai saisi les relations intimes entre lui et Kayumba Nyamwasa en particulier. Le temps viendra où la vérité se connaîtra. Tout le temps que j’ai continué à demander aux autorités du RNC de s’activer à dépister la disparition de Rutabana, Nyamwasa m’a dit qu’il y a une personne qui venait de se présenter disant connaître où se trouvait Rutabana. Il m’a alors chargé de déclarer que Rutabana a connu un problème. Le jour où il (Nyamwasa) a dit que nous devions rencontrer ladite personne en présence de Micombero (Major et membre de la direction du RNC), la personne n’est pas venue “, a dit Turayishimye pensant que Rutabana aurait été supprimé à cause de différences de conception des activités de la lutte d’avec Nyamwasa, le véritable commandant du Mouvement.

    Turayishimye trouve très suicidaire un mouvement qui enlève et élimine ses membres au moment où la plupart des combattants du P5 fondé par RNC dans les forêts congolaises sont soit abattus, soit capturés et extradés vers la justice rwandaise.

    Au moment où Turayishimye accuse RNC de disparition de Ben Rutabana, il est lui aussi pointé du doigt selon quoi il serait entré en collaboration avec le Gén. Sultani Makenga et ses hommes stationnés dans les forêts congolaises de Rutschuru.

  • Dr Frank Habineza (DGPR) contre l’idéologie du Fonds National de Secours aux industriels et grands commerçants #rwanda #RwOT

    ” Nous lutterons pour que ce fonds soit aussi accessible aux autres catégories sociales “, a -t-il promis à son audience à qui il apporte une précision selon laquelle, cette somme annoncée dudit Fonds n’est que le premier versement d’une somme totale de 200 milliards alloués à ce fonds.

    Le docteur se pose une question idéologique fondamentale déjà tranchée par le Gouvernement qui tient à redynamiser la haute classe sociale commerciale rwandaise. Pour le Gouvernement dont le FPR est ” le parti moteur “, il importe que industriels et autres grands commerçants ré affichent une santé financière et économique quitte à ce que, par ricochet, les classes sociales moyennes de professions libérales et les petites classes sociales ouvrières et agricoles bénéficient et consomment de ce que leur propose ces maîtres de la finance et de l’économie rwandaise.

    ” Il a été porté à notre attention qu’à la vérité beaucoup de bénéficiaires de ce fonds n’y accèdent pas encore surtout ceux-là du secteur informel. Et ce sont ceux-ci qui sont les plus nombreux au Rwanda. Des informations en notre possession disent que les banquiers chargés de distribuer cet argent l’ont accompagné de conditions difficiles d’accès pour le simple citoyen “, a dit Habineza trouvant qu’un petit commerçant à la quête d’un petit crédit de 500.000 ou d’un million de francs pour sauver son fonds de commerce très impacté par le Covid19, ne peut pas y accéder. Par contre les Hôteliers et les Grands commerçants se voient octroyer tout le volume de crédit qu’ils souhaitent de ce Fonds “, a-t-il ajouté trouvant cette situation injuste.

    Le politicien du centre droit a sa propre conception de l’organisation et l’orientation des flux monétaires et financiers. Il entend voir une distribution horizontale du fonds jusqu’au secteur informel qui ne sait même pas évaluer, audit à l’appui, que durant la période cinq mois de la pandémie du covid 19 lui a fait perdre plus de 50% de ses profits réalisés par rapport à la période antérieure.

    Le patron de la BNR et principal gestionnaire de ce fonds lui donne une mission spécifique. ” Les 100 premiers milliards du Fonds iront, du moins sa moitié, au refinancement des activités hôtelières ; les hôtels étant un secteur qui a été durement et négativement impacté par le Covid 19. Et puis l’on se viendra qu’il est l’un des cinq piliers de développement économique du pays. Ce refinancement est nécessaire surtout qu’il avait un montant total de crédits bancaires de l’ordre de 137 milliards de francs avant la période de Covid 19 “, a confié John Rwangombwa, le Gouverneur de la BNR.

    Pour cette haute personnalité gouvernementale, le bénéficiaire de ce Fonds doit remplir des conditions précises. Il doit prouver que ses profits ont chuté de moitié pour cause de Covid 19. Il doit montrer que s’il avait contracté un crédit bancaire pour son business, qu’il assurait un bon service régulier de son remboursement. Il doit en plus montrer qu’il assure généralement le paiement de ses impôts et taxes à l’Office Rwandais des Recettes et que si d’aventure il obtient ce crédit qu’il gardera au moins 75% de son personnel.

    Le Gouverneur de la BNR tient à préciser que cet Economic Recovery Fund distribué dans les banques commerciales de la place n’est en rien différent de crédits ordinaires, que les analystes du crédit de ces institutions feront leur travail comme à l’accoutumée.

    Le politicien du Centre droit ne pense pas comme ceci la conception de ce fonds à qui il donne une mission populaire.

    Tout ce passe comme si l’arène politique rwandaise est composée d’Etats-Majors de partis qui ne se distinguent pas de leurs idéologies respectives. Seul le parti moteur, le FPR sait qu’il doit se battre pour imposer son idéologie libérale à toutes les instances nationales de prise de décision. Les autres partis coalisés et ceux qui se déclarent de l’opposition (DGPR et PS Imberakuri) ne savent pas tenir des colloques scientifiques pour affiner leurs idéologies politiques respectives et, ainsi, marquer une certaine différence constructive d’avec le parti moteur du gouvernement rwandais dirigé par l’ascète et très discipliné Paul Kagame.

  • City Tycoon Nkubiri Almost Dropping Dead In Prison #rwanda #RwOT

    In the wee hours on Tuesday November 2, Mageragere maximum prison wardens quickly rushed city tycoon Alfred Nkubiri to the University Teaching Hospital of Kigali (CHUK) after his health condition escalated to acute levels nearly dying in the poorly-equipped prison clinic.

    An Internal Medicine Physician Admission Report at CHUK seen by Taarifa indicates that Nkubiri is in a dire health condition and needs special and immediate attention but may also not be taken back to prison until he recovers or dies from there.

    Doctors say he is suffering from diabetes, hypertension, repeated release of watery stools, nausea, and frequent vomiting. The doctor testified in a medical report that Nkubiri has frequently been appearing in the hospital for three months, but his situation has now reached a worrying stage.

    In the report, the doctor said that he is currently facing abnormal frequent bowel movements. He has diarrhea and is severely vomiting.

    Nkubiri could speak earlier in the morning, but looked pale, weak, dehydrated, and needed urgent blood fusion. He has dramatically lost weight from about 130kgs to about 90kgs in 90 days.

    On Friday morning, October 30, when he appeared before the court to hear a ruling on his temporary release, his condition deteriorated and was escorted out of the courtroom for medical attention. The judge ordered for a temporary break that lasted almost 40 minutes before Nkubiri was returned.

    During the hearing, his defense team, comprised of three lawyers, pleaded with the judge that their client has been illegally detained for three months without trial and has not been allowed to access proper medical attention yet the prison keeps reporting his state of health condition as 'severe'.

    The lawyer told the judge that Nkubiri has been subjected to below the recommended standard medical treatment which has worsened his situation. He is being treated under the Mittuelle de Sante category that only allows him limited access to medical treatment.

    The rich man with all his wealth cannot be allowed a transfer to King Faisal to access better medical specialists and advanced treatment, even after pleading that he would take care of the bills.

    The family offered an immovable property worth Rwf9 billion (four times bigger than the value of what he is allegedly supposed to pay the government and almost the same value of what government claims it lost to all suspects in the same case) as a bail guarantee for Nkubiri's release, but his appeal was repeatedly denied and the Friday hearing where he again pleaded for his release was adjourned to November 5.

    Five more people presented themselves to stand as gurantors for his release, but court has not yet rule in his favour.

    However, prosecution told court it fears he will evade justice and also tamper with investigation and exhibits despite his lawyers arguing that investigations were completed and exhibits subimmited to court pending susbstatantive hearing and that his detention is thus unlawful and unjust.

    One of his family memebers spoke to Taarifa on Tuesday afternoon.  'Looks like he is coming to his last days on earth after being transferred to the hospital more than five times in two weeks now,' he said, emotionally.

    'We are not fools, we are not naive and we are not illogical, we know this case is politically motivated and he is innocently being punished for being a good man of values and for frequently exposing corrupt government officials,' he added.

  • We cannot speak of Ndi Umunyarwanda without the family- Jeannette Kagame #rwanda #RwOT

    Mrs. Kagame was on Sunday November 1 addressing the 13th Unity Club Forum (UCForum) 2020, themed 'Ndi Umunyarwanda: Igitekerezo-ngenga cy’Ukubaho kwacu'- literally translated as 'I am Rwandan: A fundamental idea of our existence'- which was the same theme in 2019.

    The Unity Club Club was founded back in 1996 by the First Lady of Rwanda, Jeannette Kagame and it brings together current and former Government Officials, as well as their spouses.

    'Ndi Umunyarwanda' is a program initiated by Government through the National Unity and Reconciliation Commission (NURC) to promote national identity based on trust and dignity.

    In her remarks, Mrs. Kagame said that Rwandans and members of the club have gone through a sour history but choose to be one person, accepted to swallow the sour medication which in turn enabled Rwandans to carry on the light of being Rwandans as a foundation of the country’s existence.

    The journey is still ongoing thus the need for meeting every time to discuss and access progress made in this regard despite surfacing of voices of denial of this history, which may be done for personal reasons, or as a result of giving up and indifference especially on the progress attained in the country.

    With all these challenges at hand, Mrs. Kagame said that there is a critical need to focus on educating young Rwandans who didn’t play a role in the genocide but are still struggling with a sense of belonging as a result of infiltration of genocide ideology by their families.

    'Such a forum should be a reminder that we are Rwandans and will always stand by this, but also use this opportunity to pass it on to young ones, especially those who are struggling with a sense of belonging,' Mrs. Kagame said.

    The First Lady insisted that to attain this objective, the involvement of the family as a core of rebuilding the country and its Ndi Umunyarwanda identity, must be a focal point.

    'We cannot speak of Ndi Umunyarwanda without the family because it is the basis of raising a person with human values, to live with others and love their country,' Mrs. Kagame said.

    Rwandans following the event in Belgium challenged parents to think of how they can educate youths to realize that being a Rwandan is a greater relation than any other, to change mindsets which don’t bring Rwandans together with a common goal and vision, but resentment and denial of progress made.

    Research conducted by the unity and reconciliation commission have shown that families are at the forefront of spreading genocide ideology, to those and many other Mrs. Kagame urged them to use Ndi Umunyarwanda concept to rebuild their families to be a source of sustainable peace and development.

    Mrs. Kagame advised that Rwandans should focus on being dedicated, perception, accountability, self-discipline and belief, confidence, modesty and humility, emotional intelligence, patience, honesty and doing a job well, so as to be examples and a light to others.

    'Let Ndi Umunyarwanda be our constitutional idea, shield for the young ones and our protection that drives us to make Rwanda a peaceful place. Our wish as parents should be to pass on the Ndi Umunyarwanda legacy which is above all,' Mrs. Kagame said.

    Due to the Covid-19 pandemic, this year’s UC Forum was also held in different sites located in Kigali city and four provinces and unlike in past forums, the event was not able to recognize with medal of 'umurinzi w'igihango' (medal of heroism) awarded annually to individuals who have played a significant role in building unity and reconciliation.

    Participants and panelists at the forum emphasized the need to put more efforts in educating and training parents and use of social media to promote unity and reconciliation.
