  • Intra-Africa trade key to cushioning the blow of trade tensions and external shocks, says Afreximbank #rwanda #RwOT

     

    Africa's share of global trade was 2.7% in 2019, below the 4% figure of the 1970s

    CAIRO, Egypt, December 16, 2020/ — Global trade expected to contract by 9.2% this year, having fallen by 2.9% in 2019; Africa's share of global trade was 2.7% in 2019, below the 4% figure of the 1970s; informal cross-border trade which is a key component of intra-African trade is wide-spread in its composition; the African Trade Report estimates that in Eastern African ICBT is very high and could be worth as much as 80% of value of formal trade in some countries; South Africa was the biggest contributor to Intra-African trade, accounting for 23% of total trade, in 2019. The biggest jump came from DRC which became the second intra-African trading nation, accounting for 10.4% of total intra-African trade and Nigeria was third with 7%; continent remains overly dependent on export of raw commodities, with oil and gas accounting for over 37% of total exports; Afreximbank's (www.Afreximbank.com) African Commodity Index is down 20% year on year, but shows a V-shaped recovery from the lows of April.

    Afreximbank released yesterday its annual African Trade Report (ATR). This year's report examined trade and economic developments in Africa in 2019, a year dominated by trade wars and escalating tariffs that resulted in a sharp deceleration of global trade growth. This has been compounded by Covid-19, and as a result, following a fall of 2.9% last year, global trade is expected to shrink by 9.2% in 2020.

    The ATR conducted an extensive study of informal cross-border trade (ICBT), the first attempt at measuring in a detailed manner the size and composition of informal trade. Despite regional variations, the report highlighted the importance of ICBT for generating employment and income. The report estimates that it serves as a source of income for about 43% of Africa's population and is dominated by women. In Southern Africa (the SADC block), female traders account for about 70% of ICBT. In West Africa, food and agriculture products accounted for 30% of intra-regional trade.

    Commenting on the report, Prof. Benedict Oramah, President of Afreximbank, said that: 'Even though ICBT accounts for a significant proportion of domestic absorption and has become a major source of income for consumption smoothing, its contribution to GDP is hardly recognized.'

    By bringing an evidence-based approach to measuring ICBT, the report highlights the areas that can be targeted to grow intra-African trade and transition ICBT to formality. For example, removing technical and non-tariff barriers to trade, as well as simplifying processes, increasing access to finance and creating payment systems that draw on digitalization to mitigate risks will help traders scale and move up the value chain. ICBT is currently a cash-only business.

    Many recommendations come out of the report which will become even more relevant with the advent of the Africa Continental Free Trade Agreement (AfCFTA). Afreximbank, for example, is rolling out its Pan-African Payments and Settlements System (PAPSS) to enable buyers and sellers to trade in local currency, as well as reducing the security risk associated with trading in cash.

    Global Trade

    In the period Jan to Aug, Africa's merchandise trade contracted by 12% compared to same period last year, with April and May emerging as the period witnessing the largest contractions. The outlook for 2021 is positive and Africa's trade is expected to rebound strongly in 2021 as global economic activity picks up and demand for African exports increases.

    The share of Africa's exports to Asia increased to 30.79 percent in 2019 while the EU's share decreased to 24.6. China and India have been the main drivers of the rising trade relationships between Africa and Asia, with China and India accounting for 27 percent of Africa's total merchandise exports in 2019.

    A similar pattern is also observed in the sourcing of imports by African countries. Even though the EU has historically been the largest market for Africa's imports, its share of total African imports has been decreasing steadily and Asia has become as important as the EU.

    Intra-African Trade

    The value of total intra-African trade fell by 5.23 percent in 2019 reducing its overall contribution to overall African trade, from about 15 percent in 2018 to 14.4 percent in 2019.

    South Africa maintained its position as the largest intra-African trade nation, accounting for 23.1 percent of total intra-African trade in 2019. The Democratic Republic of Congo (DRC) consolidated its position as a major contributor to intra-African trade, recording an increase of 10.4 percent in total trade with the continent to emerge as the second largest intra-African trade economy on the continent in 2019. Despite declining by 4.7 percent, Nigeria's share of intra-African trade remained constant at about 7 percent and Nigeria emerged as the third largest intra-African trade country.

    Commodities

    Commodities play an outsize role in terms of the value of African exports. Oil & Gas, despite a significant fall in price, still accounted for 37% of total African exports in 2019. Afreximbank, through their African Commodity Index, a trade-weighted index which tracks Africa's 13 most important commodities, saw a V-shaped recovery between February and October although the index is approximately 30% below what it was in December 2018 and 20% below what it was at the start of the year.

  • Ugandan Independent Candidate Calls Off Physical Campaigns #rwanda #RwOT

    Willy Mayambala an Independent presidential candidate in Uganda's ongoing presidential campaigns has called off his physical campaigns‚ citing a threatening increase in the COVID19 cases and deaths.

    Mayambala now says he has resorted to electronic campaigns and wants NIRA to avail him of all contacts of Ugandans for easy access.

    So far Uganda has registered 402 new cases making a total of 28,168 cases since the Covid-19 pandemic hit the East African country in March. A total of 10,005 have recovered and the country has lost  225 people to the pandemic in the past  nine months only.

    Meanwhile, Presidential candidate Yoweri Museveni the flag bearer of the ruling National Resistance Movement is aggressively combing through the western region of Uganda seeking support from voters.

    He has commissioned the newly constructed Ishaka—Katunguru road (58km), officially opened the Kasese Central Market constructed under the Markets, and Agricultural Trade Improvement Program(MATIP), it will accommodate at least 800 vendors and amenities including a daycare center.

    'At the sidelines of our campaign meetings in Kasese yesterday, NRM party leaders from the district gifted me with 10 heifers as a token of appreciation,' Candidate Museveni said on Tuesday.

    On the side of the opposition candidates, Robert Kyagulanyi representing the National Unity Party in the race, this candidate has staged a tough resistance against the ruling party telling his supporters that change is inevitable.

    He says that there is no rule of law in Uganda, adding that the country runs on orders from a small circle of oppressors who dispense orders that are implemented without question.

    Kyagulanyi says the Ugandan security has launched chemical attacks on members of the NUP party, 'we believe there was a chemical attack on our team by the military in police uniforms. We condemn all human rights abuses by the M7 regime. One day justice will be served.'

    The candidate also claims his social media channels and those of his supporters are being targeted by the state operatives as they attempt pulling down most of the vocal platforms.

    'Having gagged Ugandan media with all manner of repressive laws, raids, arrests & intimidation (plus taxing social media), the regime now asks Google to block social media channels that support us or carry message of change! The dictator is in panic,' Kyagulanyi claims.

    On Wednesday, Kyagulanyi said due to the pressure the NUP has subjected to the government, the ruling party NRM is offering bribes to NUP candidates to pull out of the campaigns.

    'While patients in our hospitals die because there is no oxygen, the NRM has approached almost all NUP candidates offering them hundreds of millions to quit the race! Some are offered up to 200m, others more, other less! This is what our money does! Why we must remove the dictator,' Kyagulanyi noted.

  • Ngoma Farmers To Benefit From Solar Powered Irrigation System #rwanda #RwOT

    A solar irrigation project has been launched in Ngoma district to help farmers in Zaza and Mutenderi Sectors, Taarifa can reliably report.

    According to details, the project has been launched by Rwanda Rural Rehabilitation Initiative (RWARRI) at a cost of Frw 260million. Part of this includes a Frw 168million donation by Rwanda Green Fund-FONERWA.

    In Zaza and Mutenderi Sectors the irrigation equipment is expected to pump water to fix 20 hectares of crop farms.

    Uwizeye Belange, the RWARRI Exective Director says the project aims at improving smallholder farmers' livelihoods and climate resilience using green technologies.

    'This project is a response for vegetables and fruits growers who were challenged by the long dry seasons. Once all these irrigation facilities are operational, farmers grow crops during all seasons,' Uwizeye said.

    According to Uwizeye the project has installed two solar water pumping stations and two clay-stone water reservoirs of 500m3 each to improve the livelihood and climate resilience for vulnerable groups in the community.

    'Vegetable production during the 3 months of the dry season, costs Frw600,000 for the generator fuel used to pump water to the hillside,' says Uwihanganye Sebahire Faustin a farmer in the area.

    Uwihanganye notes that such expenses were too high to be afforded by farmers in Zaza or Mutenderi sectors. Farmers in this area had resorted to farming only during the two rainy seasons.

    Other details also indicate that this project targets 1,500 smallholder farmers with 600 women and 300 youth to produce high-value crops and increase their income using durable and adequate green technologies infrastructures.

  • President Ndayishimiye Summons Military, Police To Security Meeting #rwanda #RwOT

    The Burundian leader Evarsite Ndayishimiye has driven to Gihanga town in Bubanza Province to convene an impromptu security meeting.

    According to his handlers, the President is charing this meeting to assess the security situation at the national level.

    In attendance are members of the FDNB Military leadership and the National Police (PNB), the Ministry of Justice and administrative officials have been invited.

    Gihanga is a town in the Commune of Gihanga in Bubanza Province in north western Burundi. It is a border province on the frontier with the Democratic Republic of Congo.

    Red Tabara rebels have repeatedly overwhelmed the Burundi security forces in this area. They regularly cross from DRC and launch deadly attacks in this part of Burundi.

    For example last year in October, around 100 combatants wearing Burundian army and police uniforms entered the province and initially took around 20 civilians hostage before releasing them.

    On 30 January 2020 Four journalists from the Iwacu group, one of the last independent media still operating in the country, were sentenced to two and a half years in prison for possible attempt to destabilise the internal security of the State yet they were merely carrying out their professional duty to gather information.

    On 22 October 2019, they went to the province of Bubanza to cover armed clashes between the Burundian defense forces and members of an armed group reported the same morning; but they were immediately arrested and detained. Their sentencing was denounced by several independent experts from the United Nations.

    Minisitiri Munyangaju avuga ko n’ubwo imikino y’umupira w’amaguru mu Rwanda yahagaritswe ngo hari imikino mpuzamahanga izakomeza harimo umukino wa AS Kigali yemerewe gutangira imyiteguro tariki ya 16 Ukuboza mu kwitegura umukino uzayihuza n’ikipe yo mu gihugu cya Uganda.

    Atangaza ko n’ikipe y’igihugu na yo izitegura umukino wa CHAN, naho imikino ya CECAFA iri kubera mu Karere ka Rubavu ngo irakomeza n’ubwo hari ingamba zigomba kubahirizwa.

    Minisitiri Munyangaju yagize ati « Ingamba zihari ni uko amakipe yose yajyanywe ahantu hamwe i Rubavu, kuri buri mukino ugiye kubaho abakinnyi n’ababafasha barapimwa. »

    Minisitiri Munyangaju avuga ko nta mbogamizi mu kwanduza abakinnyi bari mu irushanwa kuko badasohoka ndetse ntibagire aho bahurira n’abantu bo hanze.

    Ku bijyanye n’amarushanwa yo gusiganwa ku magare (Tour du Rwanda), Minisitiri Munyangaju avuga ko ayo marushanwa arimo gutegurwa kandi kugira ngo abe bikazaterwa n’uko icyorezo cya COVID-19 kizaba gihagaze.

    Ati « Twari tumenyereye ko abaturage bajya ku muhanda mu gihe tour du Rwanda iri kuba bashyigikiye abakinnyi ariko iyi si ko bizagenda kuko tuzagendera uko icyorezo kizaba gihagaze, hakazaba kubahiriza amabwiriza.”

    Minisitiri wa Siporo avuga kuba hari abakinnyi babonetseho icyorezo cya COVID-19 byatewe no kutubahiriza amabwiriza yashyizweho n’inzego zitandukanye yo kwirinda, harimo kuba amakipe ataragumye aho yari ateraniye (camp) nk’uko byasabwaga.

    Yanagaragaje n’ibibazo byabonetse muri imwe mu mikino, urugero nko ku mukino wa Rayon Sports na Rutsiro FC agira ati “Mu mukino wa Rayon Sports na Rutsiro FC, abakinnyi bagiye mu kibuga ibisubizo bya COVID-19 bitaraza, bisohoka bigaragaza ko hari abakinnyi bane barwaye kandi umukino uri kuba, abakinnyi bakomeza gukina.”

    Ikindi avuga ni uko hari amakipe yatanze impapuro mpimbano zerekana ibisubizo bya COVID-19. Avuga ko ahabonetse impapuro mpimbano ababikoze bazahanwa n’amategeko hagendewe ku igenzura riri gukorwa.

    Minisitiri wa Siporo, Aurore Munyangaju, yizeza ko abashinzwe ibirebana n’umupira w’amaguru barimo gutegura ingamba zizatuma wongera kugaruka, imikino igasubukurwa.

    Ibi abivuga ashingiye ku biganiro biri gukorwa ariko akongeraho ko bizaterwa n’uko ubwandu buzaba bwifashe mu Rwanda.

    Mu kiganiro n’abanyamakuru cyo kuri uyu wa 16 Ukuboza 2020, Minisitiri w’Ubutegetsi bw’Igihugu, Prof Shyaka Anastase, yagarutse ku mibare y’abantu bagiye bafatwa baranze ku mabwiriza yo kwirinda Covid-19, harimo abafatiwe mu tubari, abatambaye udupfukamunwa, abatubahirije ibwiriza ryo guhana intera ndetse n’abarenze ku masaha yo kugera mu ngo zabo.

    Minisitiri Shyaka yavuze ko ku bufatanye n’inzego zitandukanye harimo na Polisi y’Igihugu, mu gihugu hirya no hino hafashwe utubari dufunguye tugera kuri 85, harimo abantu bagera kuri 300. Mu gihe abafashwe batambaye udupfukamunwa uko bikwiye bagera ku bihumbi bitatu (3000).

    Abafashwe batubahirije ibwiriza ryo guhana intera hagati y’umuntu n’undi, bagera kuri 979, naho abafashwe barenze ku masaha yo kugera mu ngo zabo, ni abantu bagera ku 2538 mu gihe ibinyabiziga byafashwe byarengeje amasaha yo kugera mu ngo ari 128.

    Asoza icyo kiganiro, Minisitiri Shyaka yavuze ko iyo mibare yo ku munsi wa mbere gusa nyuma y’ibyemezo bishya by’inama y’Abaminisitiri igaragaza ko abantu bataratangira gushyira ibintu mu buryo. Yasabye Abanyarwanda bose kubahiriza amabwiriza yo kwirinda icyorezo, bakubahiriza amasaha yo kugera mu rugo dore ko bayazi, ko nta kabari kemewe, bakubahiriza n’ibyo guhana intera bagamije kwirinda.
