  • Rwanda: Registration of YouTube Channels escalates mixed reactions #rwanda #RwOT

     

    The Rwanda Media Commission (RMC) has issued a statement reminding those who have YouTube channels (channels) to register as soon as possible.

    The announcement comes as various people disagree on the move. Some have suggested that YouTube is a social media platform that does not adhere to media standards in a way that is controlled by the RMC.

    The RMC explained that the YouTube channels that were asked to register are only functioning as independent media, i.e., newspapers, which do the daily work of publishing stories, organizing them and publishing them through the YouTube channel.

    According to RMC, the reason for starting to control YouTube channels that act as independent media, is that storytelling and broadcasting should be done professionally, in accordance with the Rwandan media law, the law on access to information, and the principles of the media profession.

    The decision was also based on public complaints to the RMC, many of which were allegations against journalists being accused of violating some of the principles of the media profession.

    RMC Executive Secretary Mugisha Emmanuel has cleared the confusion by explaining that those who are required to register their channels are those who want to use YouTube as a professional media.

    Some of the owners of YouTube Channels interviewed by IGIHE have indicated that they do not feel the same way as the RMC on this point of asking them to register to their Youtube Channels, only to point out that there is something behind.

    Eric Rugerinyange, said they are happy with the channel's registration process as it would help them to become more professional.

    'It's good because it will help to break the chaos, and people will know how to really differentiate between journalists and other self-professed people, and it will also help people to get training, it's a decision we are proud of,' he said.

    Another, who did not want to be named, said the RMC should not interfere with YouTube Channels because it is a social network like any other, so trying to control it would be a problem.

    Mugisha said that registration is of great benefit to those who will do so as it helps them to get training and protection when they have a professional problem.

    'Our focus is on those who want to use the media professionally, who serve Rwandans for the common good.' He said

    Another issue raised by YouTube owners as a barrier to registration is the RMC's Rwf 50,000 registration fee. Some said it is too much, as most YouTube lacks the same financial means as other media.

    Mugisha said that they thought about setting this price, because they wanted to register those who really had a plan.

  • AFRICOM Commander Visits Key Africa Nations to Strengthen Partnerships, Security #rwanda #RwOT

    U.S. Army Gen. Stephen Townsend, commander, U.S. Africa Command, completed a four-day trip to Kenya and Djibouti to conduct strategic engagements with partner nation leadership, assess operations and security of U.S. force locations, and demonstrate continued commitment to working with African partners.

    'While our force posture in the region is shifting, our mission and commitment is unchanged,' said Townsend. 'We will continue to pressure violent extremist organizations and work alongside our partners to enhance security and stability in the region.'

    In Kenya, Townsend met with President Uhuru Kenyatta and U.S. Ambassador to Kenya, the Honorable Mr. Kyle McCarter to strengthen the enduring partnership between the two nations and discuss the shared goal of improving security in East Africa.

    'Kenya and East Africa are safer and more secure because of the deep and enduring U.S.-Kenya security partnership. From military aid to counter-IED training to exchange programs with our experts, the United States is committed to helping Kenya defeat terrorism and the extremist ideologies that spread misinformation to undermine a free democracy,' said McCarter. 'The productive conversations we've had during this visit have reaffirmed our joint commitment to continue our military cooperation and counterterrorism partnership.'

    Following the visit with President Kenyatta, Townsend met with the Kenya Defense Secretary, Dr. Monica Juma and the Chief of Defense Gen. Robert Kibochi. During their engagements the military leaders discussed the collective resolve to enhance regional security; focusing on how the U.S. and Kenyan militaries can continue to operate together and in support of each other and other East African nations to disrupt violent extremist organizations and foster regional stability.

    Kenya has been a longstanding, and essential partner in the fight against al-Shabaab.

    'Al-Shabaab remains a threat to regional security. Kenya is a strong security partner and understands the need to contain al-Shabaab's violence and ambition, and degrade their operations,' Townsend said. 'Our Kenyan partners have demonstrated their bravery against al-Shabaab and a commitment to addressing mutual security concerns together.'

    Townsend was accompanied by Sgt. Maj. Richard Thresher, command senior enlisted leader, U.S. Africa Command. The trip provided an opportunity for Thresher to engage with Kenya Defense Force senior enlisted leadership, visit their enlisted academy and review the curriculum, in an effort to continue to strengthen the KDF's enlisted corps.

    'The U.S. has always been known to use their NCO corps to its fullest abilities. They are trusted, they are given a lot of extra duties that are often associated with what officers would typically do,' said Thresher. 'We're sharing best practices with our African partners and helping to enhance their NCO corps to get the best out of their enlisted force as well.'

    During the trip, Townsend also visited the forward operating site Camp Lemonnier, Djibouti and the cooperative security location at Manda Bay, Kenya. The visit to these two strategic locations allowed for an updated commander's assessment of the operations, security and infrastructure, with a special focus on assessing security and force protection improvements. Specifically at Manda Bay, Townsend saw firsthand the additional security measures that have been put in place to enhance force protection and discussed the significance of East Africa regional security partnerships with senior Kenyan defense officials.

    'Force protection and partnerships are two areas I always look to strengthen. We face a complex arena where global powers seek to compete and violent extremist organizations look to impede progress,' said Townsend. 'The strength of our partnerships will determine the futures for millions of people and many countries, to include our own.'

    Additionally, while at Manda Bay and Camp Lemonnier, Townsend recognized service members for their continued commitment to the mission and their cooperative efforts with partner forces.

  • Senegal ambassador-designate presents credentials to Rwanda #rwanda #RwOT

    According to information from MINAFFET’s twitter account, the occasion was an opportunity to discuss ways to further strengthen bilateral cooperation between the two countries.

    Rwanda and Senegal enjoy strong relations rooted on brotherhood between President Paul Kagame and his counterpart, Macky Sall.

    Senegal accommodates many Rwandans for education or other purposes for the past 40 years.

    Since 2016, RwandAir launched flights to various destinations of Western Africa including Cotonou, Abidjan, Douala and Dakar inn Senegal among others.

    Rwanda is represented by Amb Karabaranga Jean Pierre in Senegal.

  • Rwanda gets Prosthetics, Orthotics Laboratory worth Rwf 400 million #rwanda #RwOT

    The laboratory built at the University of Rwanda (UR), Remera Campus is the first ever with such facilities established in Rwanda and the second in the East African Community (EAC).

    The laboratory built at a cost of over Rwf 400 million has capacity to conduct examinations to identify the person’s nature of disability, needed prosthesis and orthosis to be produced within a short period of time.

    The laboratory comes in handy to address challenges facing persons with disabilities who would not engage in sporting activities due to lack of proper prosthesis.

    Emmanuel Ndayisaba, the Executive Secretary of National Council for Persons with Disabilities (NCPD) explained that the laboratory will address some of the challenges facing persons living with disabilities.

    'It is a great infrastructure giving relief to persons with disabilities as they will get prosthesis easily. As you know, we have launched a program to promote sports among these persons but we had no equipment to engage in sports especially athletics. We didn’t have appropriate prosthesis for physical exercises. The laboratory is to bridge the gap and will be helpful to those who could not participate in competitions,' he said.

    Jeanne Kagwiza, the Acting Principal of College of Medicine and Health Science at UR explained that the laboratory will sharpen students’ skills given that the university already had a prosthetics and orthotics department where 53 have graduated at the school and employed in various institutions.

    'We already have students enrolled in courses equipping them with skills in prosthetics and orthotics department which had no own laboratory. The facility will acquaint students with practical skills and advanced knowledge,' she said.

    The Minister of Education, Dr. Valentine Uwamariya also highlighted that having the workshop in Rwanda, is a guarantee that the University of Rwanda will produce skilled Prosthetic and Orthotic technologists required at regional and international market.

    'I am happy that this workshop is expected to be a solution to not only students as a practical site, but also to the Rwandan community in regards to rehabilitation services. I highly appreciate the support of National and international partners of the University of Rwanda especially ICRC and welcome other projects in the pipeline that will further confirm existing strong ties between the Government of Rwanda and development patterns in education,' she noted.

    Rwanda has over 446,000 people with disabilities across the country. There are over 51,000 people with disabilities out of registered 154,000 disabled people who need prostheses.

    The University of Rwanda is developing a Bachelors program in Prosthetics and Orthotics for professionals at Bachelors, Masters, and PhD levels to curb the need for the country to provide quality service and training programs.

    As of 2019, 53 orthopedic technologists (Associate Prosthetist & Orthotist) have graduated from the University of Rwanda. They are working in different settings namely Hospitals (44), Private Rehabilitation (2), NGOs (3), and Prosthetics and Orthotics Centres as well as education (4).

    Subhash Sihna, Regional Physical Rehabilitation Manager for East Africa at the International Committee of the Red Cross (ICRC) explained that the support for the construction of the facility was meant to help persons with disabilities enjoy life like other members of the community by providing easy access to prosthesis.

    A prosthesis at the newly inaugurated laboratory ranges between Rwf300,000 and Rwf3 million depending on needed equipment.

    Ndayisaba revealed that they are conducting advocacy for Mutuelle de Santé to cater for prosthesis.

    ICRC has also committed to build two more prosthetics and orthotics laboratories in Rwanda next year.

  • L’ancien président du Burundi Pierre Buyoya est décédé #rwanda #RwOT

    On soupçonne qu’il décède des suites de la Covid 19.
    Il aura gouverné le Burundi depuis 1987 à la faveur d’un coup d’Etat contre son cousin, le très national et dynamique Jean Baptiste Bagaza.

    Le président Pierre Buyoya gouvernera le Burundi jusqu’en 1993, date à laquelle il organisera des élections démocratiques en l’absence de toutes les stratégies et analyses possibles devant permettre une passation en douce de pouvoir aux éventuels nouveaux venus en politique, ceux du parti Sahwanya Frodébu (Front pour la Démocratie au Burundi) qui s’était construit et s’était étendu à la base populaire dans le secret bien avant sa prise de pouvoir.

    Par cette impréparation, le Burundi est retombé dans une insécurité mêlée de pogroms des Tutsi. Cela a été dû à l’assassinat du président démocratiquement élu Melchior Ndadaye qui n’avait pas su respecter les institutions burundaises qu’il avait trouvées sur le terrain. Il brûlait d’opérer des changements profonds.

    Pierre Buyoya reviendra trois ans après au pouvoir grâce à une crise socio politique profonde qui a secoué le Burundi et rerégnera de 1996 à 2003.

    Tout au long de son règne, Buyoya aura montré qu’il était dépassé par les événements. Son règne aura été marqué par des tâtonnements et des menaces d’une frange personnalités hutu soucieuses d’arriver à accaparer le pouvoir sans partage.

    Dans tout ce cafouillis et d’intérêts antagonistes, Buyoya se sera montré moins stratège politique. Ses intérêts personnels n’ont pas épousé les aspirations des uns et des autres malgré le militaire qui dormait en lui.

  • Kigali Lights Up Again For Christmas #rwanda #RwOT

    For the past ten years, Residents of Kigali and dwellers have become accustomed to magnificent Christmas lights decorations in the city during the festive season.

    Christmas is an annual festival commemorating the birth of Jesus Christ, observed primarily on December 25th as a religious and cultural celebration among billions of people around the world.

    Driving through the streets of Kigali at night around December and January can leave a long lasting impact of a city that knows what to do to spice up Christmas and Bonane.

    Majority of Rwandans are Christians subscribed to various faiths including; the Roman Catholics, Anglicans, seventh day Adventists, Jehovah witnesses and other born-again religious groups. The other small percentage is Muslims.

    About 45% of the Rwandan population belongs to the Catholic faith. In second place are the Protestant faith communities with size of 37.7%. Muslims represent  a small size of 2.0%.

    In 2017, Rwandans marked 100th Anniversary of Catholic Priesthood in Rwanda. And for the first time in the history of Rwanda, this Christmas celebrations will be unique for the Catholics as mass will be held under Cardinal Antoine Kambanda.

    Antoine Kambanda is the first Cardinal Rwanda has ever had in over a century since the Roman Catholic faith established on Rwanda territory.

    On Sunday, October 25, Pope Francis announced that he had elevated the Archbishop of Kigali Antoine Kambanda to the higher level of Cardinal.

    This drastic change for the Catholic Church in Rwanda comes just a year after the Anglicans also made a drastic change.

    On 04 October 2019, the Church of Rwanda 'decolonialised' its name. Changed its name from 'Province de l'Eglise Anglicane au Rwanda' to 'Eglise Anglicane du Rwanda' in order to assert that it was no longer a colonial subject.

    'We seek only to be a colony of heaven!,' Archbishop, Dr Laurent Mbanda said last year.

    Ugenzuye neza ibivugirwa muri izo ndirimbo, umubare w’abazikurikira, uburyo radiyo zizicuranga batitaye ku butumwa bubi buzikubiyemo, uburyo abana n’urubyiruko bazifata mu mutwe bazisubiramo kandi bagerageza gukora ibikubiye mu mashusho baba babonye muri izo ndirimbo, ubona ko ari ikibazo gikomeye kibangamiye umuco nyarwanda n’ejo hazaza h’abana n’urubyiruko bari kuzumva uyu munsi.

Biroroha gufata amagambo no kwigana ibikorwa: nk’amashusho, imyambarire, imigendere, imivugire, inyogosho n’ibindi biri mu ndirimbo kuruta ibyo umuntu yigiye ahandi.

    Indirimbo ni kimwe mu bintu byibanze umuntu akenera mu buzima bwa buri munsi, kandi n’iyo nzira ikomeye yizewe yihuta inyuzwamo ubutumwa, ubutanze akaba yizeye ko bugera ku bantu bose bo mu byiciro bitandukanye byo mu kigero gitandukanye.

    Indirimbo niyo nzira ikomeye kandi yagiye ikoreshwa n’abantu batandukanye baba abanyepolitike, abihaye Imana, abaharanira impinduramatwara zitandukanye mu kugeza ubutumwa bwabo ku bantu mu rwego rwo guhindura imitekerereze yabo n’ibindi.

    Mu ngingo zavuzwe z’Itegeko Nshinga, zigaragaza aho uburenganzira bwa buri wese butangirira n’aho bugarukira yaba mu gutanga ibitekerezo, imyemerere n’ibindi. Uburenganzira bwa buri wese, yaba umuhanzi, umunyamakuru, umuvugabutumwa, n’abandi bugarukira mu kubungabunga ituze rya rubanda.

    Indirimbo y’ubahiriza igihugu cya Repubulika y’u Rwanda igice cya kabiri igira iti:' Horana Imana murage mwiza ibyo tugukesha ntibishyikirwa, umuco dusangiye uraturanga, ururimi rwacu rukaduhuza, ubwenge umutima, amaboko yacu nibigukungahaze bikwiye nuko utere imbere ubutitsa.'

    Iki gice k’iyi ndirimbo kigaragaza neza icyo buri wese agomba gushyira imbere mu bikorwa bye bya buri munsi no mu burenganzira bwe mu nyungu z’igihugu: icya mbere ni ukumenya ko igihugu ari wo murage w’abenegihugu akaba ari nayo ngobyi ibahetse kandi inkingi zigize igihugu ni umuco (indangagaciro na kirazira) n’ururimi (ikinyarwanda), n’imyemerere mizima. Iyo umuntu afite indangagaciro na kirazira z’umuco bimufasha kugira ubwenge, umutima ukunda igihugu n’amaboko yo kugikorera maze kikabona gutera imbere.   • Remains of over 5000 genocide victims exhumed in Kiziguro mass grave #rwanda #RwOT

    Remains of over 5000 victims of the 1994 Genocide against the Tutsi have been exhumed in a 24.6 meter-deep mass grave in Kiziguro sector of Gatsibo district.

    The activity carried out by Gatsibo district in partnership with IBUKA (umbrella organization of genocide survivors) lasted over one month from 12th October was completed on 18th November 2020.

    The President of IBUKA in Gatsibo district, Sibomana Jean Népomucène has told IGIHE that it was a difficult activity that bulldozers were utilized to exhume remains in the mass grave.

    'As we exhumed remains, we reached a rocky- surface. We were obliged to utilize a bulldozer to exhume remains from the 24.6 deep-meter mass grave. We estimate the number of remains to be over 5000. Some of them have been damaged; others mixed with soil that it is not easy to precise the exact figure,' he said.

    Sibomana revealed that they are spraying chemicals especially on damaged remains to ensure safety of people cleaning them.

    'We will concurrently cleaning clothes and remains and hope to have completed the new memorial under construction at the beginning of the next commemoration period in April where we will lay them decently,' he noted.

    Sibomana appealed on people to reveal whereabouts more victims are dumped to accord them decent burial and soothe relatives’ hearts.

    He explained that they are negotiating with families who laid 253 remains of relatives at homes in Bugarura of Remera sector so that they can be relocated to the decent memorial being constructed.

    Kiziguro memorial being upgraded is home to 142,000 remains of genocide victims killed in former Commune Murambi.

    Jean Baptiste Gatete, the mayor of former Murambi commune who was behind the killings of Tutsis in the area was convicted and handed 40-year sentence which he is serving in Arusha.
