The joint letter contained a request for recommendations to stop discrimination against Shincheonji Church, a new Christian denomination headquartered in South Korea, and a UN ECOSOC-affiliated organization named Heavenly Culture, World Peace, Restoration of Light (HWPL).

The representative of this letter, the director and founder of FREE WATCH AFGHANISTAN, Mobeenullah Aimaq, said that he agreed with the UN’s concern for the persecution of minorities and vulnerable groups as well as human rights violations that continue to occur in the pretext of fighting the coronavirus. To solve this problem, he proposed a joint letter to young people around the world to appeal to the international community.

He strongly urged that the Korean Government should knock off the prosecution of Shincheonji Church and HWPL in South Korea. “Prosecuting Shincheonji Church and HWPL should be immediately stopped so that the international reputation of the government, known as a proponent of peace in the globe, will be saved,” he added.

In the letter, they reported the several acts of unfair discrimination and oppression of the Korean government and the media against these organizations by citing the concerns of UN Secretary-General regarding “disproportionate effects on certain communities, the rise of hate speech, and the targeting of vulnerable groups”.

According to the report, there have been over 5,500 instances of human rights abuses of members of the Shincheonji Church during this period of the ongoing pandemic. Among the cases include two female members’ death in suspicious circumstances. Many of these victims are promising young people who are now facing increased discrimination in workplaces and schools, violence at home, and even forced deprogramming.

The letter highlights that the members of Shincheonji Church are also victims who were unfortunately infected with the virus despite following the government’s guidelines related to the pandemic.

Furthermore, the unprecedented custody investigation against 89-years-old Chairman Man Hee Lee of Shincheonji Church and HWPL was recently determined. The charters of these two groups have been revoked by the government and they have been subject to rigorous tax investigations. Those in leadership positions within the organizations also have been taken into custody for questioning.

In the Korea Times column titled “Can unpopular sect expect justice?”, Michael Breen, CEO of Insight Communications, referred the current investigation into Shincheonji Church as a “witch-hunt” by saying that Shincheonji is a safe target for politicians and others who comment in public since it is unpopular.

“I’m sitting in Kigali Rwanda where had wars and genocide. And Rwanda has come out to be a country that now is sharing with the rest of the world about peace. we have learned how to have peace makers or peace forces worldwide. As a person, I would you like to contribute to initiative and effort of persuading the government of South Korea, not to persecute HWPL, or the Shincheonji Church.” Said Natty Dread, the reggae artist from Rwanda.

In the joint letter, they urged that cases of human rights, social and religious repression, such as the ones occurring in South Korea, must be put to an end in order to build “more effective and inclusive solutions for the emergency of today and the recovery for tomorrow.”

Since Monday, August 10, RNP has deployed its vehicles and motorcycles mounted with loud speakers to convey the Dos and Don’ts designed to prevent further spread of COVID-19.

Vehicles and motorcycles are trekking through markets, trading centres, residential areas and streets spreading safety message to further influence behavioural change and positive actions in line with the government directives and other instructions meant to curb the spread of the pandemic.

RNP spokesperson, CP John Bosco Kabera said that the campaign is in line with the current situation when almost all businesses have resumed, but some of them don’t follow the safety instructions in provision of their services.

“The government put much effort in containing the virus and created a safe atmosphere for most of the services to resume. However, we can’t lean back; the virus is still in our midst and transmitted by the people, who breach the recommended safety behaviours and practices. We are still in a fragile period when individual hygiene and safety choices our sole protection against COVID-19,” CP Kabera said.

He observed that there are some individuals and business owners, whose actions still pose a threat to safety, and which can derail the national efforts to fight the pandemic.

“The message is clear; wear a facemask properly covering your mouth and nose at all times you leave your home; wash or sanitize your hands as many times as possible; maintain social distancing… at least one metre between you and another person; there are also safety instructions when in the vehicle or taxi-moto, which must be adhered to.”

Social distancing, washing hands before boarding and wearing facemask are also compulsory in public service vehicles.

For those using motos, sanitizing hands, having own fabrics to be worn inside a helmet and paying transport fares using cashless services are the prerequisite.
The campaign also emphasizes the 15 and 30 maximum numbers for civil and religious marriage, respectively.

The directives also provide not more than 30 people for the burial ceremony.
Equally, religious services are only allowed after inspection and upon approval by local leaders, and continuously adhering to safety guidelines issued by the Ministry of Health; businesses are encouraged to embrace cashless payment systems.

The general public are urged to do away with the culture of shaking hands and hugging; sports activities are done individually and sports businesses prohibited; entertainment, bars, parties and other social gatherings in homes and public places as well as betting businesses are not allowed.

CP Kabera said: “We are still seeing people undermining these safety guidelines, including movements beyond 9PM. As usual, the RNP way of policing is through awareness and education for the people to understand what is required of them; enforcement follows smoothly, as the public takes ownership of the process.
We believe that when people are informed they also make informed and appropriate decisions, and this is the basis of this campaign.”

“This is not the time to lean back and relax, but rather a period to take utmost individual responsibility to strengthen prevention actions against COVID-19 in all aspects as we go about our errands.”

The public are urged to report any violations on 112 (emergency toll-free line) and 0788311155 (WhatsApp) as well as all other RNP known communication channels including social media platforms.

Et par cette énième note de désinformation, Ngbanda croit pouvoir informer l’ONU. Dans une récente lettre qu’il vient d’adresser au Secrétaire général Gutierrez, se basant sur un lambeau de papier sans titre ni date, Sieur Ngbanda prétend que les Banyamulenge sont « ces réfugiés tutsi-rwandais communément appelés les « Banyarwanda », qui ont été accueillis par le Haut-Commissariat des Nations Unies pour les Réfugiés (HCR) et placés dans la même période à Lemera, Mulenge et Katobo, …..

Le monsieur prétend-t-il être mieux informé que les Nations – Unies en ce qui concerne les mouvements des réfugiés au Congo et de par l’Afrique des Grands Lacs ? Croit-il connaitre davantage la légalité de la situation dans laquelle vivent actuellement les Banyamulenges plus que les Nations – Unies représentées par la MONUSCO qui est sur place ? Pense-t-il que Gutteres est, comme le commun des mortels pauvres congolais, mal informé de la situation d’insécurité persistante que connaît cette région ?

Dans une diversion qu’il a maintes fois gauchement utilisé dans ses propos vénimeux, il a annexé à sa lettre un procès-verbal de la régie des frontières des administrateurs des territoires de Mwenga et Fizi tenue au Mont Kahwelale 21 Septembre 1953. Ce procès-verbal était signé par VAN CANTER administrateur du territoire a.i de Fizi et SCHWALL Jean administrateur du territoire, assistant titulaire en présence de Monsieur Guerlement Arille et différents notables Babembe, les notables Banyamulenge ayant refusé de signer afin de ne pas être délocalisés.

Ledit document indique exactement (pour ceux qui connaissaient les lieux) les terres habitées par les Banyamulenges expropriées au profit d’un belge Louis RIGA pour y ériger une ferme de ses vaches de race améliorée. Les Banyamulenge de la place ont été obligés de quitter les lieux pour s’implanter à Lulenge. Barbant et Nzweve (2013) se basant sur le témoignage d’un ancien employé de RIGA résument sa présence ainsi :

« Un belge dénommé Riga, qui avait en 1953 une petite ferme à Rugombo, au Burundi (face à la Plaine de la Ruzizi). Il est venu avec 150 bêtes de race rwandaise. (…) En 1956, il a commencé l’élevage moderne en faisant venir des vaches modernes du Kenya et de la Tanzanie, puis en faisant de la race améliorée. Il alimentait alors toutes les boucheries de Mwenga, Kamituga et Bukavu. Au moment de l’indépendance il avait 10.000 bêtes sur les Hauts Plateaux, à Tulambo et Minembwe. Quand l’indépendance est arrivée, il a commencé à vendre les vaches. Il en a vendu 7.000, il en restait 3.000. En 1964 ça a été le début de la rébellion. Ils ont pillé toutes les vaches des Belges, avant de s’en prendre à celles de Banyamulenge, qui ont fui jusqu’à Sange. »

Les deux précédents paragraphes montrent combien les propos de sieur Ngbanda sont contradictoires, car d’une part, parle-t-il que les Banyamulenges ont été accueilli en 1959 par le HCR et d’autre part, il dit qu’ils ont été chassés des terres qu’ils habitaient en 1953. Le Paranoïaque Ngbanda pousse souvent ses raisonnements obsessionnels jusqu’à l’absurdité. Croire au délateur, on perd tous les amis, dit un adage arabe.

Racisme primaire
Qui plus est, animé d’un racisme primaire au modèle de l’antisémite tel qu’Hervé l’avait pensé dans son « Tintin au Congo », il fait un appel à la haine et au massacre ethnique et s’attaque avec véhémence aux cris de détresse, un SOS « SAVE MULENGE ! SAVE MULENGE ! » que les Banyamulenge lancent aux personnalités tant nationales qu’internationales. Indubitablement, ils sont réellement visés d’une extermination diablement préparée par une constellation des machines à tuer regroupées au sein des milices Mai-Mai issus des communautés Babembe, Bafuliro et Banyindu téléguidées par des haineux tireurs des ficelles. Ces fielleux se retrouvent dans la diaspora congolaise ayant à leur tête Ngbanda, Mlongecha et parmi les élus locaux tel que Homer Bulakari, Bitakwila, Kaluba etc… appuyés par certains éléments des FARDC qui se partagent les butins provenant des prébendes engrangées de bétails razziés de Banyamulenge. Monsieur, Ngbanda nous les savons et actons. La bataille est rude et elle n’est pas la première et ne seras peut-être pas la dernière. Certes, la victoire appartiendra aux endurants.

Une autre rengaine de tous les jours que l’ancien conseiller en matière de sécurité de Mobutu est le vocable « Banyamulenge », qu’il appelle invention des lobbies tutsi-rwandais et la cause de toutes les violences à l’Est de la RDCongo. L’Impénitent, l’homme comme s’il était le géniteur des Banyamulenges, croit encore avoir le droit de les nommer ou les renommer. La dénomination alternée et la bonne vie et mœurs de Sango – Yakoma en République Centrafricaine et en RDC ne le préoccupent pas du tout, alors qu’ils vivent dans des conditions exécrables et infrahumaines. Par contre, le nom de Banyamulenge et leur bravoure lui rendent invariablement insomniaque et somnambule selon la météo. Il n’est pas le seul, ils sont nombreux dans la galerie anti-Tutsi au pays de Patrice Emery Lumumba comme à l’étranger.

Toutefois, à tous les détracteurs de Banyamulenge qui s’évertuent éperdument de les renommer en les qualifiant de Banyarwanda soi-disant « Banyamulenge », qu’ils sachent que le nom de Banyamulenge est désormais « gravé » dans les marbres et dans les annales de l’histoire de l’humanité et que depuis Kanihura-Minembwe jusqu’au palais de verre de New-York, personne, je dis bien personne, n’a la latitude de les gommer pour le renommer. Ils sont libres et ont le droit à l’autodétermination ou de disposer d’eux-mêmes. Que Ngbanda et ses sbires s’ envolent dans les nuées du firmament pour prier les dieux de Baal qui ne viennent jamais, qu’ils aillent dans les abysses pour invoquer les démons ou qu’ils fassent appels à tous les vaudous dont regorge la région avec leurs gris-gris, nul ne trouvera la technologie pour le dégraver.

Des coups désordonnés ici et là, Ngbanda n’oublie pas les USA

Par excès de zèle Ngbanda se permet d’interpeller le Congrès américain car, Curtis le sénateur américain a plaidé la cause de Banyamulenge. Le ridicule ne tue pas dit-on. C’est agir comme un djihadiste-satrape qui admoneste une leçon de démocratie aux helvètes.

Ngbanda et ses adeptes colporteurs de la haine ethnique devraient faire l’objet d’une poursuite judiciaire par la justice congolaise ou, à défaut, la CPI de La Haye fomentations affabulatoires et des appels incessants à la haine ethnique. Les nations-unies sont les mieux indiquées pour ce faire et dénicher tous ces haineux dans leurs niches dorées.

Les pays tels que la France et la Belgique et surtout les instances internationales habilitées devraient suivre et déférer devant la justice ces genres des personnes. Les Nations-Unies auxquelles Ngbanda s’est adressé peuvent aider à décanter cette situation et à dissiper ces nuages de haine et de racisme enracinée dans notre beau et grand pays en appliquant scrupuleusement la rigueur de la loi.
