Residents of Bangui in Central African Republic (CAR) will no longer have to worry about access to clean water thanks to an initiative developed by a Rwanda Formed Police Unit (RWAFPU) serving under the UN Multidimensional Integrated Stabilization Mission in the CAR (MINUSCA).

Rwanda FPU-1 deployed in the Bangui under the command of ACP Safari Uwimana, in December last year developed a project worth US$50,000 to address the shortage of clean water in the capital.

The project will see the construction of three boreholes in one of the most affected areas of Ngongonon Two, Ngongonon Four and Galabadja Four, all in the 8th Arrondissement.

Early July, MINUSCA leadership weighed in to fund the project, which is expected to be completed within three weeks.

The official ground breaking ceremony for the construction of the boreholes was held on July 14, and presided over by government and MINUSCA officials.

According to ACP Safari, the initiative is in line with their mandate of “protection of civilians.”

“MINUSCA mission mandate is to ensure protection of civilians, but we are also in a period when the world is faced with the pandemic of Coronavirus; so, access to clean water is a quick impact project to save lives,” ACP Safari said.

Rwandan Police peacekeepers have operated in the capital Bangui since 2014, when the first contingent was deployed under MINUSCA.“Rwanda FPU-1 has lived with the communities in Bangui and particularly in 8th Arrondissement, since 2014 and has developed good neighborhood relations.

The clean water initiative was also developed in that line for the health of the local population,” said ACP Safari.

Over the years, Rwandan Police peacekeepers in CAR have conducted human security activities including supplying clean water and Umuganda to clean streets and neighbourhoods.

Rwanda maintains three Police contingents in CAR; two FPUs and a Protection Support Unit (PSU), each composed of 140 peacekeepers.

FPUs are charged with crowd control, conduct patrols, protection of people in Internally Displaced Camps and escort duties, among others.

The PSU is particularly in charge of security for CAR Prime Minister, MINUSCA Special Representative of the UN Secretary General and other high profile government and UN officials as well as other special duties assigned under MINUSCA Joint Task-Force Command.

Government of Uganda has forced all its telecom operators, including MTN Uganda and the local unit of India’s Bharti Airtel, to list a 5^th of their shares on the Uganda Securities Exchange to allow locals to benefit from the sector’s profits.

East Africans can now buy shares in MTN Uganda when the telecom operator sells it 20 percent equity stake on the local bourse.

Ibrahim Bbosa, spokesman for the Uganda Communications Commission said, “The shares are restricted to Ugandans, and also citizens from the East African Community (EAC).”

In 2018, MTN Group Ltd was pressured to list its unit in Uganda as the telecom giant sought to renew its licence (10-year contract) which expired in October 2018.

The devastating effects of Covid-19 on Zambia’s mining sector can be felt by the drop in total revenues collected in the past three months, the government reported on Friday.

Sokwani Chilembo the Chief Executive Officer of Zambia Chamber of Mines said on Thursday that the country’s mineral revenues had suffered a whooping 30% drop in the past three months.

He said the mining companies’ collapse in revenues can be attributed to two main factors such as severe global restrictions on movement which have adversely affected the mining supply chain, and hindered the export of copper as well as the copper price which is down on average by 12% over the period when compared to 2019.

“So, while companies have been able to maintain production levels, they have struggled to export and sell their copper, and have received a considerably lower price for the sales they have made,” he said.

Chilembo noted that the fall in mining revenues has led to a corresponding fall in mineral royalty payments which are estimated to have come in at approximately $60-65 million over the three months, rather than the $85-90 million that could have been expected, demonstrating how closely Government revenues mirror the fortunes of the mining industry.

Regarding the collapse in mining revenues and royalty collections, Chilembo said COVID-19 pandemic has evidently had a large negative effect on economic activity in Zambia as is clear from the data on mining royalties, government revenues will also fall as activity and trade decline.

He stressed that given escalating mining costs over recent years, and a drying up of capital, COVID-19 has added unbearable pressure on mining finances.

Chilembo clarified that between 50 percent and 60 percent of the respondents to the Impact Capital Africa (ICA) June survey from the mining and mining services sector, mainly representing smaller operators, believe that their businesses will ultimately fail within the next three to 12 months.

“This finding is of great concern, given the significance of the sector to the wider Zambian economy,” he stated.

According to the World Bank forecast, economic growth in Sub-Saharan Africa will decline from 2.4 percent in 2019 to between minus 2.1 and minus 5.1 percent in 2020 due to the impact of the global pandemic.
