On a low key Saturday afternoon, look out for the latest Borat Subsequent Movie film- you will not be disappointed.

Considering its review, the Amazon sequel that heralds the return of the titular Kazakh journalist and agent of chaos played by Sacha Baron Cohen.

Borat's daughter, Tutar, is interviewing Rudy Giuliani in a hotel room when the situation takes an alarming turn: The former Mayor of New York, and current lawyer to the president, is shown reclining on a bed and reaching his hand into his pants. The whole scene is so cringe-inducing that it's a relief when Borat himself bursts into the room, interrupting the encounter and jolting the tone from creepy dread back to zany confusion.

'She's 15. She's too old for you,' Borat tells Giuliani, a typically tasteless rejoinder from America's favorite faux-foreign mischief-maker. (While Tutar, the character, is 15, the actor playing her is 24.) As absurd and embarrassing as the hotel meeting is for Giuliani, who called the scene 'a complete fabrication,' it underlines the accidental premise of the movie, which was shot surreptitiously over the course of this year.

When Borat first rampaged through the United States for his 2006 cinematic debut, he held up a fun-house mirror to Americans' views of outsiders, capturing real people nodding and smiling politely at this supposed journalist and his provocations.

But in 2020, Borat has become the peacekeeper rather than the agitator. Borat, a bumbling caricature of a foreigner who possesses many wildly racist, sexist, and anti-Semitic viewpoints, was initially introduced as a side character for Cohen's popular Da Ali G Show in Britain. Ali G (a dim but confident white man pretending to be Black) was Cohen's breakout character in the UK, but Borat made the comedian a superstar in the U.S.

While Ali G existed to mock a specific type of Brit, Cohen's performance in 2006's Borat offered a weirdly universal blend of shock-jock jokes, Chaplinesque physical humor, and blithe innocence. At a time when America was embroiled in two wars in the Middle East, he became a perfect foil for its sins as he wandered around the country, eliciting both suspicion and reflexive politeness with his outrageous tactics.

The character resonates differently in the age of Trump. The current president's emphasis on macho bravado, as well as his affinity for strongman dictators, is a real-life incarnation of Borat's deeply misogynistic perspective (Borat refers to him as 'a magnificent new premier named McDonald Trump'). The early part of the film emphasizes that admiration, as Borat delivers a gift to Mike Pence on behalf of Kazakhstan. But the movie eventually abandons that focus, probably for the same reason that so much satire about the president doesn't land: Trump is a more comically outsize figure than even a living cartoon character like Borat.

Wafula Chebukati, Kenya's Chairperson for the Independent Electoral and Boundaries Commission (IEBC) has protested a recommendation that aims at reconstituting the electoral commission in order to provide a clean slate ahead of 2022 General Elections.

'The  criminality and unsuitability to hold office narrative driven by certain members of the political class is meant to incite the members of the public with the intention of mob-lynching the Commission and its staff, and also to create justification for the 'clean-slate' recommendation in the BBI Report,' he said in a statement emailed to local media houses.

The recommendation has been made by the Building Bridges Initiative (BBI) task force.

Deeply worried about his fate at the electoral body, Chebukati says, 'The source of the current attacks on the Commission is founded on the outcome of one Supreme Court Presidential Petition No. 1 of 2017 and disregards all the other petitions where about 95 per cent of the 301 election petitions were dismissed and the election results declared by IEBC upheld by the various courts, including the consolidated Supreme Court Presidential Petition No. 2 & 4 of 2017.'

'This consistent criminality allegations and attacks against the Commission are unfortunate and ill-founded,' he added.

Chebukati said the commission is suitable to conduct elections further citing previous Supreme Court rulings which absolved and vindicated it in respect to allegations of electoral interference and criminal culpability.

In the proposals by the BBI Steering Committee led by Garissa Senator Yusuf Haji, IEBC's management structure will be reconstituted with the recruitment of a new Chairperson, new commissioners and a freshly vetted Secretariat ahead of the next General Election.

n an amendment to the proposed IEBC Act, the Taskforce states that vacant positions in the membership of the Independent Electoral and Boundaries Commission shall be filled within sixty days of the commencement of the Act.

Unlike in the past where the Secretariat evaded scrutiny, this time the Haji-led team says all current senior IEBC officers should be vetted by a panel to be constituted by the President.

Under the new recommendations, the Chairperson of the vetting panel shall be a person qualified to be a Supreme Court Judge.

'Despite Article 251 of the Constitution, within thirty days from the commencement of this Act, the members of the IEBC who were in office on the commencement date shall be vetted to determine their suitability to continue serving in accordance with the values set out in Articles 10 and Chapter Six,' the BBI task force stated in its report.

The membership of the selection panel shall consist of two members nominated by political parties, one from the Majority Party and one from the Minority Party, represented in the National Assembly; and two members nominated by a joint forum representing religious organizations while the Public Service Commission shall provide secretariat services and facilities required by the vetting panel in the performance of its functions.

'The vetting panel shall consider information gathered in the course of personal interviews, a summary of the complaints, if any, from the public against the members, as well as their records.'

The vetting panel shall within fourteen days of finalizing the vetting, inform the concerned member, in writing, of the outcome of the vetting and be dissolved upon the finalization of the vetting.

Additionally, the Report of  the  Steering  Committee on the Implementation of Recommendations of the  Building  Bridges Taskforce recommended that all IEBC staff be employed on a three-year contract and that this only be renewed once on condition of outstanding performance.

'The titles of senior IEBC staff should be reviewed from Director to a lesser title such as 'Head of Department'. The Heads of Departments or Managers should be restored, as in the previous Commission, in order to provide guidance, communicating standards and ensuring departmental compliance for all stages,' the Haji-led Committee recommended.

The task force also recommended a change in the hiring process of Returning Officers to make it more rigorous.

'Returning Officers should be hired through a similar process to the one used for commissioners, with the involvement of public participation,' the report released on Wednesday states.

Under the newly signed marriage and civil unions law for south Africa, a marriage officer may no longer object to solemnising a civil union between persons of the same sex.

The laws follow a number of high-profile cases where a marriage officer refused to solemnise a same-sex couple as it was 'contrary to their beliefs'.

President Cyril Ramaphosa on Thursday appended his signature to a new law that immediately introduces changes to some South African marriages and civil unions.

'The Presidency No. 1108 22 October 2020. It is hereby notified that the President has assented to the following Act, which is hereby published for general information:—Act No. 8 of 2020: Civil Union Amendment Act, 2020,' reads the gazetted document.

Therefore the 2020 Civil Union Amendment Act, was officially gazetted on Thursday (22 October) and comes into immediate effect.

The new law also requires the minister of Home Affairs to ensure that there is a marriage officer available to solemnise a civil union at every Department of Home Affairs office.

Pierre De Vos a south African Constitutional law expert argues; 'Section 6 was controversial because it permitted state marriage officers to refuse to do their job if — for whatever reason — they did not want to solemnise same-sex marriages,' he said.

'To understand its full impact, imagine a similar provision allowing civil servants not to solemnise interracial marriages or marriages of people of a faith different to that of the civil servant.'

The Judicial Matters Amendment Act, which was also gazetted on Thursday, will provide additional protections to South Africans who married out of community of property in the country's former homelands.

This follows a 2018 Constitutional Court judgement which dealt with a couple who were married under the Transkei Marriage Act. According to the marriage certificate the parties were married 'without an ante nuptial contract'.

Therefore in terms of the Transkei Marriage Act, this marriage was out of community of property, which was the default position by law in the former Transkei before 2000.

Section 7(3) of the Divorce Act allows a court to order a just and equitable transfer of assets during divorce proceedings for marriages entered into before the commencement of certain rationalisation laws.

The Constitutional Court was then asked to decide whether section 7(3), in its failure to rationalise the position of women in the former Transkei, was constitutionally invalid.

In a unanimous ruling, the court found that the discrimination experienced by the applicant and women in the former Transkei was indefensible and that Parliament had failed comprehensively to rationalise the marriage laws.

The court made an order declaring the constitutional invalidity of section 7(3).

The Act provides for the just and equitable redistribution of property on divorce in respect of anyone married out of community of property.

Business between South Sudan and other east African countries downstream is expected to become much easier when Uganda completes construction of a modern logistics hub just closer to the border with its northern neighbour.

Uganda's President Yoweri Museveni is expected in Gulu district in Northern Uganda to grace the ground-breaking of the €7.76 million Gulu Logistics Hub and the €47.6 million Tororo Gulu Railway rehabilitation.

According to the design, Gulu Logistics Hub will consist of Custom Offices, Container Cleaning & repair, Gate Complex, Railway Siding, Vehicle Holding Area and Traffic Flows, Perimeter Walls, Access Road, Weigh in Motion Bridge, Container Freight Station(CFS), Administration Complex and others.

The European Commission in Uganda said, 'We are funding the projects with the government of Uganda, the United Kingdom through Trade Mark East Africa to reinstate the railway and improve logistics efficiency.'

During the four-year military campaign led by Museveni who deposed President Militon Obote, the locomotive railway line was destroyed and looted causing a devastating injury to Uganda's economy which resulted in high transportation costs for both goods and services. Museveni's government has only been focused on road transport that is extremely costly for business.

The Gulu Logistics Hub will serve the trade corridors of Kampala, Gulu, Elegu/Nimule, Juba Trade Corridor and Gulu — Packwach Goli,Padea,Lia,Vura DRC Trade Corridor. It is expected to significantly reduce barriers to trade for northern Uganda and her neighbors particularly South Sudan, eastern DR Congo and parts of north western Kenya.

Damali Ssali , the Country Director representing Trade Mark East Africa in Uganda said earlier that the significance of this facility is trade development; working as a goods and cargo store for Northern Uganda, West Nile, South Sudan and Democratic Republic of Congo.

The site was handed over to the contractor on 21st February 2020 and construction commenced in May 2020. The first phase focuses on establishment of a large portion of the hard infrastructure required and is envisaged to be completed by mid-2021.

 

Phase 1 Construction will include: 1. Administration Complex with; General Adminstration,Terminal Management, Clearing, Freight forwarding, Multi modal transport operations, Banks, Road transport operation, Surveillance and Monitoring.
