  • Un crime abject à Nyabihu avec la machette : les Batwa tuent deux, et la vengeance suit #rwanda #RwOT

    Accourant au secours, le responsable de la cellule est arrivé sur les lieux pour être cueilli par ces criminels qui l’ont, lui aussi, frappé avec leurs machettes.
    Il est rapporté que les auteurs de ces forfaits sont de la tribu des Batwa du village Kirimbogo qui tendent des guet-apens aux passants avec objectif de les spolier de biens de valeur qu’ils transportent.

    Des sources sur terrain disent que trois personnes sont mortes, d’autres ont été blessées. Les blessés ont été transportés d’urgence à l’hôpital de Kabaya et au CHUK/Centre Hospitalo Universitaire de Kigali.

    Les mêmes sources font état de vengeance par les parents des personnes lynchées par ces criminels, le pauvre agent de SACCO et le responsable du village de regroupement. Deux de ces criminels ont ainsi trépassés, rapporte Umuryango.rw.

    Le mobile du crime n’est pas nécessairement ce brigandage. Il est rapporté que ces Batwa se sentent toujours pris pour des parias. Il est rapporté que ces Batwa et les autres habitants sont logés dans le même village CYOGO mais, dit-on, ils sont regroupés dans un espace à part, ce qui renforce leurs sentiments d’être pris pour des parias, des intouchables. Cela aurait-il concouru à la commission de ce crime ?
    Les services de Police rwandaise d’investigations criminelles vont explorer toutes ces possibilités.

  • Jazz Is Not American Invention But Has Roots In Africa #rwanda #RwOT

    Of all the genres of music, jazz is one of the most fluid—and one of the most unique. Anyone who has listened to greats like Louis Armstrong, John Coltrane, or Dizzy Gillespie knows what it's like to hear scatting, flourishes, and unprompted solos; a mastery of jazz that seems almost effortless.

    In order to realize the impact jazz music has had on many other genres, it's important to look at where it came from. Although some people assume it's a purely American invention, in truth, the roots of jazz music lie in African and European music traditions.

    According to an article from Jazz in America, jazz can attribute its 'rhythm and feel' and bluesy quality to traditional African music; as well as the ability to use an instrument as an extension of your own voice. The more rigid pieces of the jazz language—such as the harmony, chords, and instruments—come from a European influence. Of course, jazz also has strong roots in the African-American tradition; particularly with folk songs sung by slaves in the Southern United States.

    It's believed that once these musical traditions collided in the early 20th century—in New Orleans, Louisiana—what we know today as 'jazz music' was born. It's a fitting birthplace for a style featuring a loose, free-flowing combination of musical pieces. The raucous atmosphere of the port city allowed for musicians of all sorts to get together and learn from each other.

    Today, jazz music is played around the world, and various regions have developed their own spinoff styles—including bossa nova in Brazil, cape jazz in Cape Town, and even Asian-American jazz, played with traditional folk instruments like the shamisen and taiko drums.

  • Rwanda Mayors Sign New Performance Contracts Before President Kagame #rwanda #RwOT

    President Paul Kagame on Friday presided over the signing of new performance contracts with the mayors from all the thirty districts of Rwanda.

    Through these Performance contracts ('Imihigo') the Mayors detail what the respective district sets itself as targets on a number of governance, justice, economic and social indicators. The objective of Imihigo is to improve the speed and quality of execution of government programmes, thus making public agencies more effective.

    Every year, the President gathers with government officials including the mayors to assess their performance. There is naming and shaming including rewarding of the best performers and signing new contracts. The best three performing districts have their mayors taking a photo with the president.

    'Signing performance contracts is a very important aspect of our national life. By signing Imihigo, we commit ourselves to meet targets and reach the development Rwanda aspires to,' President Kagame said.

    This year, the government officials descended down to Epic Hotel in Nyagatare district for this important Imihigo event that is highly tracked by all Rwandans via radio, Television and social media- all eager to know how their respective districts scored.

    On Friday, Nyaruguru district, Huye District and Rwamagana district were announced as the best performing districts respectively.

    'The three districts that were awarded best performers during the Imihigo Signing Ceremony are Nyaruguru , represented by Mayor Francois Habitegeko, Huye District , represented by Mayor Ange Sebutege and Rwamagana District , represented by Mayor Radjab Mbonyumuvunyi,' the presidency tweeted on Friday.

    During the signing ceremony, President Kagame said 'Imihigo means that we want to improve the way we work, so as to achieve our targets. We want to live a healthy life, to develop, and we want security. This is what Rwandans expect from us as their leaders.'

    The president cautioned that he will not get tired of reminding leaders of what they need to do — it is not a waste of time. 'Those at the receiving end of reminders should understand that we have no time to waste.'

    In a well packaged counsel, President Kagame observed that there are challenges that are difficult to solve, and there are those that are made difficult because of lack of means. But there are also those that are easy when one has the will — to work, to work properly, to move forward.

    'Sometimes it's an issue with coordination and communication between institutions. Or people who wait for bribes to do what they ought to do. Why would you do that?' the president said.

  • TANZANIA: John Magufuli Wins Second Term #rwanda #RwOT

    Incumbent President John Pombe Magufuli has emerged the overall winner of the polls that were held on October 28.

    Tanzania's National Electoral Commission NEC announced on Saturday that Magufuli the flag bearer of the ruling CCM political party had won the polls with a total of 12,516,252 votes out of 14,830,195 valid votes cast.

    'By considering conditions of Article 38 of the Constitution, the commission announces Dr. John Pombe Magufuli as the President after getting many votes as well as his running mate Samia Suluhu Hassan as Vice President,' Judge (rtd) Semistocles Kaijage the NEC Chairman announced.

    The second position was taken by CHADEMA party candidate Tundu Lissu who fetched a total of 1,933,271 votes this represents 13% of the poll.

    Days before the elections, Lissu claimed there was a plan to massively manipulate the voter register, existence of fake polling centres and alleged violence against targeted opposition leaders.

    Meanwhile, Chadema's lone MP-elect Aida Khenan one of the two opposition members of parliament in the mainland Tanzania in the just concluded General Election has hinted at possibility of turning down the opportunity to join Parliament.

    'Iam not pleased with the outcome of the election that is being is being released countrywide despite the fact that I won a parliamentary seat in Nkasi Rukwa,' she wrote via twitter, adding, 'Democracry is more important that my win. Iam ready to join my colleagues for whatever decision they may opt to take.'

  • Burundi Army Returns To Training On Discipline #rwanda #RwOT

    Burundi army known as Force de Défense Nationale du Burundi (FDNB) is taking back its rank and file back for refresher training.

    Throughout this week, the Commander of the Land Force Gen Maj Jean Paul Habimana led moral talks in all military divisions. He recalled that discipline, education and training are the basis of professionalism and the success of an army.

    The FDNB has been in the past months come under surprise attacks from rebels especially the 'Red Tabara' rebel movement (Mouvement de la Résistance pour un État de Droit (RED) — Tabara) that has its bases in neighbouring DRC.

    Democratic Republic of Congo hosts a sizeable number of rebels whose ultimate goal is to effect regime change in Burundi.

    At the beginning of this week, the Congolese forces FARDC reported that they had ejected the main Burundian rebel force from their stronghold in the eastern region near the two countries' border.

    The Burundi FNL rebels National Forces of Liberation led by Aloise Nzabampema, is considered to be the main Burundian rebel force active in eastern DRC.

    Dieudonne Kasereka, the army's South Kivu spokesman said, DRC troops 'dislodged and recovered the headquarters of the Burundi FNL rebels after three days of intense fighting.'

    He said the Congolese army had also fought members of the CNRD (National Resistance Council for Democracy), another group active in South Kivu.

    In September, the DRC army launched a large-scale operation against three rebel groups active in the east — the FNL, the CNRD and Red Tabara. Several deadly cross-border raids into Burundi in September were claimed by the Red Tabara.

    With the security changes in DRC, the rebels are quickly forcing their way inside Burundi especially the forests of Muranvia, Nyaburunda and Kashongo as well as the Nyanzale Rudaga valley. This is definitely changing the security situation inside Burundi and putting pressure on the FDNB.
