  • Burundi Parliament Gets New Speaker Amidst Controversy #rwanda #RwOT

    Gélase Daniel Ndabirabe is the new President of Lower Chamber of Burundi’s Parliament as the newly elected government takes effective control of the state.

    According to reports, Ndabirabe shot to parliament after trouncing his opponents in the race for Kayanza constituency. He is a member of the ruling party CNDD-FDD.

    On Friday Ndabirabe was also unanimously elected president of the National Assembly out of the 90 voters.

    Sabine Ntakarutimana, from Muyinga was elected 1st vice-president with the same score. Abel Gashatsi, from Uprona, representing Muramvya constituency was given the post of 2nd vice-president with 86 votes.

    However, the largest opposition party in Burundi boycotted the National Assembly polls and walked out in protest.

    Only Gaston Sindimwo, former first vice-president, Abel Gashatsi, president of Uprona and the deputies from the ethnic Batwa community were in the room.

    “Negotiations are going well for the formation of the Bureau of the Assembly. The plenary activities will begin, ”said one of the employees of the parliament.

    “There were empty places, a very noticeable absence of 32 deputies from the CNL party (National Council for Freedom). They decided to boycott this session,” he said.

    Pascal Nyabenda, former president of the National Assembly, made a short passage for the handover.

    Agathon Rwasa the leader of CNL party, the move to boycott this election was aimed at expressing their resentment at the pressure exerted by the ruling party in the adoption of the Rules of Procedure.

    “They counted on the fact that there were many of them instead of deepening the debate and reaching consensus, they preferred to go to clause-by-clause voting. There was no overall vote. There is a catch there,” Rwasa said.

    Rwasa considered that for their CNDD-FDD colleagues, everything had been decided in advance. They saw fit not to come in, he said, because it would be a waste of time.

    However, he said this situation will not prevent them from sitting as elected representatives of the people to exercise their right. He reminds that no one should use their workforce to misguide this nation. “The Burundians deserve better than this”.

    Gélase Daniel Ndabirabe lambasted the attitude of CNL deputies: “Some have adopted the policy of the empty chair. It shows that there is something wrong. With the help of the almighty we will succeed. ”

    The new president of the lower house of parliament intends to straighten out the judiciary: “Elected officials will have to study and develop strategies to support the government on questions of justice.   • House break-in ring bursted in Kigali #rwanda #RwOT

    Police Kigali has arrested seven members of a coordinated ring said to be behind a series of house break-ins targeting mainly electronics.

    The group include five people, who breaks into targeted houses while two others are said to charged with selling the stolen electronics, especially flat television screens.

    The suspects were paraded to the media on Saturday, August 8. They confessed being behind some of the burglaries in Kigali.

    One of the suspects, Augustin Muhawenayo, 32, said that they have an organised group that conducts surveillance to map out houses.

    “We were arrested after entering into one of the houses we had targeted in Kibagabaga, Gasabo District, where we stole a flatscreen.

    We had previously succeeded in breaking into several houses in Kimironko where we also stole a number of television sets,” Muhawenayo narrated.

    He also confessed that they had clients ready to buy every stolen television set, and who were giving them money to facilitate their movements.

    Another suspect, Eric Tuyizere, 20, said that he was part of the five-member group that would break into houses.

    Tuyizere is the one who was recently captured by a CCTV camera. His images alongside Muhawenayo, were captured by a CCTV camera and were circulating on social media platforms stealing electronics in a house.

    “At the time when we were captured by a CCTV camera, I was with Muhawenayo and Manasse (another arrested member of the ring). We didn’t know there was a camera, but when we noticed that we were in a trap, we only took a flat television screen. My role in this group was to stay outside on watch-out to ensure we are not noticed or arrested,” Tuyizere explained.

    Muhawenayo and Tuyizere said that they have been in this criminal business for a while.

    Nsabiyeze Nuhu admitted that his role was to get buyers for the stolen items.

    He hails from Rubavu District, where he runs an electronics shop.

    He said that he was arrested on his second attempt buying television screens from the same group.

    “I was connected to this group by a colleague, who lives here in Kigali. Normally, I deal in new televisions, but this group started supplying me with used TV sets at a cheaper price,” Nsabiyeze said.

    He said that he was getting about Rwf100,000 in profits from every TV set he sold.

    Nsabiyeze said that he had already bought five TV sets from this group.

    One of the victims, Venant Mutaganda, whose stolen items were recovered from the same ring, thanked the Police and other security organs breaking this chain of burglars.

    Among his recovered items include a flat TV set and clothes which were stolen in the night of August 3, at his home in Kigarama, Kicukiro District.

    RNP spokesperson, CP John Bosco Kabera said that the force will continue to track people engaged in these criminal activities.

    He further warned people, who deal in stolen items and advised the public against buying goods on black market, which can make them accomplices when found with anything stolen.

    “This group was identified after we arrested one member, who cooperated and disclosed all his accomplices,” CP Kabera said.

    He called for further information sharing on anyone suspected to be involved in these criminal activities, including those who buy and sell these stolen electronics.

    Theft, under article 166 of the law determining offences and penalties in Rwanda, attracts an imprisonment of one to two years and a fine of between Rwf1 million and Rwf2 million, a community service of six months or one of these penalties.

  • Kenya Merges Ports, Railways, Pipelines Into One Logistics Agency KTLN #rwanda #RwOT

    Covid-19 pandemic has exposed several loopholes in East Africa’s coastal states handling of logistics while serving other members of the bloc.

    On Friday, President Uhuru Kenyatta signed an Executive Order establishing the Kenya Transport and Logistics Network (KTLN) to oversee the flow of cargo from Mombasa port to the hinterlands and East Africa export markets.

    The ambitious Uhuru seeks to turn Kenya into a commercial regional logistics hub.

    There have been concerns over conflicting directives that cause operational delays as agencies operate independently.

    “The State agencies have 30 days to enter into a joint operations agreement where each entity will re-organise their structures, resources, operations and services towards establishment of a seamless and coordinated national transport and logistics network,” he instructed.

    According to experts, the agencies have also been transferred to the National Treasury, which is expected to provide personnel to boost oversight in investment portfolio management while ensuring each is professionally run thereby enabling them meet their individual targets.

    This has seen importers, manufacturers, among other port users protest over numerous levies paid to the separate entities where delays in evacuation of cargo cost them a tidy sum due to storage and demurrage costs. President Kenyatta said the new structure creates a one-stop shop pricing arrangement thereby enabling KTLN formulate friendly packages for customers.

  • COVID-19: Police Issues Fresh Warning As More Motorists Disregard Instructions #rwanda #RwOT

    Rwanda National Police (RNP) has warned of “severe actions” to drivers who continue to violate government orders meant to prevent the spread of COVID-19 and disregarding instructions given to them by Police officers enforcing the directives.

    The warning comes after the Traffic and Road Safety department released a new list of 87 drivers, who violated the directives especially moving beyond 9PM, since July 27, and worse still drove or rode away refusing to go where Police officers directed them.

    This brings the number of violators to 657 since April. At least 331 drivers have since reported to the Police voluntarily.

    RNP spokesperson, Commissioner of Police (CP) John Bosco Kabera warned that violators will be located and penalized accordingly.

    “Every bit of the government directives must be respected, including being home by 9PM. In case you are found in any violations, respect Police officers, abide and go where they tell you to go,” CP Kabera said.

    He observed that when you run away, particulars left behind will help the Police to look for you and ensure that you are penalised.

    Last month, RNP outlined new measures to ensure compliance and easy identification of errant violators.

    Among the measures is digital registration of all violators so as to track their violation records. This informs serious actions in case of recidivism; reporting violators to their employers for further penalties.

    As for those moving without identifications, proper action will be taken to ensure their particulars are clearly known and digitally recorded.

    CP Kabera advised motorists to always go to centres where they are instructed to go, which are wide spaces to control movements at night and to allow social distancing.

    He advised all those whose names are on the published lists of violators, to voluntarily come forward, warning of further actions to whoever on the list, who will not report to Police voluntarily.
