  • Deadline looms for Government to temporarily takeover ownership of unregistered land #rwanda #RwOT

The Director General of Rwanda Land Management and Use Authority (RLMUA), Esperance Mukamana has explained that Rwanda has no gain in taking over people’s land and encouraged them to rush for registration.

'The Government has nothing to gain from taking over anyone’s property. We want people to do the necessary to register their land. If you fail to do so, the Government will temporarily takeover the land and return it when you have had it registered,' she said.

Mukamana explained that people registering the land temporarily owned by the Government will not be subject to fines and pointed out advantages of land registration.

'Land registration has played a critical role in solving land related disputes. For instance, land dispute cases taken to court have reduced. Moreover, land owners can use their land documents to acquire bank loans,' noted Mukamana.

The Government of Rwanda launched land registration in 2009 completed 2013 but some people have not yet registered their properties.

In January 2020, RLMUA released a statement informing the general public that everyone should have registered his/her land within six months.

The deadline set on 30th June 2020 was extended to 30th December 2020 due to COVID-19. After the deadline, unregistered land will be considered abandoned properties.

The article 20 of the Law No 43/2013 of 16/06/2013 determining land use in Rwanda shows that land registration is obligatory.

Figures from RLMUA show that 9,965,648 plots of land have been registered since 2009 when the land registration exercise began that remaining ones without registration equal to 1,561,201 across the country.

  • Rwanda Allows Private Hospitals To Conduct Covid-19 Tests #rwanda #RwOT

Rwanda government has cleared private hospitals to begin conducting tests for Covid-19 effective this Thursday, according to the Rwanda Biomedical Centre.

Details also show that private hospitals will test patients for Covid-19 using the Antigen Rapid Tests.

Rapid antigen tests are more accurate in determining if someone is currently infected, unlike  previous rapid, antibody tests, which can show when someone has had Covid-19 but often give a negative result during the early stages of infection.

These diagnostic tests are particularly useful in hard to reach areas that are disproportionally impacted by the pandemic and which are without easy access to a laboratory.

So far the infections in Rwanda have reached a total of 6,954, with 6,057 recovered and a total of 57 deaths.

  • French President Macron Diagnosed With Covid-19 #rwanda #RwOT

French President Emmanuel Macron, 42, has tested positive for Coronavirus and gone into isolation for at least a week.

According to handlers, Macron first showed symptoms of the virus earlier this week, said an Élysée Palace statement released on Thursday.

'The President of the Republic has been diagnosed positive for Covid-19 today. This diagnosis was made following a test performed at the onset of the first symptoms,' reads in part the statement.

'In accordance with current health regulations applicable to all, the President will isolate himself for seven days. He will continue to work and carry out his activities remotely.

The president met with EU leaders at a summit on Thursday and Friday last week. Wearing a mask, he spoke in close proximity to Angela Merkel among others.

The French President also met with the Portuguese Prime Minister Antonio Costa at the Élysée Palace for a working lunch on Wednesday.

A spokeswoman said that all of Macron's trips had been cancelled, including an upcoming visit to Lebanon on Dec. 22.

The French Prime Minister, Jean Castex, has begun self-isolating. Castex shows no symptom but will no longer be going to the French Senate Thursday to outline his government's vaccine strategy to combat Covid-19, his office said in a statement.

France earlier this week eased restrictions imposed to battle the second wave of the coronavirus but infection rates remain high.

There is still a nationwide overnight curfew from 8 pm to halt the spread of the virus while restaurants and cafes as well as theatres and cinemas remain closed.
