Eric Tuyizere, 35, was arrested a day after he ambushed and robbed a woman identified as Xaverine Nyiramitero, 53, of Rwf 225,000 in Sumuyamana Village, Kinyaga cell in Nkaka sector.
Chief Inspector of Police (CIP) Bonaventure Twizere Karekezi, the Police spokesperson for the Western region, said that at about 7 pm on October 19, Tuyizere ambushed Nyiramitero, who was going to buy goods in Sumuyamana trading centre.
“Tuyizere resides in the same village, and it’s likely he has been monitoring the victim and was well versed with her financial status. When she went out that evening to buy some goods, Tuyizere ambushed her along the way, assaulted her before he took all the Frw225,000 she had, good enough she managed to recognise the robber,” CIP Karekezi said.
He added: “The victim immediately told the local security personnel, who trailed Tuyizere and found him in the nearby local bar drinking. Unfortunately, when the local security personnel tried to apprehend him, Tuyizere’s friends, whom he was buying alcohol, became violent to prevent his arrest, which gave room for Tuyizere to flee.
However, in partnership with Irondo and local residents, Tuyizere was located and arrested the following morning of October 20, with only Frw128,000.”
CIP Karekezi explained that there have been reports of criminals, who ambush people at night in the area, steal their valubales and escape towards the nearby swamp, and Tuyizere was suspected to be part of the gang.
Tuyizere has since been handed over to RIB.
Article 168 of the law relating to offences and penalties in general in Rwanda, states that if theft is carried out with violence or threats, the penalty is an imprisonment for a term of not less than five years and not more than seven years, and a fine of not less than Frw3 million and not more than Frw5 million.

On the serene shoreline of Lake Muhazi seats hundreds of acres of land that were once owned by a Belgian colonialist that was known as Decant (second name not yet known). This place is in a village known as Nyamabuye village located at Gati cell in Gishali sector.
This beautiful natural haven has since been acquired and developed into a 9-hole golf course under management of Falcon Golf Club which hosted the Rwanda Summer golf event on October 3-4.
Decant, the Belgian was an industrious colonialists he grew vast acres of pineapples which he harvested and used to process a very delicious and punchy wine that was mostly consumed by local chiefs and also sold as far as Kigali. The highly alcoholic wine was known as Ingwe (leopard).
According to stories from different elders in this village, Decant had built a concrete house for his family and another concrete reinforced hut about 100 metres away from the masters' quarter. The hut stands majestically more than half a century later. Those who come to play golf at this property don't know much about this mysterious concrete hut and simply ignore it.
It is said that Decant left Rwanda immediately after the Belgian supported constitutional referendum in 1961, a constitution that effectively abolished the monarchy, and established a republic. Elderly Residents of Gati remember that Decant was a returning officer for the referendum. He left the country later.
The spot where Decants home had been built is only survived by giant and very tall trees that host falcon birds and eagles from which they launch stealth and high speed attacks into the lake to pluck out fish. Watching these endless attacks into the waters by these birds offers a great connection with nature.
Thus the concrete hut was the house for a nanny that took care of Decant's children, 'whenever the he was so busy with meetings or processing wine, he would send the children to be with the nanny at her hut,' says one of the children of a former guard at this facility.
Rwanda's History Linked To Lake Muhazi
Lake Muhazi is 60 km long, in an east-west direction, but its width is less than 5 km. It is located in east-central Rwanda and has shoreline in three of the country's five provinces.
The western third of the lake forms the border between Kigali (Gasabo District) to the south, and Northern Province (Gicumbi District) to the north. The eastern two-thirds or the lake is in the Eastern Province, forming the border between Rwamagana District to the south, and Gatsibo and Kayonza Districts to the north.
According to oral history the Kingdom of Rwanda was founded in the 14th century after disintegration of Kitara empire on the shores of Lake Muhazi in the Buganza area, close to the modern city of Rwamagana.
At that time Rwanda was a small state in a loose confederation with larger and more powerful neighbours, Bugesera and Gisaka.
By playing these neighbours against each other, the early kingdom flourished in the area, expanding westwards towards Lake Kivu. In this expanded kingdom, the region around the lake became a powerful religious site, being synonymous with the earliest and most revered Mwamis of the kingdom.
In the late 16th or early 17th centuries, the kingdom of Rwanda was invaded by the Banyoro and the kings forced to flee westward, leaving Buganza and the Lake Muhazi area in the hands of Bugesera and Gisaka.
The formation in the 17th century of a new Rwandan dynasty by mwami Ruganzu Ndori, followed by eastward invasions, the retaking of Buganza and the conquest of Bugesera, marked the beginning of the Rwandan kingdom's dominance in the area.
Lake Muhazi became a border zone between Rwanda and the still independent Gisaka, a situation which remained in place for 200 years, despite several unsuccessful attempts by the Rwandan kings to subdue Gisaka. Eventually, in around 1830, Gisaka was annexed and the eastern borders of the state began to take their present form, with the lake fully under Rwandan control.
Under German and Belgian colonial rule Lake Muhazi became an important eastâ”west transport route, linking Kigali and the west of the country with the north-south and eastbound roads from Gahini.
From 1922, the eastern area was temporarily fell under British control as part of the surveying process for the proposed Cape-Cairo railway, a period during which the Church Missionary Society (CMS), started missionary and medical work across eastern Rwanda.
This land was returned to Belgium in 1924 but the rulers allowed the CMS to continue its work, and a permanent mission and hospital was set up close to Lake Muhazi in Gahini village.

According to the 'back to school’ transport schedule for boarding students, students from Muhanga, Huye, Gisagara, Southern province districts, Karongi and Rutsiro, western province districts and Nyarugenge, Kicukiro and Gasabo in Kigali city will kick off the journey on 29th October 2020.
Boarding students from Nyamagabe, Nyaruguru, Southern province-based districts, Rusizi and Nyamasheke districts in the Western Province will follow suit on 30th October 2020.
On 31st October 2020, boarding students from Kamonyi, Nyanza, and Ruhango districts in the Southern province, Ngororero, Nyabihu, and Rubavu in the western province will also travel back to their schools.
On Sunday, 1st November 2020, boarding students from the Northern and Eastern provinces will also travel back to schools.
From 29th October to 1st November 2020, upper primary from primary five to primary six, secondary school candidate classes from senior three and six, TVET schools from level three to level five, and TTCs students from year one to year three will only be the first to return to schools and will start studies on 2nd November 2020.
In the second phase of transporting boarding students, primary four, secondary students from senior one, two, and four will start traveling on 20th November and start studies on 23rd November 2020.
Boarding students from Huye, Gisagara, Nyaruguru, and Nyamagabe districts in Southern province, Karongi, Rutsiro, Rusizi and Nyamasheke, western province and Kigali city-based students in districts of Nyarugenge, Gasabo, and Kicukiro will travel back to schools on 20th November 2020.
The following day, on 21st November 2020, boarding students from Muhanga, Kamonyi, Ruhango and Nyanza, southern province and Ngororero, Rubavu and Nyabihu districts, in the western province will travel back to their respective schools.
On Sunday, 22nd November 2020, boarding students from the Northern and Eastern province will also go back to their schools ready to kickoff studies on 23rd, November 2020.
'Parents are required to respect this transport schedule by sending boarding students to school on time for them to arrive at their schools not later than 5pm while wearing their uniforms. Parents are also required to give their children enough transport fees that will facilitate them until they reach their schools,' The communication released by the ministry of education on 21st October 2020 reads.
'Education officials at district and sector levels are responsible for supervising bus parks as students travel back to their respective schools and the way they are received by their schools. All students are required to respect all the Covid-19 preventive measures while traveling and at school,'
The announcement also says that 'To ease transports for students, All boarding students traveling back to their schools from Kigali city to schools located in upcountry or students passing via Kigali from other provinces will get buses at Amahoro National Stadium.'
Schools and education institutions will reopen again after their closure in March this year, following the COVID-19 outbreak, which put everything on hold as countries around the world battled to stop the spread of the virus.
According to the academic calendar for 2020/2021, lower primary from primary one to primary three and nursery will have to wait a bit longer. The Ministry said students in those classes will continue to study remotely and online.

The Head of State made the observation on Wednesday during the World Economic Forum (WEF) Great Reset Dialogue under the theme 'Harnessing the Fourth Industrial Revolution', alongside the President of Colombia, Ivan Duque and the Prime Minister of Israel, Benjamin Netanyahu.
President Kagame pointed out some of the different initiatives by the government and the private sector to integrate technology in different spheres of the economy and how they have paid off, saying that technology is an enabler when it comes to service delivery and equipping young people with the right skills.
'Over the past 20 years, Rwanda has continued to prioritize investment in technology, broadband, and digital skills,' President Kagame said, pointing out some of the partnerships Rwanda has built with global tech companies.
'We have enjoyed partnership with the technology companies; you mentioned the use of drones. We have had the opportunity to partner with the company Zipline that has invested with us in Rwanda in drone technology,' President Kagame said, adding that the country is able to use the drones in the health sector, to deliver blood in rural parts of the country.
President Kagame pointed out the importance of such partnerships between the private sector and government which deliver for the people and help address challenges in different sectors such as health and education.
'We have also forged a partnership with the World Economic Forum, which we are very happy with. We have benefited from that partnership where we have created the centre for the Fourth Industrial Revolution here in Rwanda,' he said adding that the centre will not only benefit the country but the entire continent.
'The partnership has extended to even other countries. We have patterned with WEF, countries like Israel, Singapore and these are advanced in many cases in this area and we have benefited from this partnership, which we hope to broaden and continue with other countries,' President Kagame said.
The Head of State said that in building such partnerships, the private sector has continually been pivotal in making sure that they bring in the necessary resources for the Investment, but also the know-how through technology.
'We really have this vision where not only do we develop these capacities within our own country, but also across the continent and each country in our continent has made their own investments,' he said, calling for more linkages of such continental structures especially for young people to leverage them.
'We have made our investments and we have seen progress for our people, for our Industries, but also across the continent of Africa and we have seen young people take up this opportunity to be involved with the development and in the innovations and the interpretation of the partnership that comes around,' he said.
The president spoke of the role of the private sector in building public private partnerships where government leaders like himself also participate with the aim of ensuring that this technological development is harmonized to deliver results.
He said that the participation of leaders in the process is to ensure that there is the needed regulatory environment across Africa that makes it easy to know 'what to expect with each other and among ourselves'.
He said that African countries are aware that technology innovation is moving very fast and this puts pressure on regulators to find the right balance so that countries are able to work together, especially in the context of the new Continental Free Trade Area, which he said will create the largest market across the world.
Prime Minister Benjamin Netanyahu of Israel, considered one of the world’s most technologically innovative countries, similarly argued that investment in technological skills are important to create a digital world.
'Technological education that starts below (with those who don’t have skills) is important, but there has to be high skilled individuals,' he said.
He added that Israel has adopted a deliberate strategy to increase the number of skilled individuals in technology, highlighting that the number with first time degree students in Information and Communications has in the recent increased by 70 per cent.
However, Netanyahu indicated that many countries risk creating digital divide, saying it was critical to invest in infrastructure such as computers, fibre internet and provide access to other technology tools to those who cannot afford them.
President Iván Duque Márquez of Colombia, on the other hand, emphasized the need for creating an enabling environment for players to work, especially those that want to invest in emerging technology.
He mentioned Colombia’s case which has created a framework for development of artificial intelligence, robotics, machine learning, and financial technology (FinTech), among other things.
'A regulatory sandbox was put in place to accelerate access to smartphones to boost FinTech. We have seen the largest FinTech penetration, and we have started accelerating these services,' he noted.
