  • Suspected Police impersonator arrested in fraud #rwanda #RwOT

    Jean Pierre Nzabahimana, 33, was arrested after local residents and victims reported the matter to law enforcement organs.

    Chief Inspector of Police (CIP) Hamdun Twizeyimana, the Police spokesperson for the Eastern region, said that Nzabahimana had already conned three people of combined Rwf35, 000.

    “Local residents called the Police at Rubona station reporting a man, who calls himself a Police officer and threatening to arrest them if they don’t give him money, especially those he noticed that they were violating government directives on the fight against the pandemic of Coronavirus,” CIP Twizeyimana said.

    He added: “Police and investigators worked together to arrest Nzabahimana red-handed receiving money from one of the would-be victim in Rubona Sector, Nawe Cell in Gaseke Village.

    We have since leant all the three victims had violated the directives and were selling alcohol, and Nzabahimana targeted them because of their vulnerability.”

    The spokesperson commended those, who reported the fraudulent act.

    Clause One of article 174 of the law determining offences and penalties in general, defines fraud as deception, obtaining another person’s property, whole or part of his/her finance by use of false names or qualifications, or offering positive promises or threats of future misfortunes.

    Clause Two of the same article provides a term of imprisonment of between two and three years, and a fine of not less than Rwf3 million but not more than Rwf5 million, upon conviction.

    In article 276, anyone convicted of impersonation faces an imprisonment term of not less than five years but not more than seven years and a fine of not less than Rwf3 million and not more than Rwf5 million or only one of these penalties.

    He, however, warned against all actions and behaviors that undermine and violate government directives, thus increasing risks of catching or spreading COVID-19.

    “Bars are still closed as per the government directive; anyone operating a bar or who turns his home into a bar is breaching the directives and will be penalized,” CIP Twizeyimana warned.

    He emphasized that Police officers or any other official charged with enforcing the directives do not solicit bribes.

    “Anyone, who asks for money so as to ignore or allow an illegal act to continue is also committing a crime and should be reported and arrested to face the law.”

  • Rwanda Police Arrests Three In Driver’s License Scam #rwanda #RwOT

    Three people belonging to the same coordinated ring, have been arrested in City of Kigali in connection with scamming aspiring drivers promising to give them driver’s license.

    The fraudsters were guising as Police officers attached to the Traffic and Road Safety department.

    The suspects, who were paraded to the media on Friday, July 31, are; Emmanuel Nkurunziza, 37, Jean Claude Mberabagabo, 38, and Jean Bosco Munyangabe, 37.

    Mberabagabo was introducing himself to his targets as a ‘Chief Inspector of Police (CIP)’ heading the IT directorate at the Traffic and Road Safety department; Nkurunziza as ‘Assistant Inspector of Police (AIP)’ charged with entering names of successful candidates into the system; while Munyangabe is a driving instructor at Midland Driving School in Remera, Gasabo District.

    They were arrested separately on July 29, in a targeted operation following information provided by one Anastase Sewabeza, whom Munyangabe was trying to recruit as their agent to search for more people to defraud.

    Sewabeza, who works with RwandAir, narrated that on July 26, he received a call from Munyangabe, who wanted him to get people seeking a driver’s license.

    “Munyangabe told me that he knows an Afande in traffic, who is helping people to get a permit without going through the due process.

    Knowing that these are criminal networks that have continued to wreck people, I responded positively so as to help our law enforcement organs bust the whole group,” Sewabeza said.

    He added that, “I later told Munyangabe that I have a colleague (who wants a driver’s license) and willing to pay immediately. Munyangabe took me to Mberabagabo, whom he identified as Afande.”

    “We found Mberabagabo at the Traffic and Road Safety offices in Muhima. Mberabagabo came out of a room, which he said it’s his office and told me that he is a Chief Inspector of Police. I came to know that the room where Mberabagabo was is an office where people come to seek traffic related services.”

    Sewabeza went on to narrate that Mberabagabo continued to make false calls as if he is giving orders to his juniors and later took him to a waiting Omnibus outside, drove to Nyamirambo where they found the self-proclaimed ‘AIP Nkurunziza,’ who would enter the particulars of their target into the traffic system.

    Mberabagabo knew Sewabeze by nickname. Sewabeze sent his particulars to the fraudsters, which made it easy to go unnoticed.

    Sewabeza has five driving categories.

    “They told me that I bring Rwf350,000 to get the permit for my colleague. We met again on July 29, I told them that I had the money. This time I had already informed Police officers and they arrested them red-handed receiving the money.”

    Sewabeza has fake messages from traffic and Irembo, sent to him by the suspects indicating every stage of the alleged permit.

    The ring also includes an IT expert still at large, who forges and sends Police and Irembo messages to their targets to make them believe that they are making headways in processing their permit.

    It is such criminal stages that keeps the victims’ hopes high making them easier to convince to pay more money.

    RNP spokesperson, CP John Bosco Kabera warned that all efforts have been made to bring to book anyone still engaged in these criminal activities.

    “We have arrested and paraded such people over the past, the criminal methods they use are almost similar,” CP Kabera said.

    “It’s so unfortunate that people still believe and take these unlawful shortcuts and end up being conned. A driver’s license is Rwf50, 000 not Rwf350,000; the process of acquiring a license was made easier, and it’s not done with people on streets or in cars.”

    CP Kabera said that such criminal behaviours of people who call themselves Police officers and in some cases use real names, ranks and appointments of Police officers, tarnish the image of Rwanda National Police.

    “Such people tarnish the image of the Police because some victims think that they have been defrauded by a Police officer.

    When someone tells you that he or she is a Police officer and asks for money for any service, we urge you to report through all known RNP communication channels to facilitate the fight against such criminal practices,” CP Kabera said.

  • How Did We Get To This Dire State Of Affairs? #rwanda #RwOT

    As I survey our state of the Union, I feel deeply troubled and dismayed, wondering why and how we here in America got to this dire state of affairs in which we find ourselves.

    The federal government is in complete disarray, the country is alarmingly polarized, the coronavirus continues to spread like wildfire, discrimination against the Black and Hispanic communities is widespread, the economy is in shambles, the gulf between the poor and the rich is deepening, unemployment is staggering, our national debt is skyrocketing, our infrastructure is crumbling, our international standing is at an all-time low, and the American dream was replaced by hopelessness and despair.

    It is hard to fathom how the country richest in human and natural resources, the greatest military power on earth, the most advanced technologically, the harbinger in all sciences and discoveries, the center of cultural diversity, the champion of human rights, and with unparalleled global outreach and influence, has descended to this sorry state of affairs.

    Although the decline of the American enterprise did not begin with the rise of Trump to power, he, with the support of misguided Republican leaders, has perilously mismanaged the affairs of the country and inflicted severe damage not only on our democratic institutions but on the very soul of America.

    Trump has polarized the country beyond recognition and made it nearly impossible to reach a consensus on any issue regardless of how detrimental it may have been to the national interests.

    He and his party leadership have cynically convinced themselves that their interest converges with that of the nations.

    And when it doesn’t, that the party’s interest supersedes that of the nation—for example, Republicans consistently try to restrict voting ostensibly to prevent voter fraud, but politicians have spoken the truth. In regards to Democrats’ efforts to expand vote-by-mail in the midst of the COVID-19 pandemic, Trump openly stated “…if you’d ever agreed to it, you’d never have a Republican elected in this country again.”

    It will take years to heal the nation’s wounds, but we cannot begin the healing process until Trump, who betrayed his oath of office, is democratically removed from power and takes down with him many of his treacherous stooges who brought the country to its current disastrous environment.

    If Joe Biden is elected to be the next president, it will certainly raise a renewed hope that a new day is dawning in America and potentially help alleviate some of the woes we are experiencing today.

    With the best of intentions, however, and regardless of how committed Biden maybe, he alone cannot shoulder the awesome task that lays ahead.

    He needs a Congress with a unity of purpose to get things done. He needs an engaged citizenry ready to rise and fight for what’s right to remedy many of the country’s social and political ills.

    And he needs spiritual renewal to restore America’s moral standing, credibility, and values, which have hit rock bottom notably during the past four years.

    Trump, with the tacit approval of the Republicans, has pursued an economic agenda that has harmed most Americans financially, threatened the freedoms of speech, assembly, and a free press, undermined healthcare affecting millions of Americans, intensified discrimination, and aggravated inequality.

    All of these actions laid bare Trump’s incompetence and dismal failure.

    He and the Republican leadership have further weakened our democratic institutions, skewed our judiciary, abandoned the poor, and catered to the rich. Like the blind leading the blind, they have followed their aspiring despot by focusing only on what they perceive to be in their best interest – and to hell with the country.

    Reaching out to the Republicans
    If elected, Joe Biden’s first item on his agenda as president should be to mitigate the polarization that has plagued both parties and paralyzed the country.

    He needs the support of both chambers of Congress and can foster that by reaching across the aisle to Republicans, which will be central to effectuate his domestic and foreign agendas.

    As written in a speech John F. Kennedy intended to give on the day of his assassination, “…. our duty as a party is not to our party alone, but to the Nation, and, indeed, to all mankind…

    So, let us not be petty when our cause is so great. Let us not quarrel amongst ourselves when our Nation’s future is at stake. Let us stand together with renewed confidence in our cause — united in our heritage of the past and our hopes for the future…”

    To demonstrate his determination to end polarization, Biden should invite moderate Republicans to join his administration, perhaps in Cabinet positions.

    In doing so, Biden will send a clear message that he is not looking to settle the score with the party’s antagonists but to ensure that moderate Republicans feel that they have contributed to any successful outcome of the new administration’s policies for the country’s sake.

    Without Trump in the White House, many Republican moderates who have disagreed with him on a host of issues but were afraid to speak out will now be free to cooperate with the Democrats, even if Republicans retain control of the Senate.

    They don’t want only to redeem themselves; they understand the dire need and the urgency to act to put the country on the path of recovery and healing.

    Engaged citizenry
    The second critical component of the recovery is an active and engaged citizenry who must make their voices heard and remain relentless until the federal and state governments develop a clear road map to address much of the country’s ills.

    The impressive protests that continue to sweep the country over police brutality, sparked by the tragic death of George Floyd, offers one important example of how responsible citizenry must act to force a change—in this case reforming police departments to bring an end to discrimination and brutality, especially against Black people.

    That said, we cannot address much of what ails America today before we eliminate completely the coronavirus and begin the slow and painful process of economic recovery.

    Millions of young and old Americans should pour into the streets demanding that the Trump administration mobilize all national resources and produce scientifically-based comprehensive plans to stop the scourge of the virus.

    Even though Trump is unlikely to come up with any such plan, massive peaceful protests will further galvanize the public rejection of his dismal failure (demonstrated by his denying the virus’s velocity and pervasiveness), which cost the lives of 150,000 Americans and counting.

    I emphasize peaceful protest because we do not want to give Trump any excuse to send federal troops to quell the protests under the pretext of protecting federal property, à la the unfolding horror in Portland, Oregon.

    Just the same, Biden as president will need public backing to pass any comprehensive bill, which may require the support of some Republicans in either Chamber.

    Given our experience over the past four years, the American public cannot afford to be passive. In the final analysis, the real power rests with the people, and only the American people can oust Trump from power and begin the process of renewal.

    Spiritual renewal
    The third component, which is just as vital as our economic recovery, is spiritual renewal to restore America’s moral standing, as it has dramatically ebbed since Trump came to power.

    Indeed, what made America great is its commitment to human rights regardless of color, creed, religion, or race; to freedom, to democratic principles, and to its strong moral standing.

    These are the values that have sustained America.

    Yes, economic, military, and technological prowess matter greatly, but they are not enough to maintain America’s greatness. Historically, empires have collapsed because of pervasive corruption and moral decadence at the top. Trump, who came to power with the slogan of “make America great again,” instead dangerously weakens the very pillars on which America’s greatness rests.

    During the campaign, issues of healthcare, climate change, wages, infrastructure, taxes, and many others of concern to every American will be debated; Biden has advanced several comprehensive plans that address these issues. But ultimately the election is about the soul of America, and to that end Trump’s defeat is a prerequisite. “Let us stand together,” John F. Kennedy was to observe, “with renewed confidence in our cause — united in our heritage of the past and our hopes for the future…”

    We are in desperate need of unity, public engagement, and spiritual renewal to rediscover the faith in our ability to overcome any adversity and prevail.
