The African Tax Administration Forum (ATAF) has placed Rwanda at the forefront among countries that put effective COVID-19 tax relief measures in Africa, followed by Lesotho, Uganda, Burkina Faso, Niger, Madagascar, South Africa, Togo, Cameroon, Gambia, Sierra Leone, Zambia, Mauritius, Seychelles, Tanzania, Zimbabwe, Eswatini, Ghana, Angola, Burundi and Namibia.

On March 21, 2020, Rwanda took a strong decision to enforce a total lockdown across the country to curtail the spread of COVID-19, a week after the first case of the epidemic was registered in the country.

Social and economic activities were halted, except for the essential supply activities including health and food related; with a range of social distancing and hygiene measures were set up, such as hand-washing equipment at agricultural collection centers.

During the lockdown, all non-essential labor and business activities, mostly urban in nature, were stopped, bringing severe effects on the country's economy, just like any other country around the globe. 

This called for collective efforts from both public and private agencies to support the Government in the struggle by putting respective and strong measures to curb the spread while also supporting business continuity. 

It is in this line that Rwanda Revenue Authority introduced various Covid-19 relief measures to facilitate the taxpayers in their business continuity and recovery.

Among others include halting all tax audits that required physical interactions with taxpayers for a period of one month, putting on hold the two major enforcement steps for tax arrears (garnishment and public auction) for all taxpayers for a period of one month, putting in place facilitation processes to expedite the issuance of refunds particularly for hardest affected taxpayers by the covid-19 pandemic. 

The Authority also extended the certification of financial tax statements for a period of 3 months, Payments of CIT 2019/2020 expected on 31st March were deferred to 15th April 2020 and 30th April 2020 for Large Taxpayers and S&M Taxpayers respectively.

Taxpayers also benefited from the extension of tax payment periods, exemption of PAYE for the 6 months for private school teachers earning up to Rwf 150,000 net and 3 months for employees of companies operating in the tourism and hotel sector earning up to Rwf 150,000.

There was also an exemption of VAT and Import Duty for essential supplies, waiver of penalties, fines and interests, suspension of the 25% down payment admissible for amicable settlement. 

The RRA also supported businesses to access the business recovery fund that was availed by the National Bank to help taxpayers that were affected by COVID-19 by expediting issuance of Tax Clearance Certificates (prerequisite).

The Authority while introduced measures aimed at protecting society by enforcing non-physical cargo inspection procedures at the customs and allocating cargo crew members designated facilities to rest as they await the finalization of the offloading process hence minimize their interaction with the rest of the society to avoid the spread of the pandemic.

With effect from April 24, 2020, all customs services which were initially offered in Kigali and other inland customs offices, were also extended to customs border posts.

These among other measures have facilitated taxpayers in their business resumption and recovery, hence being compliant to their tax obligations notwithstanding the effects of the pandemic.

For this reason, tax revenue collection for the first quarter of 2020/21 amounted to Rwf 371.5 billion above the target of Rwf 351.2 billion. This indicates an achievement of 105.8% and Rwf 20.3 billion above the target. On the other hand, Local Government (LG) taxes and fees collections for the same quarter amounted to Rwf 11.3 billion over and above the target of Rwf 10.6 billion.

This indicates an achievement of 106.6%, and the RRA anticipates more significant achievements. 

Represented by RRA, Rwanda is one of the 39 members of Africa Tax Administration Forum (ATAF), an organization that was established by African revenue authorities in 2009, in order to improve the performance of tax administrations in Africa.

The Archbishop of Kigali, Cardinal Antoine Kambanda who was recently elected Cardinal and 12 others elected along with him will be inaugurated on November 28, 2020.

They will be among the closest advisors to the Catholic Church supreme leader in the world. This is the rare opportunity to convey views to the Pope and those views are likely to be implemented without delay.

The Archbishop of Kigali, Cardinal Antoine Kambanda, said that throughout his assignment as cardinal he will concentrate on family issues because the family is the foundation of Christianity.

These days, families face severe health and social problems. Family conflicts continue to cause couples to kill each other, break up while their children continue to bear the consequences of the family conflicts

Today some street children point out that the root cause of going to the streets is family conflict.

In the Rwandan society there is also a serious problem of premature pregnancies, which are often caused by older men with families while they should be the ones to protect children from abusers.

Sometimes these teenagers, after giving birth parents abandon them or comfort them at times and later chase them to live a miserable life.

Children born to these adolescents also suffer from poor health conditions

These and other issues also affect evangelism, especially as it begins in the family.

In an interview with IGIHE, Cardinal Antoine Kambanda said that once he is installed as Cardinal, his message to the pope will be based on family care because family is the principal church.

'The family concern is a special task to me. It is the domicile of Christianity; it is the main church.' Cardinal Kambanda said.

His grace Cardinal Kambanda said he was fortunate enough to be the representative of Rwanda to the 2015 Episcopal Synod, which made him aware of the problems the world has in the churches.

He said some of his concerns were with the Rwandan community and those with special needs, but that the meeting gave him the opportunity to gain faith around the world and see that the power of the gospel was still there.

For him, this is a good time to share his thoughts with the pope, highlighting the importance the family has in evangelism.

'Evangelism and Christianity start in the family, that's where the child gets to know God, that's where he gets to know the first prayer and that's where he grows the foundation of Christianity and faith that will take him through his whole life, so caring for the family in evangelism is the first thing I feel in the Church that should inspire them. '

The laypeople have a major role to play in the integrity of the family

Cardinal Kambanda says that lay people (Christians) have a great responsibility to take care of the family, especially to teach young children to know God and the gospel.

 

'The lay people are the family, and I'm talking about the message from the home, the laity are in their special responsibility to take care of the family evangelism,' he said.

He said the COVID 19 Lockdown has taught a great lesson to the heads of the families as it has made them more aware that they are the primary shepherds of their families.

'Staying at home in COVID-19 showed us that while people could not go to mass praying at home, the head of the family who led the celebration of the word of God […] was the one who explained to the children the gospel of the day, he taught them to pray, and every child can say a prayer […] the teaching is right there, that's where the church is built. So, the laypeople are the foundation of the Church, caring for the family is their message and we are all built on it.' Cardinal Kambanda noted

He returned to the responsibilities of the devotees, saying that they should make good use of the gifts they were given and contribute to the building of the family and the Church.

'Dedication to God is a gift in history that the Holy Spirit awakens in man and joins others in the gift of caring for the sick, teaching the young, caring for the disabled, teaching and preaching the gospel abroad. What we ask of our devotees is to implement and honor the gifts they have been given so that their expected role in the building of the Church is revealed.'

In order to become a Cardinal, it is in the will of the Pope because there is no election, it is done in his analysis, he chooses advisors. Cardinals are elected by the Pope, which means that every Cardinal is a candidate.

Cardinal Kambanda and 12 others are expected to be inaugurated on November 28, 2020.

A PROVEN rapid response solutions business which came to the aid of UK care homes at the start of the pandemic is now offering to support safe delivery of the Covid vaccine to the nation's population.

Eco, which has more than ten years experience of delivering dry ice solutions to the pharma industry and the NHS, has capacity to produce 7.5 tons of dry ice per day to help keep the vaccine at its required temperature during transportation and storage.

Pfizer and BioNTech, who have developed a vaccine which they say is more than 90 per cent effective at stopping Covid, expect to produce up to 50 million vaccine doses globally in 2020 and up to 1.3 billion doses in 2021.

In the UK, Health Secretary Matt Hancock has said the NHS will be ready from December to roll out the new coronavirus vaccine if it gets approved.

The vaccine is expected to need to be stored between -70 and -80 degrees Celsius until the day it is used.

Experts have warned that the 'cold chain' logistics needed to safely transport the vaccine before it ultimately reaches patients will be challenging.

Eco, which helped to deliver one million items of lifesaving PPE to care homes across the UK in seven days earlier this year, is now ready to answer the call of helping to safely transport the vaccine.
