    John Kerry, one of the leading architects of the Paris climate agreement, is getting one more chance to lead the fight against climate change.

    President-elect Joe Biden named the longtime senator and former secretary of state as climate envoy for national security.

    Speaking at the event organized by the U.S Elect President Biden to present members of his Government on Tuesday, 24 November 2020, John Kerry hailed Biden's ambitious determination on the Climate Crisis adding that 'The Paris agreement alone is not enough.'

    The Former U.S Secretary of State, says that 'At global meeting in Glasgow one year from now, all nations must embrace ambitions together, or we will all fail together and failure is not enough.'

    He highlighted that 'Succeeding together means tapping into the best of the American ingenuity, creativity and diplomacy, to bring power to the alternative energy power using every tool we have to get where we have to go.'

    John Kerry, a well-known American politician, has stressed that this world superpower has come to step up its efforts to cope with the effects of climate change.

    The determination comes after the outgoing President Donald Trump has been widely criticized for his lack of efforts to cope with climate change.

    Analysts of global politics find that it is time for super powers and developing countries to work together to find solutions to the effects of climate change that continue to manifest itself in a variety of ways, including epidemics, droughts, floods and more.

    John Kerry said 'This kind of crisis demands that kind of leadership. Again, and President Biden will provide that.'

    He revealed that 'In addressing the climate crisis, President Elect (Joe Biden) is determined to see the future now and live a healing planet to future generations.'

    The President reminded that here on earth, God was frustrated to be alone. 'President Joe Biden will trust in God and he will also trust in science to guide our work on earth to protect God's creations.' John Kerry concluded adding that 'he is ready to carry out the tasks towards the fulfilment of the American determination on the climate crisis.'

  • Imbuto Foundation partners with IHS Rwanda Ltd to sponsor 150 students #rwanda #RwOT

    IHS Rwanda Limited has signed a Memorundum of Understanding (MoU) with Imbuto Foundation to sponsor 150 students from disadvantaged backgrounds to attend secondary school through 'Edified Scholarships’ programme.

    The MoU for the scholarship worth US$ 45.000 (Rwf 45 million) was signed on 20th November 2020 and expected to award US$300 to each student in a boarding school, for the academic year of 2020-2021.

    The Edified Scholarships was initiated in 2002 to financially support brilliant secondary school students from economically vulnerable backgrounds, in their pursuit of education.

    Today, the programme sponsors 694 students in 102 secondary schools countrywide.
    During holidays, these students are brought together to impart them with essential life skills commenting school education.

    IHS has provided 400 scholarships under this partnership with Imbuto Foundation since 2015.

    Through the Edified Generation, a total of 9.601 students including male and females have been sponsored.

  • Rwanda to deploy dogs in identification of COVID-19 patients #rwanda #RwOT

    Rwanda Biomedical Center (RBC) has signed an agreement with Germany embassy related to the project of deploying dogs to identify people infected with COVID-19.

    The project dubbed 'Scent Identification of COVID-19 using dogs’ has proved successful in developed countries including Germany. It will be helpful for the country to test a large number of people during this period when many businesses are reopening.

    The agreements were signed on Monday witnessed by the Director General of Rwanda Biomedical Centre RBC, Dr Sabin Nsanzimana and Germany amabassador, Dr Thomas Kurz.

    The project is expected to be effected next month.

    'Such a pleasure to sign today with the Director General of Rwanda Biomedical Centre RBC, Dr Sabin Nsanzimana the project partnership 'Scent Identification of COVID-19 using dogs’. Dogs in Germany proved capable of identifying people infected with COVID-19, the same will apply for Rwandan dogs soon,' tweeted Germany embassy in Rwanda following the ceremony.

    Sniffer dogs are dogs that are trained to use their senses to detect substances such as explosives, illegal drugs, wildlife scat, currency, blood, and contraband electronics. The sense most used by sniffer dogs is smell. The smell from the detection dogs are more enhanced than the average dog. They are trained to have this great sense of smell.

    Sniffer dogs that normally look for explosives or drugs have been used previously to smell various cancers and hypoglycemia in diabetics. This medical application motivated veterinary scientists to research the potential ability of sniffer dogs to detect the coronavirus. 

    In July 2020, Researchers in Germany found that army sniffer dogs can discern between samples from coronavirus-infected and healthy patients.

    Scientists at the University of Veterinary Medicine Hanover found that trained sniffer dogs could be used to detect COVID-19 in human samples with a relatively high rate of accuracy.

    Eight sniffer dogs from the German Bundeswehr were trained for only a weekto distinguish between the mucus and saliva of patients infected with coronavirus and non-infected individuals.

    The dogs were then presented with positive and negative samples on a random basis by a machine.

    The animals were able to positively detect SARS-CoV-2 infected secretions with an 83% success rate, and control secretions at a rate of 96%. The overall detection rate, combining both, was 94%.

    In its conclusion based on more than 1,000 sniffed samples, published in the BMC Infectious Diseases journal, the team said dogs could play a role in detecting infected individuals.

    The method has been applied in many countries and proved that dogs can identify COVID-19 patients at low cost.

    It is expected to boost Rwanda’s capacity to test COVID-19 and complements ongoing efforts to contain effects of the pandemic.

    In a bid to minimise contact between patients infected with the coronavirus and doctors and nurses in hospitals, the country has deployed three robots to carry out simple tasks like taking temperatures and monitoring patients.

    Rwanda has so far conducted 609 367 COVID-19 tests of which 5726 were positive. A As of today, the country recorded has 482 active cases and 47 deaths.

  • RWANDA NATIONAL POLICE – Exemplary Conduct, Noted #rwanda #RwOT

    There are fewer organs of the State that are more important and critical than the National Police, and how it functions says a lot about the state of our governance — our leaders, institutions and our policies.

    From the top brass to the lowest rank, when our men and women adorn the blue uniform they represent the power of the state and the flag that defines our national character.

    They are charged with keeping us safe by enforcing laws and maintaining civility.

    They are the public face that reflects our social cohesion and discipline and how we navigate daily.

    How they enforce the law, and how they treat the public that they are paid to serve, at the end of the day is a reflection of what kind of society we value and we have consciously chosen to chart.

    On a continent where there is a corruption pandemic, and all over African cities rogue police officers are not in short supply, it is always gratifying to witness exemplary, professional and honest conduct by one of our Men in Blue. No matter how small.

    Let me tell you about one Sgt God Muremyangabo.

    On November 12, 2020, between the hours of 9:30 — 10:00 p.m. while on duty, he found an envelope full of cash and other personal papers on the street in GISHUSHU, Gasabo District.

    He did the right thing, He turned the envelope in. His conduct exemplifies the values of the men, women and officers of the RNP.

    One might say this Officer did what we expect from our police force.

    True, but honesty does not always go hand in hand with discipline, and doing the right thing doesn't always come easy, to most people, especially, I dare say during these pandemic days when people's finances have been turned upside down.

    This is important because this exemplary conduct reflects our national core values and the discipline and integrity of our government organs.

    It is a simple act that will remain in our hearts long after the accolades die down.

    Sgt Muremyangabo's conduct will be added to many others by selfless individuals in our society that have put country first, and self last.

    It is a gratifying simple act that tells our detractors that we are a people of solid character, good moral values and un-shakeable integrity, from top to bottom.

    This matters a lot, especially during a week in which our neighbors across the border in Kampala have exhibited conduct that shocks the conscience.

    Watching the Uganda police and military brutally deal with the public that was demonstrating (and yes, there were looters and many behaving badly) against what they perceive as government failure to address their concerns while curbing their democratic rights was un-nerving.

    A reported 38 were killed by the security forces, and 600 arrested. It is the manner and style that the security forces resorted to that raises eyebrows.

    One watching the operation could hardly tell who were the bad guys and the good guys, save the uniforms and big guns the security forces wear and carry.

    Law and order must be maintained, but at what cost? What does it say when those charged with upholding the law resort to thuggish behavior, shooting un-armed defenseless women in broad daylight, albeit on national television?

    With this indiscipline, how are the governed supposed to respect the rule of law and listen to those charged with upholding and maintaining good governance?

    Or, is the writing on the wall? Are people exhibiting fatigue as a result of bad governance and cyclical questionable elections which have left the masses with no hope of a better tomorrow?

    These are indeed nagging questions that demand answers. It cannot be business as usual if the rule of law is going to prevail.

    I say one Sergeant's simple act of integrity and professionalism shames the conduct of a battalion of unruly, out of control armed security forces consumed by their un-checked power.

    In 2013 in Nairobi, Kenya when there was a terrorist attack by Somali fundamentalists at The Westgate Mall, we watched in horror as the Kenya police and members of the Kenya Defense Force looted stores with sheer abandon and impunity.

    They had been summoned to deal with terrorists, but instead they threw discipline to the wind and helped themselves to expensive jewelry and other sundry items. It was a sore to the eye that forever stained the Kenyan forces in question.

    One small act of integrity deserves mention, because it shines a light on our entire exercise of governance. To those in public service, I salute your service and dedication and appeal to you to let a Sergeant's good conduct be your moral compass.

    One and all, we owe Sgt God Muremyangabo a ton of thanks for letting Rwanda shine, once again when many within and without are working day and night to tear us down.
