  • Slovakian Lukáš Kubiš Grabs Stage 3 Of Grand Prix Chantal Biya #rwanda #RwOT

    Lukáš Kubiš a Slovenský (Slovakian) cyclist pedaled to the finish line in time of 3:51:36 at the ongoing UCI 2.2 Grand Prix Biya category in Cameroon.

    In Friday's third stage covering a total of 167 km long, Kubiš won in a small escape. With the victory, he also moved to the top of the scoring competition and to the 2nd place in the overall standings.

    'This stage looked like a transfer from the beginning. The escape went away and the pace went. Finally, about 70 km before the finish line, the escape came down and started again. The boys did a great job. They successfully covered all the boardings. About seven kilometers before the finish, a yellow man came in. I waited and later I covered it. They went to the finish line, and that's where I came out, 'said Lukáš Kubiš.

    There are still 2 flat stages waiting for the riders from ten teams.

    Kubiš  is part of the Slovak national team under the age of 23 that is currently finishing the season at the Chantal Biya Grand Prix stage race (UCI 2.2).  The Slovaks include; Lukáš Kubiš, Martin Chren, Pavol Rovder (all Dukla Banská Bystrica), Matej Blaško, Adam Foltán (both Topforex) and Štefan Michalička (CyS — Petr Sagan Academy) will start at the jubilee 20th year.

    Meanwhile, in this Stage 3, Cameroonian Clovis Kamzong of the SNH Velo Club crossed the finish line in second position.  In the second stage he finished fourth.

    Officials of the Cameroonian Cycling Federation believe that cameroonian cyclists will be able to make up in the remaining laps.

    Rwanda's Mugisha Samuel clinched the third position through the finish line.

    In the General Classification Rwanda's Mugisha Moise mantains the Yellow Jersey.

  • Africa's Great Lakes Region Recommits To Tackling Security Challenges #rwanda #RwOT

    Peace, security and development are still complex targets to achieve in Africa's Great Lakes Region because of unresolved local internal problems in the 12 member states.

    On Friday, heads of states and government from these member states held virtually their 8th summit and discussed on how to tackle the existing challenges on Peace, security and development. This virtual gathering was convened by Congolese President Denis Sassou Nguesso, the current ICGLR chair.

    President Paul Kagame participated in this summit and observed that peace is a pre-condition for development and prosperity.

    'A collaborative and harmonised approach is the best way to deal with the security and public health challenges facing the Great Lakes,' President Kagame said.

    It should be noted that the Great Lakes Region is currently faced with a heightened level of insecurity ranging from very active armed groups in Eastern DRC that have continuously launched attacks in neighbouring Rwanda and Burundi.

    South Sudan and Central Africa are also actively under siege from internal security challenges that have attracted intervention of peace keeping missions under the joint UN and AU command.

    However, President Kagame believes that it is past time to uproot the armed groups, once and for all.

    Last week on November 11, the regional grouping said it had taken significant step toward eradicating statelessness in the region as it marked the 6th anniversary of the Global Campaign to End Statelessness by 2024.

    'Genocide fugitives should not find refuge anywhere in our region and should be brought to Justice,' President Kagame said on Friday, adding that this can only be achieved through cooperation among the countries of ICGLR to even overcome other regional challenges.

    Three years ago, the IGCLR issued the Brazzaville Declaration on the Eradication of Statelessness in the Great Lakes Region along with its Regional Plan of Action 2017-2019.

    ICGLR defines a stateless person as someone who does not have the nationality of any country.

    'Thousands of people living in the region cannot establish their nationality, with devastating consequences on the effective enjoyment of their human rights, leaving them marginalized and not able to access services such as education and health,' the ICGLR says.

    With their acceptance of the Brazzaville Declaration, the ICGLR now has a more ambitious common framework for the eradication of statelessness in the Great Lakes Region. This includes a new strategic objective to guarantee access to proof of legal identity such a national identity documents as well as a further specific aim to strengthen universal birth registration in order to prevent statelessness. The validated plan of action will run through 2024, in line with the Global Campaign to End Statelessness.

    Clementine Nkweta Salami, UNHCR's Director of UNHCR's Regional Bureau for East Horn of Africa and the Great Lakes Region, said last week, 'civil and birth registration is essential to prevent statelessness.'

    ICGLR members include; Sudan, Rwanda, Kenya, Republic of Congo, Democratic Republic of Congo, Uganda and South Sudan, CAR, Zambia, Angola,Tanzania and Burundi.

    Mu Murenge wa Tumba, imbago z’umujyi zizagera mu Tugari twa Mpare, Cyarwa, Cyimana, Gitwa, na Rango B, naho mu Murenge wa Mukura, uzagera muri Rango A na Cyeru.

    Muri uwo mwaka wa 2019/2020 RRA yari yihaye intego yo gukusanya imisoro n’amahoro bingana na miliyari 1,589 ariko iza kujya munsi yaho yinjiza miliyari 1,516 na miliyoni 300 (ahwanye na 95.4% kubera ingamba zo kwirinda Covid-19).

    Muri uyu mwaka wa 2020/2021 RRA yihaye intego yo kwinjiza amafaranga y’u Rwanda miliyari 1,564 na miliyoni 400 azava ku ngamba zisanzweho no gushyiraho izindi nshya zo gusoresha abatanga umusoro udahwanye n’umutungo bafite.

    Ruganintwali yagize ati “Ikigo cy’imisoro n’amahoro cyakoze inyigo igamije kumenya abantu ku giti cyabo bafite ubutunzi bwinshi, ibyavuyemo bikaba bitegura politiki ku misoreshereze yihariye y’icyo cyiciro”.

    Yakomeje avuga ko barimo no kunoza imisoreshereze y’ibigo mpuzamahanga bikorera mu Rwanda, kugira ngo na byo bitangire gutanga imisoro.

    Umuyobozi wa Rwanda Revenue Authority (RRA) akomeza avuga ko bazarushaho gukurikirana abatanga umusoro ku nyongeragaciro, umusoro ku nyungu no ku mutungo utimukanwa, kugira ngo na bo bawutange bose uko bikwiye.

    Rwanda Revenue Authority ivuga kandi ko irimo gutegura amategeko agenga imisoreshereze y’ubucuruzi bukorerwa kuri murandasi (Internet), kugira ngo ababukora na bo batange imisoro ikenewe.

    Minisitiri w’Intebe, Dr Edouard Ngirente, avuga ko izi ngamba zafashwe kugira ngo ubukungu bw’u Rwanda bwongere gusubira ku rugero rwa 8% bwahoze buzamukaho mbere ya Covid-19 bitarenze imyaka itatu iri imbere.

    Iki kigo cyagaragaje ko imisoro y’uyu mwaka ushize wa 2019/2020 wahariwe ibikorwa byo guhangana na Covid-19 ndetse no kwita ku bantu bari mu cyiciro cy’abatishoboye.

  • Rwanda National Police Opens New Automobile Inspection Centres #rwanda #RwOT

    Rwanda National Police (RNP), on Friday, November 20, officially opened three new Automobile Inspection Centres in other provinces, as the force continues to improve and extend related services closer to the people.

    The new automobile inspection facilities worth over Frw3 billion, built in less than two years, are in the Southern Province (Huye town), Northern Province (Musanze town) and Eastern Province (Rwamagana town).

    Each facility has two fixed lanes with the capacity to inspect at least 200 vehicles per day.

    The Minister of Justice and Attorney General, Johnston Busingye, while officially inaugurating the centre in Huye District, said that the facilities pledged by President Paul Kagame reflects the govenment's commitment to further build the capacity of RNP to improve road security.

    The launch in Huye was also graced by the Inspector General of Police (IGP) Dan Munyuza and the Governor of the Southern Province, Alice Kayitesi, among others.

    'These facilities were built and completed within 19 months, which is less than 2 years. This is a lesson that even big projects can be completed within the agreed period. We have had cases when some projects are completed after a very long time and under troublesome circumstances.

    To public institutions and entrepreneurs, this shows that what was possible here it should be the same with all other projects,' Minister Busingye said.

    'As the wealth and wellbeing of Rwandans continue to improve, it goes with the increase in the number of automobiles. This centre has come at the right time and it's in line with the country's governance system of taking services closer to the people,' he added.

    He observed that the transport sector plays a big part in the country's development, which requires having automobiles that are roadworthy.

    The Minister urged vehicle owners to be responsive and make good use of the inspection facilities, because having one's vehicle inspected for roadworthiness is important for one's safety on, and not just for fear of the law or penalties.

    He reiterated that as such police service resume, the pandemic of COVID-19 is still in our midst and a threat, which requires maximum compliance with the set health and safety guidelines.

    IGP Munyuza said that these automobile inspection facilities provide three crucial services; fighting and preventing road accidents, gas emission and providing advisory services to owners of automobiles that are found with mechanical fault and in unroadworthy condition.

    The three new centres will supplement the five fixed lanes at Remera Automobile Inspection Centre in City of Kigali as well as the Mobile lane, which were overbooked and overloaded.

    This increases the daily inspection capacity to over 1100 vehicles, up from 500 previously.

    'Decentralising these automobile inspection centres is meant to bring services closer to the people, prevent long movements and time that was being spent traveling to Kigali to acquire the same services,' the Police Chief said.

    He observed that such hi-tech services backed by online booking and payment are playing a big role in fighting corruption in RNP services, as well as saving time that was spent on travels and long lines to get the same services.

    Between January and October this year, a total of 72,520 vehicles have been inspected, with 29,780 of them failing the first inspection due to varied mechanical faults while 1,896 were emitting gas.

    In the same period, 3,352 road accidents were registered across the country, including 562 fatalities and 2,077 accidents recorded as serious.

    Majority 188 of the fatalities are pedestrians, 152 taxi-moto operators and 106 cyclists, while other motorists account for the rest.

    The accidents were mainly due to mechanical faults especially brake failures by trucks, human behaviours including speeding and bad maneuvers.

    The IGP also hinted on some of the challenges faced by the police in offering automobile inspection services.

    'One of the challenges in these automobile inspection services is corruption and fraud especially by people guising as brokers and in some cases working with Police officers to solicit bribes. Anyone caught in these serious criminal actions is handed over to courts of law, whereas in addition to being prosecuted, police officers involved in such offence are also dismissed from the force,' IGP Munyuza said.

    In Musanze District, the Minister of Environment Dr. Jeanne d'Arc Mujawamariya, who presided over the launch, emphasized the importance of automobile inspection centres in environmental protection and fighting fuel emissions in particular.

    The event in Musanze was also attended by the Governor of the Northern Province, Jean Marie Vianney Gatabazi and the Deputy IGP in Charge of Operations, Felix Namuhoranye.

    'Automobiles inspection centres will help to identify vehicles that emit harmful gasses, which will be a great support to national environmental protection efforts,' Minister Mujawariya said.

    In Rwamagana District, the Governor of the Eastern Province, Fred Mufulukye alongside the Deputy IGP in charge of Administration and Personnel, Juvenal Marizamunda presided over the launch.

    Vehicle inspection is compulsory under the Presidential Decree No. 85/01 of 02/09/2002 regulating general traffic police and road traffic.

    The centres test gas emission, shock absorber, brakes including handbrake, axle play detection, wheel alignment and vehicle geometry, steering system, headlights, and visual inspection of the vehicle's body condition, among others.
