RCT was established in 2006, with a mandate of enhancing business opportunities through effective lobbying and advocacy for the tourism and hospitality industry in Rwanda. It is an umbrella of all other associations that are engaged in tourism and hospitality business. The Director General of the Rwanda Chamber of Tourism at the Private Sector Federation Frank Gisha Mugisha, Says member companies and associations of the RCT have a number of benefits that come with their affiliation.

'The benefits include advocacy where we act as the voice of all players in the tourism sector in relation to policies that do a favor or create a more enabling business environment. Also, the Rwanda Development Board, RDB, through the tourism office has done a lot to create a policy which facilitates investment in Rwanda. Here in Rwanda tourism is one of the biggest foreign exchange earners, contributing 10% of the Gross Domestic Product, GDP, [as per statistics for 2019] and also employing about 150,000 people mostly the youth,' says Frank.

He adds that whenever there is a policy that has been adopted by the government, the RCT review it with an ultimate purpose of harnessing it to ensure that it promotes vibrancy of tourism and hospitality sector other than stifling it.

Recently, RCT has initiated a number of programs to support members of the chamber to enable them recover from business shocks visited on them as results of COVID-19. Komeza Program is one such initiative. It was launched under MasterCard Foundation to help members recover from financial strain brought about by business hibernation and the associated loans. Another, 'Hanga Ahazaza' one of the MasterCard Foundation’s programs aimed to empower youth and women but also to create jobs especially focusing on the tourism sectors.

Rwanda Chamber tourism creates relevant linkages to mobilize its members to apply to these grants and gives them technical assistance and guidance to apply to general grants that can qualify for the Komeza program.

'One of our key areas of focus is capacity building for our members. This is through identifying whatever missing in terms of skills, what is the gap and what could be done better to fill the gap,' he added.

He added that 'We started a campaign of domestic tourism which now we are growing to regional and maybe later as various countries open their airspaces we can go also international. Someone who has been used to doing international marketing now it’s an opportunity to sit down and think of what he can do better t and even tap the potential with domestic and regional tourism.'

Victor went on to ask the basic guidelines of operations.

'One is to register your company to RDB and then go come to the chamber of tourism for orientation. In orientation is all about what, where, who can you network with to do your tourism business and join the Rwanda Association of tour operator,' said Frank.

There are several events organized by the tourism board. One of them is the Kivu Belt Festival is one of the events that happen out of Kigali. This brings together the conservationists. In the western part of the country, we have regions with tropical rainforests, hills, beautiful lakes, and Nyungwe national park (rich with Flora and Fauna).

'In Kivu Belt, there is always an event which we have been doing in connection with our partners to showcase what the region has in potential of attracting or promoting tourism. We have various community best tourism actors to showcase the products, packages, hotels around there which attracts people within the country, around neighboring countries, and also international.'

Post-COVID is still a big project for tourism. Starting from this month there is a business development program which will be stabled starting from this month to aiming at providing support to their members to stay strong and still resilient. This will be more of access to finance, reducing costs, grant proposal, business plan, and even reviewing or revisiting your input or output ratios to stay in business.

Frank says that people should visit Rwanda because it has many beautiful things that attract tourists such as magnificent hills stretching from south to east, mountainous gorillas, tropical rainforest, and many others.

Rwandan has empowered these sectors and various segments such as religious tourism which is being given a boost from the government. Talking of also sports tourism there is a cricket stadium, sports stadiums, and by next year we shall have one of the best gold stadium golf stadiums in the region.

Another segment that Rwanda has taken an advanced stage into excelling at is meeting or conference tourism. Since 2017, Kigali is considered ranked by the international conference association as number two, second from Cape Town to host conferences on the international events. We have Convention Center as a boost for international events, Kigali Arena for an international sporting event, and also Intare conference Arena. All those are venues for events with the capacity to host meetings of over three thousand people.

Above all happening in this hospitable and friendly culture from the Rwandan people, Kigali is regarded as one of the cleanest cities in Africa and over the world.

La circonscription est adéquate
Le juge décide que l’argument avancé par la défense qui trouvait que le tribunal de base de Kicukiro n’est pas adéquat pour connaître les débats ne vaut pas le coup.

“Rusesabagina a été arrêté dans le Secteur Nyarugunga du District Kicukiro. Pour cela les débats sur la possibilité de détention ou de liberté provisoire peuvent commencer”, a décidé le juge.

Les charges du Ministère Public
“Nous demandons que Paul Rusesabagina soit mis en détention préventive pour des crimes graves dont est soupçonné avoir commis en 2009 quand, alors Président du PDR Ihumure (Parti Démocratique Rwandais), il a rencontré un certain Lt Col Noël Habiyaremye alias Banga Banza Lambert des FDLR/Forces Démocratiques de Libération du Rwanda et il lui a demandé de venir avec ses hommes de troupes et faire partie de PDR Ihumure”, a dit le Procureur ajoutant que le Militaire des Fdlr a quitté la RDC pour le Burundi où Rusesabagina continuait de lui envoyer de l’argent.

Tentative échouée de création d’un mouvement armé
Le Procureur a dit que cet argent devait servir à créer un mouvement armé devant combattre le régime de Kigali.
Mais en ce moment là, malheureusement pour Rusesabagina car les bonnes relations rwando burundaises d’alors ont fait que le lieutenant colonel a été arrêté et remis à la justice rwandaise, a dit le Procureur.

Acte deux : Rusesabagina caresse le Gén. Wilson Irategeka
Paul Rusesabagina est retracé dans le sillage de CNRD/Conseil National pour le Renouveau Démocratique, mouvement armé du Général Wilson Irategeka.
De cette union, a dit le Procureur, le FLN/Forces de Libération Nationale a été fondé qui s’est enrichi d’un autre mouvement, le RRM/Rwandese Revolutionnary Movement du Maj. Callixte Nsabimana alias Sankara. Plus tard, le Parti de l’ancien Premier Mnistre Faustin Twagiramungu RWANDA RWIZA va entrer dans la coalition pour combattre le régime actuel rwandais, a ajouté le Procureur.

“Ce projet, ils pensaient que pour y arriver, il fallait faire le recours aux armes”, a asséné le Procureur qui a pris tout son temps pour expliquer comment cette coalition de 4 partis, le MRCD/Mouvement Rwandais pour le Changement Démocratique dirigé par Rusesabagina, a dû créer le FLN sa branche armée.

Des crimes graves de financement de la rébellion armée

“La Police belge et Western Union ont fourni sur demande du Parquet Général de la République rwandaise des documents attestant des transferts d’argent de PAul Rusesabagina à Madagascar,aux Iles Comores et en RDC”, a dit le Procureur dans son souci d’être précis pour suffisamment convaicre le juge du maintien en détention de l’accusé. Il a précisé que Western Union a fourni le relevé du transfert d’argent de Paul Rusesabagina au Major Sankara qui était aux Comores.
“D’autres transferts étaient envoyés aux combattants des FLN en RDC”, a dit le Procureur suffisamment convaincant.

Dans le souci de persuader la cour que l’accusé est lourdement soupçonné, le Procureur a repris chacun des treize crimes supposés commis par le politicien qui adore les méthodes musclées.

Le Ministère Public dispose d’images et de son d’un entretien sur la création de FLN entre Twagiramungu et Rusesabagina, document qui a été saisi par la Police Belge lors de la perquisition au domicile de Rusesabagina en 2019.

Le Procureur part également du communiqué des FLN lu par le Porte-parole dudit mouvement, le Maj.Callixte Sankara qui précise que le FLN est une aile armée créée par le MRCD.

Le Procureur part aussi de l’interrogatoire d’un certain colonel Marc Nizeyimana des FLN et de la déclaration de Paul Rusesabagina qui a reconnu avoir adhéré au FLN mais a refusé d’en être le fondateur.

Financement des activités terroristes ?
C’est clair, a dit le Procureur. “Un dialogue entre le Gén. Wilson Irategeka et Paul Rusesabagina a été intercepté le 19 mai 2019 où le général reproche au politicien de tentatives de diviser les troupes à coup d’argent”, a dit le Procureur explicitant son accusation par le fait que le politicien a envoyé 3.000 USD au Gén. Bernabé Sinayobye. un autre transfert de 1000 E a été envoyé aux Iles Comores au destinataire, le Maj. Nsabimana Sankara.

Quid des enfants-soldats ?
Le Procureur a trouvé, après avoir montré que l’Accusé est si pas le Chef suprême politique des armées FLN, du moins l’un de ses grands cerveaux, qu’il est responsable du recrutement d’enfants soldats lors de l’expédition dans la province du Sud dans les localités de Nyabimata et de Kitabi.
Le Ministère Public a collectionné 82 auditions des enfants qui ont été forcés de transporter les biens pillés par ces gens d’armes de FLN dans la forêt Nyungwe et de la Kibira pour y rester faire des travaux militaires… “Tous ont eu des conséquences négatives de ces travaux”, a dit le procureur trouvant qu ce crime est puni par le Code pénal rwandais et par les conventions juridiques internationales.

En foi de quoi, conclut le Ministère Public, “Nous requérons que l’accusé reste en détention préventive car, libéré provisoirement, il peut travestir les preuves de ses crimes ou exercer une pression sur les témoins ou encore comploter avec ses complices pour adopter un lagnage commun”, a dit le Procureur ajoutant le monsieur sait qu’il est fortement soupçonné de crimes de terrorisme, que la Police Belge et le FBI américain ont conduit des investigations sur lui.

La parole est à la défense
Le réquisitoire du ministère Public a pris plus d’une heure. Qu’en sera-t-il de la Défense ?

“Au cours de l’interrogatoire des investigateurs, je n’ai pas répondu à beaucoup de questions. A celle d’avoir aidé le FLN, j’ai répondu oui pour avoir donné 20.000 E”, a dit l’Accusé qui à l’accusation d’avoir êté à la tête des gens qui semaient la mort parmi les civils, il a dit “ce n’est pas la mission qui avait été assignée au FLN”.

Au cours de sa plaidoirie, il a dit avoir confié aux officiers d’investigation que si les citoyens de Nyaruguru ont subi l’arbitraire des FLN “moi personnellement je me suis senti malheureux et je demande pour cela pardon aux familles impactées et même pour les conséquences qui se sont repercutées sur le pays tout entier”.

Bref tout le temps qu’il a passé devant le juge, il a regretté les exactions de FLN tout en n’acceptant pas ses responsabilités en tant que Président de MRCD.
Recommencés à 13.30, les débats ont été clos vers 16.00. Le juge a donné le rendez-vous du 17 septembre prochain pour lecture des délibérations qui confirmeront son maintien en détention préventive ou si l’accusé pourra être libéré provisoirement pour continuer son jugement à l’air libre.
