  • Tanzania Opposition Parties Discuss New Strategies To Confront Government #rwanda #RwOT

    After losing the General elections recently, Tanzania's leading opposition parties are trying to craft new methods of operation as the government is cracking whip on opposition.

    The Party for Democracy and Progress, (Chadema) known for campaigning largely on an anti-corruption platform and the Alliance for Change and Transparency—Wazalendo (ACT—Wazalendo) have reportedly begun holding indoor meetings to deliberate upon new strategies of conducting politics.

    Local Tanzanian press reported Friday that the meetings between opposition parties comes is in the wake of crackdown on the opposition, including arrests of their leaders and members and the foiling of peaceful demonstrations that were called on November 2 to protest 2020 elections results.

    Freeman Mbowe Chadema chairman and Zitto Kabwe ACT-Wazalendo party leader on Saturday held a joint press conference to call for peaceful demonstrations to protest results that gave CCM's John Magufuli a victory of 84.4 percent of the vote. But the protests were foiled by tight security across the country.

    'Indoor meetings are in progress to come up with new methods of resolving the current political atmosphere. But our goal for endless peaceful protests still stands,' Mr Kabwe said.

    On Thursday, Mbowe and Kabwe were summoned to Oyster Bay Police Station to record statements regarding their activities.

    'We are here to report to the police as ordered. We'll not stop organising ourselves to continue demanding for justice and the future of our party,' Mbowe told local press.

    'Our preoccupation for now is on the human rights abuses that happened during the election. Our people are persecuted. Hundreds of people are in police custody while tens of people are not seen for weeks,' said Party leader Kabwe.

    Ado Shaibu the ACT-Wazalendo secretary general on mainland Tanzania said his party is expected today (Friday) to announce to media its standing-point regarding the just concluded General Election and the fate of its members and leaders who are in hospital or police hands.

    'We (the party) had a meeting on Wednesday in Zanzibar where we made several decisions that I'm not permitted to divulge to the public at the moment but will do so tomorrow (Friday),' Ado Shaibu was quoted in an interview with a local daily, Citizen.

  • EU Concerned About Population Of Rwanda's Prisoners #rwanda #RwOT

    Protection of human rights is paramount in justice system to ensure that suspects and also convicts are handled with dignity and respect despite their situation.

    On Thursday, Dignity in Detention (DiDe) a NGO with extensive experience in working within Rwanda's prison to provide rehabilitative psycho-social support to detainees, organized a second edition of a consultative forum under the theme 'Protecting Human Right within Rwanda's criminal Justice system project'.

    During deliberations at the forum, Nicola Bellomo, the EU Ambassador to Rwanda said, 'As we take stock of the past 3 years of the project, as EU, our own assessment is very positive; the project outperformed its initial target of 300, with close to 900 vulnerable detainees at risk of abuse who have benefited from early legal assistance by lawyers.'

    Bellomo noted that the EU was proud of all the work done by Rwanda Bridges to Justice together with Dignity in detention & International Bridges to justice in protecting human rights within Rwanda's criminal justice system.

    'Many people who got arrested and detained based on false accusations or lacks of evidence were released as soon as the Rwanda Bridges to Justice Lawyers intervened,' the envoy said.

    According to him, 'While the population of Rwanda's prisoners remains a concern, we hope prosecutors and judges will use more the existing alternatives to imprisonment without fearing of departing from what is seen as the norm or of being accused of corruption.'

    'The European Union stands with you, with the criminal justice actors and with all the Rwandan citizens. This project has proved that that if we act together, we can make a huge difference and bring positive changes in the lives of Rwandan people,' Ambassador Bellomo said.

     

    This forum hosted at Marriot Hotel, Kigali, drew officials from Rwanda Correctional Services leadership, Rwanda Bridges to Justice among other stakeholders. This project is implemented in partnership with International Bridges to Justice (IBJ) and financed by the European Union mission in Rwanda.

    According to the organisers, more than 200 lawyers, investigators from Rwanda Investigation Bureau (RIB) , judges, prosecutors, psychologists and staff from Rwanda correctional services also benefited from capacity building workshops, enabling better implementation of national and international standards that protect individuals from torture and other abuses.

  • Belgium Considers Disarmament 'Way Out Of Armed Conflicts In DRC' #rwanda #RwOT

    Tristan Terryn the political adviser to the Embassy of the Kingdom of Belgium in the DRC, observed on Friday November 6 that the Disarmament, Demobilization, Reintegration (DDR) mechanism is a way out of armed conflicts in the DRC.

    His remarks came after holding discussions with Alain Kashindi Assumani the DRC's National Coordinator of the Stabilization and Reconstruction Program (STAREC).

    According to Terryn his country sees the return of a lasting peace in the parts affected by armed conflicts, particularly in the east of the country, through the DDR mechanism, but also by the creation of small jobs in favor of militiamen who agreed to respond to the call of President Félix Antoine Tshisekedi Tshilombo who had invited them to lay down their arms and participate in the DDR process.

    'Belgium is also considering the creation of small jobs and certain income-generating activities for the benefit of local populations who are victims of several war pangs and other atrocities linked to the various armed conflicts in the DRC', he said.

    The UN through the stabilisation mission in DRC , Monusco, has tried to stabilise the country for the past 20 years with a 15,000-strong peacekeeping force but has miserably failed.

    An estimated 160 rebel groups with a total of more than 20,000 fighters are still active in the DRC's east. The motives for the various groups are not always clear, although it is believed they are mostly over control of land or minerals such as gold and cobalt.

    President Felix Tshisekedi said in June last year that his government had devised a plan for the 'complete eradication' of foreign armed groups, in collaboration with Monusco and neighbouring countries affected by the violence, particularly Uganda and Rwanda.

    The STAREC Program was created by presidential decree — its essential mission is the stabilization and reconstruction of the DRC.

    STAREC was primarily designed for armed conflict-affected areas, especially in eastern DRC. It was launched by the Congolese Government, with the support of the United Nations system and development technical partners. Its main goal has been to restore State authority in the East which is the region that is the most fragile and most exposed to conflicts.

    The plan works towards the rehabilitation of administrative infrastructure, and is also involved in the fight against poverty and impunity regarding the numerous exactions and violations committed in this part of the country.

  • Rwanda rotates female-dominated Police contingent in South Sudan #rwanda #RwOT

    It’s the third rotation of the contingent pledged by President Paul Kagame during the UN Leaders’ Summit on Peacekeeping Operations in 2015, following the maiden unit deployed in June 2018.

    The newly deployed contingent under Senior Superintendent of Police (SSP) Jeannette Masozera left early in the morning to replace the unit commanded by SSP Jackline Urujeni, which safely returned home later in the afternoon after its 18 months tour-of-duty.

    Commissioner of Police (CP) John Bosco Kabera, Commissioner for Public Relations and Media (PRM) presided over the departure and arrival of the rotated contingents at Kigali International Airport, on behalf of RNP leadership.

    While welcoming the replaced contingent, CP Kabera thanked them for their “resilience and commitment” to their mandate despite the challenges posed by the pandemic of COVID-19.

    “It was a challenging period due to the pandemic, everyone was at the risk of being infected. Nonetheless, this did not prevent you from carrying out your peacekeeping duties. For that, we thank you,” CP Kabera told the officers.

    He also reminded them that they will head straight to 14 days in quarantine where they will be tested for COVID-19 before they are given new assignments back home.
    Meanwhile, the newly deployed unit spent 14 days in quarantine, tested negative for COVID-19 and given certificates prior to their deployment.

    On the other hand, the replaced contingent was also taken through the COVID-19 disinfection process on arrival as well as sanitazing hands, disposing of used fabrics and face masks, and measuring body temperature, among others.

    SSP Urujeni said that their successful tour-of-duty was due to the commitment of each and every Police officer under her command.

    “RWAFPU-3 operates under UNMISS mandate of Protection of Civilians; creating conducive conditions for the delivery of humanitarian assistance; monitoring and investigating human rights; as well as supporting the implementation of revitalized agreement and peace process,” SSP Urujeni said.

    She added: “In line with this mandate, we carried out public order management assignments, supported humanitarian activities, provided security and escorted VIPs and other delegates visiting civilian sites, patrols and search operations in Juba as well as community engagement activities and other duties assigned through the UN Police chain of command.”

    Rwanda maintains six police contingents in South Sudan and Central African Republic (CAR) as well as Individual Police Officers (IPOs) in different UN missions, all with the strength of over 1000 officers.
