    The African football fraternity lost a hardworking personality Augustin Sidy Diallo, the president of the Ivorian Football Federation. He contracted Covid-19 and died on Saturday.

    The virus prevented Diallo from accompanying the Ivory Coast's national team in this month's African Cup of Nations qualifying double header against Madagascar.

    It was announced earlier in 2020 that Diallo would leave his post as president of the Ivorian Football Federation after serving two mandates. Under Diallo's presidency, the Ivory Coast won the 2015 African Cup of Nations.

    Several celebrities from the African and world football world paid him vibrant tributes. The international Samuel Eto'o was not left out of the tributes.

    Through a post on social networks, the former FC Barcelona striker recognized in the illustrious disappeared, an enduring man who marked Ivorian and African football.

  • Burundi Returnees Gripped By Hunger, Disease, Misery #rwanda #RwOT

    Burundi refugees returning in their country end up in a life that is so complicated and have to endure various sufferings including hunger, lack of clothing, shelter, disease and misery.

    The plight of these returnees was revealed during a brainstorming workshop of various government and non-government partners and stakeholders on effective and sustainable reintegration mechanisms for returnees, late last week.

    Nestor Bimenyimana, director general of repatriation, reintegration and reintegration at the Interior Ministry said, 'Ultimately, a returnee ends up feeling like a foreigner at home, in his country.'

    Bimenyimana seeks the establishment of an intervention coordination mechanism to be able to channel all the initiatives in accordance with a mapping of the logical framework of a well-defined action plan.

    'Everyone is going to be aligned with the same goal. An intervention framed according to the region and the need. All initiatives will be coordinated by the ministry and at the end of the year it will do an evaluation,' he said.

    For him, this mechanism will allow the various partners and stakeholders to succeed in the socio-professional reintegration of returnees.

    He notes that the installed environment will generate positive effects even in countries of asylum.

    The returnees, if they well accorded their rights, then become a point of reference for the rest of the refugees still in exile. Other refugees will be encouraged to return to their homeland.

    According to the UNHCR representative in Burundi, welcoming returnees in this context of the Covid-19 pandemic requires a lot of effort in terms of technical and financial resources.

    It reassures, however, that all the necessary measures have been taken to facilitate their repatriation in accordance with the tripartite agreements which have been concluded.

    Over the past three years, 106,558 returnees have already been received and settled in all provinces of the country. 10 provinces concentrate more returnees due to their proximity to the neighboring countries of Burundi.

    The photo of Congolese former First Lady feeding lion cubs is very fascinating and an endorsement to conservation. The photo that is doing rounds on social media breaks silence on what the former first family could be doing in a private life out of office.

    Almost two years after leaving the busy and highly protected life as first family, Kabila family seems to be setting a good example of how Congolese leaders may live after office.

    For example Kabila himself has been seen riding a monster Harley Davidson on the streets of Kinshasa in company with other bikers.

    Mrs Kabila the mother of two also popularly known as Maman olive Lembe Kabila has also shown that life outside first family arrangements can also be extremely sweet.

    The former first lady was born in the small town of Kaïlo, located in the eastern province of Maniema in the Democratic Republic of the Congo, on 29 July 1976, to Barnabé di Sita and Léonie Kasembe Okomba, a woman of mixed Belgian and Congolese descent.

    Kabila's family was not wealthy and her father died when she was still quite young. Her mother remarried and relocated to the town of Kirotshe, located roughly thirty kilometers from the eastern Congolese city of Goma, where Kabila attended the Mushindi primary school from 1982 to 1987.

    She then went to the Institut Maendeleo in Goma for her secondary education from 1987 to 1992. After Kabila graduated from the Institut Maendeleo, she created her own store in Goma in 1993. Her determination to succeed led her to sell door to door and she worked hard to overcome the poor economic situation in the Congo.

  • Gakenke District Completes Its New Home #rwanda #RwOT

    The leadership of Gakenke district in Northern Province of Rwanda are gearing up for the official letting into their new headquarters.

    'Congratulations Gakenke District this is very amazing District Head Quarters for a visionary Leadership,' said Northern Province Governor Marie Vianney Gatabazi.

    According to the district authorities, construction of this double storey complex with two wings begun on March 4, 2019 under facilitation from Local Administrative Entities Development Agency (LODA).

    With this new facility, public services delivery is expected to speed up coupled with efficiency since most departments will have office space in one building.

    Statistics institute of Rwanda puts the total population of Gakenke district at slightly above 345,000 residents. This also represents 17% of the total population of Northern Province and 3.2% of the total population of Rwanda.

    Authorities of this district say this part of the country is positioning itself as an agro processing and mining hub.

    The district boasts of expanse land suitable for agribusiness activities like growing passion fruits, pineapple and coffee to enable agriculture export; wheat and beans cultivation; cattle keeping for fresh milk production; mineral deposits and quarries. Arts and crafts, especially tailoring, are another potential of Gakenke District that can be exploited.

    There is huge potential in Coffee value chain, fruits including pineapple, passion fruits and banana value chains, piggery value chain and mining value chain. These value chains have been chosen because they are currently the largest source of income for the people in Gakenke District.

    Gakenke also has considerable deposits of minerals such as cassiterite, coltan, clay and stones.

  • Discours du Président Ndayishimiye à la CIRGL : Des accusations de velleités d’agression du Rwanda contre le Burundi #rwanda #RwOT

    Il est rapporté que cette rencontre traitant de questions sécuritaires de l’Afrique des Grands Lacs a été coordonnée par visio conférence à cause des impératifs de lutte contre le Coronavirus.

    Prenant la parole à cette occasion, le Jeune président burundais élus en 2019, le Gén. Evariste Ndayishimiye, 53 ans, débite to de go : “Nous remercions la décision de la EJMV(MCVE/Mécanisme Conjoint de Vérification Elargi) pour avoir remis au Burundi des gens qui ont commis des crimes au Burundi pour se réfugier au Rwanda”.

    Une malencontreuse déclaration du président burundais
    Cette déclaration du Président burundais tente de faire comprendre que les combattants de RED Tabara, un mouvement armé burundais combattant l’armée gouvernementale burundaise serait basée au Rwanda. Pourtant la communauté internationale sait très bien que ce mouvement fait des ravages dans la plaine de la Ruzizi et dans les hautes collines de Sange vers Bwegera et les montagnes de Minembwe.

    Cette malencontreuse déclaration du Président burundais qui semble accuser le Rwanda de cacher des combattants contre son régime jette le froid dans les relations entre les deux pays alors qu’elles commençaient à prendre de l’envol.

    Cette équipe EJVM composée de militaires ressortissant des pays membres de ICGLR n’a aucun secret des déplacements de troupes et de mouvements armés illégaux qui sont légion dans l’Est de la RDC.

    Le 5 octobre 2020, au moment de la capture de ces éléments RED Tabara qui s’étaient réfugiés au Rwanda sous le feu certainement nourri des militaires burundais au niveau de la Kibira, au Nord ouest du Burundi avec la forêt Nyungwe burundaise comme prolongement, le Major Alexis Nkuranga, commandant du Camp militaire de Ruheru du Côté rwandais aurait conféré avec l’équipe de EJCVM que ces combattants RED Tabara en question auraient été capturés à 600 mètres en teritoire rwandais venant du Burundi voisin. Il a ajouté que 17 fusils AK 47, 1 MMG et un Rocket Launcher ont été saisis avec des bombes explosives et un sac de munitions.

    Pas du tout ! RED Tabara est un mouvement national burundais !!!
    Les déclarations du commandant de ces combattants, Nkurunziza Egide, lui aussi capturé, avait alors déclaré sur ces entrefaites :

    “Cela fait plus d’un mois que nous étions au Burundi entrain de nous battre contre l’armée burundaise, notre ennemi. Nous sommes tombés dans un piège au point que nous nous sommes retrouvés par mégarde au Rwanda. Et l’armée rwandaise nous a arrêté. Les deux forêts sont identiques. Nous n’avons pas su que nous étions dans la forêt de Nyungwe et encerclés par les éléments de l’armée rwandaise”, a dit Egide ajoutant que ses camarades combattants ne se sont pas trompés, qu’ils restent sur le champ de bataille au Burundi.

    Egide parle de ses champs de bataille dans les forêts de Kabarore, de Buruta, de Musigati dans la Province Burundaise de Bubanza.

    Côté officiel burundais : ce ne sont pas des combattants mais des bandits
    Un communiqué du 2 octobre lu par le Ministère burundais de la sécurité rapporte qu’au 25 septembre dernier, des fauteurs de troubles armés ont mené une attaque à Kabarore en province de Kayanza, que les forces de l’ordre les ont pourchassés et qu’ils sont passés en territoire rwandais avec une razzia de sept chèvres des paysans.

    Curieusement, le même communiqué remercie les fruits qui ne se sont pas fait attendre en termes d’échange d’informations entre les forces de l’ordre rwandaises et burundaises à cet effet.

    Le même communiqué demandait au Rwanda de continuer une coopération en terme d’échanges de criminels comme par le passé “où le Burundi a transféré au Rwanda des fauteurs de troubles rwandais qui se sont enfui au Burundi, afin de traduire ces criminels devant la justice”. Et le Burundi demandait au Rwanda de faire une sorte de réciprocité dans le camps de ces combattants qui s’étaient réfugiés et capturés au Rwanda.

    Mais c’était sans compter que depuis lors, l’ICGLR/Conférence Internationale sur la Sécurité dans la Région des Grands Lacs s’était doté d’une instance de militaires issus de ces pays membres et formant l’Organisme conjoint de vérification des frontières.

    Rwanda remet les combattants Tabara à l’EJVM
    Il est rapporté que côté rwandais, la décision prise par la Direction des Renseignements Militaires a été de montrer à la EJVM ces combattants pour qu’elle fasse diligence de les remettre au Gouvernement burundais.

    Le Porte-parole du mouvement rebelle burundais, RED-Tabara, M. Patrick Nahimana, a montré le caractère strictement burundais de ce mouvement qui a lancé des attaques dans des régions différentes du Burundi y compris celle du 23 août 2020 de Gahuni en Commune Bugarama de la Province Rumonge au Sud du Burundi. Il est rapporté que cette attaque a fait 16 morts.

    “Le soutien le plus important que nous avons est celui des Barundi. Ce sont eux qui nous fournissent nourriture et boissons. Nous n’avons de soutien d’aucun pays étranger. C’est bien nous et les ressources des Barundi que nous utilisons”, a déclaré Patrick coupant court aux fausses accusations que le Gouvernement burundais lance au Rwanda.
    Ce mouvement rebelle burundais dit lutter contre toute ségrégation ethnique qui se constate au Burundi mais aussi dans le rapatriement des réfugiés burundais de 2015.

    Ndayishimiye lance des flèches au Rwanda et profil bas mesuré de ce dernier
    Dans sa communication, le Président burundais Evariste Ndayishimiye demande qu”on se conforme aux accords de paix, de sécurité et de développement durable dans la région des Grands Lacs”. Il a insisté sur le fait de “ne pas trempe dans la provocation et dans une lutte commune contre l’ennemi dans la région”. Est-ce un simple discours ? Il lance nécessaire des flèches à l’endroit du Rwanda qui est réticent à être favorable aux souhaits du Burundi de lui extrader les auteurs du putsch manqué de 2015 contre le défunt président Pierre Nkurunziza qui s’était donné un 3ème mandat jugé anticonstitutionnel.

    “Nous profitons de cette occasion pour montrer notre désaccord avec les groupes armés qui pullulent dans l’Est de la RDC y compris ceux qui sont en complicité avec certains Etats étrangers. Nous ne manquerons pas de vour rappeler que certains auteurs du putsch de Mai 2015 au Burundi se sont réfugiés dans certains pays de la région pour fuir la justice burundaise”, a-t-il dit exigeant que ces pays les extradent au Burundi.

    Dans cette communication, le Président Ndayishimiye a accusé indirectement et sans le nommer le Rwanda. Pourtant ce dernier n’a rien dit des groupes armés rwandais opérant dans cet Est de la RDC qui ont traversé le nord du Burundi avec certainement son consentement pour entrer au Rwanda et occuper momentanément la forêt de Nyungwe au Sud du pays, d’où ils ont lancé des attaques meurtrières dans la province du Sud et pour immédiatement se replier au Burundi.

    Ce grand courroux viendrait-il du fait de l’avion cargo cloué au sol rwandais ?
    Le discours du Président burundais à cette session virtuelle des Chefs de l’Etat de la CIRGL n’a pas montré un signe d’apaisement des relations entre les deux pays. Au contraire, ce discours confirme les informations difficilement vérifiables selon lesquelles les autorités burundaises font dans la contrebande des métaux précieux de la RDC. Ces informations qui circulent sur les réseaux sociaux font état d’une cargaison de ces métaux dans un avion cargo qui a eu récemment une panne et a été obligé d’atterrir à l’aéroport de Kigali pour réparation. Vérification faite, cet avion aurait des papiers et autre immatriculation falsifiés.

    Ainsi va la politique dans la région. On a rarement vu un Chef d’Etat s’en prendre à son homologue et celui-ci le regarder d’en haut et l’ignorer.

  • Rwanda's GDP Dropped By 12.4% Year-on-year in Q2 of 2020 #rwanda #RwOT

    Rwanda's general economic performance in the second quarter has not been a good one according to statistics revealed by Finance Minister Uzziel Ndagijimana, Taarifa reports.

    On Monday, while updating the parliament on the economic status of the country, Minister Ndagijimana said; 'Rwanda's GDP dropped by 12.4% year-on-year in Q2 of 2020.'

    The Minister attributed this decline in GDP of Q2 to poor performance in transport, trade, education, construction, exports, hotels and restaurants, and agriculture subsectors.

    Meanwhile, on the status of debts, the Minister said that the risk status of debt has shifted from low to moderate, as a result of lower projected macroeconomic performance, 'External Debt stock remains essentially concessional.'

    He also told the august house that the new authorized loans to the economy by commercial banks decreased by 8.2 % in January — September 2020 compared to the same period in 2019. 'The decrease was driven by manufacturing & mining activities due to impact of the pandemic,' Minister Ndagijimana said.

    The legislators were also informed that Rwanda formal trade deficit widened by 7.0 % in January-September 2020 compared to the same period last year. The Minister revealed that almost all export categories showed a decline resulting in a 21.4 % and 15.1% decrease in value and volume respectively of export.

    Meanwhile, for imports, the Minister noted that they have decreased by 4.5 % in value while volume has increased by 3.7 %, the decrease in value was from a decrease in import of Capital Goods and Energy and Lubricants by 7.7 % and 29.4 % respectively. He also said that other categories of imports have increased.

    Law makers were also updated that at the end of September 2020, provisional data showed that the Government had spent a total amount of Rwf885.9 billion, which was only Rwf1.6 billion lower than the estimated amount of Rwf887.6 billion (0.2%).

    He said that at the end of September 2020, the total disbursements amounted to Rwf404.4 billion and registered a small shortfall of Rwf1.6 billion (0.4%).

    Regarding Budget Execution, the Minister noted that total domestic revenue collections for the July-Sept period amounted to Rwf465.5 billion and exceeded estimated amount for the period by Rwf52.5 billion (12.7%).
