  • COVID-19: 10 new cases, 55 recoveries #rwanda #RwOT

    Rwanda records a total of 4,789 COVID-19 cases, with 3,050 recoveries, 1,712 active cases, and 27 deaths.

    Of the 10 new cases, six were detected in Kigali, three in Nyamagabe, and one in Nyagatare.

    Although many services are open, Rwandans are urged to remember that the pandemic is still there.

    They are advised to continue complying with government regulations, remember to wear masks when leaving home or in public, frequent washing of hands with water and soap, avoid meetings and anything else that gathers many people especially those who feel the symptoms of this pandemic including coughing, flu, difficulty in breathing and so on, can call the toll-free number 114 for medical assistance.

  • TESTIMONY: I Wonder How You Can Do Business In Rwanda Without Connections #rwanda #RwOT

    As a Rwandan-Canadian citizen who decided to return back to my motherland after living in Canada for more than 10 years. I am here on Taarifa with the hope of releasing my frustration and hopefully get some answers. Long story short, ever since I was a little girl, I loved my motherland, Rwanda. My parents sent me to Canada for education. However, I always knew I would come back to contribute to building my country.

    Three years ago, I had a dream to come live and work for my beautiful Rwanda. During those three years, I have tried many different big projects (because I can't help but to think big and my spirit of entrepreneurship ne me lessera pas être une funcionnelle) and many of them were incredibly innovative which happened to fall in our country's vision, but none of them ever went through for me.

    They were instead taken by those in power that I presented them to (pretty much stole my ideas and never credited me). My question is; is there anybody who can relate to what I am talking about here? Anyone already experienced a similar thing? If yes, how do you all keep courage? Is there a code? Right now, I am very disappointed and frustrated because, apparently from what many said, is that to be able to do big projects here in Rwanda, you have to know someone in a higher position or you have to be a child of 'someone in high powers. Unfortunately, I am a lady of principles and one of my life's principles tells me that everyone deserves what he/she worked hard for, plus I don't know or relate to those people in government's higher position in order to be allowed to own my projects and contribute to my motherland's development.

    My question is; if one can only be allowed to do great things as it is in her/his heart for her/his beautiful country when she/he is only a child of someone powerful in the country, can you then, you powerful people adopt us who are not from powerful families, but yet very intelligent, so we too can get the opportunity to use our talents, strengths, and wisdom in a bigger scale than we are capable of for the contribution to the development of the country we love? I love Rwanda so much and I always have ideas flowing only to do my part in making it the best country. I am not a politician, I am a young entrepreneur with thousands of innovative ideas, all I know and feel as my greatest gift is creating and running big businesses.

    I just wish things were a little straightforward with organizations/institutions, etc here in Rwanda and allow simple but yet capable people like me to also walk towards our dreams of being part of making our country great, economically.

    What frustrates me a lot is that most institutions will invite you to do presentations of a project, and after the presentation, they will all tell you how you have an amazing project that it is exactly one of what our country needs and they will tell you to keep working on it that they will definitely call you for business. A few months later, you hear that they have given that business to someone else who wasn't even ready, who didn't have the project needed ready, but they will get that someone they want to start developing the same project like yours and wait for him/her to finish it and get the offer. This happens a lot within public and private organizations here in Rwanda. As much as I hate to accept it, but it looks like what I used to hear when I was back in Canada that the code to launch a big project here in Rwanda, one has to have a general, a minister, or other 'powerful person' on her/his side. That it is never been based on how wise you can be, talented you can be, or what you are capable of as a Rwandan. It is rather based on who you are? How powerful or influential you are or who do you know. I am not here to confirm that say, and I am not here to dismiss it either, and even if it may sound in my writing as if I am putting all this wrongdoing on Rwanda, I still know that we can not generalize and put all these wrongdoings on Rwanda as a whole, it is rather at a personal level (some employees) yet the outcome is a bad image for the whole country. It is just like that Rwandan proverb that says: 'Abumwe agatukisha bose'…And I wonder how us who don't have parents or family members that are generals, ministers, or who are 'powerful in otherways' etc will get opportunities to give our country what we are capable of in terms of building it not to do what is available or designated to us, but to actually do what we are talented for and give it all we got. I am writing this note frustrated and disappointed, and most importantly sad because I used to encourage my talented young Rwandan friends and acquaintances to come back home and built our motherland, but for the past one year, I've been avoiding such conversations with them because I don't want to tell them my painful experience so far and I don't want to lie to them either that things are good that they should invest their time, knowledge, money in projects to build their country.

    There is already one family that moved back here and they used to ask me how it is like to come back home and I remember saying that it will be the best thing to do (even though I was struggling to own my projects, but I refused to use my bad experience to discourage them; I was like maybe they won't experience the same). They are here now, and still, I haven't made a single complaint to them, I just pray that they will not have an unpleasant experience. I want them to find better than they had in Canada. They are extremely smart people too, I want Rwanda to benefit from their knowledge. September 21, 2020, I received another bad news that after months of working on upgrading my 4th innovative project trying to get it customized for this particular institution,  which had already shown interest and was in need of my service, and after months of back and forth conversations about working together, this private institution decided to choose another company here which in the first place was not in the bidding, which doesn't even have that exact project ready like mine, and that kind of project isn't something that takes a month or two to build, it takes several months if not years.

    I and my engineers spent over two years programming and took what I had as an idea a turned it into an incredible tangible tool. I invested a lot of money to have it completed as it is today, and now by the time I think that finally, all that hard work is going to start paying off, the client decided to follow the code: 'who is this person to give this business? Is he/she from that group of people that are entitled to get big projects here? So, the contract went to another company, and this company is apparently being offered that contract because it is owned by powerful people in Rwanda, and they want and will get the contract regardless of whether they meet all the bidding requirements or not. This was the fourth big project that I presented and dreamed to run in Rwanda, and now it is again taken by others who don't deserve it more than I ( they don't deserve it because I was the first with that kind of technology here in Rwanda, I've been developing it for three years now, I am the first to present it to those that needed it, I invested thousands of dollars and time on it, and now that finally, it was ready to serve my Rwanda, that 'power supremacy group' is taking me and my team out (they will rather make the institutions in need to wait months as they build the similar project as mine than to let us merit our sweat). I find this very unfair. And my question is; how do you keep your mind from giving up on your dream of wanting to participate in the development of your country? This is my first time ever writing a complaint on social media, I have been trying to hang tight for the past three years, but I guess starting today I should look the reality right in the face and act accordingly.

    My best option now is to go back to Canada and give my strength and knowledge to it, at least there nobody stands in the way of what I would like to accomplish (the obstacles are different factors than here) though my desire had always been to work for my lovely motherland. But, I would like to keep hope that maybe one day it will be possible to come back and work for my country and be able to contribute to its growth.

    To those who might be going through what I went through, stay strong, and don't you lose trust in yourselves. Keep being innovative, keep educating yourselves, become experts and masters of your area of expertise, keep loving your country and your leaders, fear God, don't lose hope, and eventually one day your hard work will pay off.   • Dr Leo Mugesera Loses Appeal Against Life Sentence, Appeals Again #rwanda #RwOT

    It is not yet over until it is over- this seems to be the guiding principle for Genocide convict Dr Leon Mugesera who seemingly wants to exhaust all legal means available to secure his freedom or lessen his life sentence.

    On Friday, Mugesera 68 year-old appeared in the Court of Appeal for a verdict on his appeal against life sentence. In October last year, the Academician that was deported from Canada appealed against his life sentence submitting that he did not get a fair trial.

    On his conviction five years ago, court ruled that he was guilty of multiple counts, including incitement to commit Genocide, inciting ethnic hatred and persecution as a crime against humanity.

    In 1992, Mugesera is remembered for making an infamous hate speech while at Kabaya Sous Prefecture currently Ngororero district, Western Province. He was openly calling upon the ethnic Hutus at a time to exterminate Tutsi. Later over a million Tutsi were killed in the 1994 Genocide against Tutsi .

    His previous appeal in June this year was hinged on account that the judge who presided over the case distorted the content of his infamous 1992 speech in Kabaya.

    Before his deportation, in 2005 the Supreme court of Canada ruled that Mugesera, through his speech, had 'incited to murder, genocide and hatred and had committed a crime against humanity.

  • President Ndayishimiye Demands Removal Of Burundi From Security Council Agenda #rwanda #RwOT

    President Evariste Ndayishimiye has accused the UN Security Council for deliberately keeping his country on its agenda saying this is an attack on Burundi.

    The seemingly isolated President made the remarks via a video conference while submitting to the 75th United Nations General Assembly on Thursday, September 24.

    He described the Security Council intentions on Burundi as 'muscle diplomacy' and called for cooperation beneficial to all states.

    'We therefore reiterate our legitimate call for Burundi's immediate withdrawal from the agenda of the Security Council, and to use this precious time to deal with socio-economic development and to support national efforts in the implementation of the national plan of development of Burundi 2018-2027 and the sustainable development goals of the 2030 agenda,' said President Ndayishimiye.

    According to him, the fact that he is on this agenda is a factor of destabilization of the country rather than promoting peace and tranquillity. 'Burundi is arbitrarily on the agenda of the Security Council for political reasons and the selfish interests of certain powers, which have nothing to do with the well-being of the Burundian people, which in no way constitutes a threat to international peace and security.'

    On the diplomatic front, President Ndayishimiye wants strong diplomacy to give way to mutually beneficial and respectful cooperation. He speaks of 'the tendency of certain states which use both subtle and illegal means to regulate geopolitics in the countries of the South and to replace the international community to oppress other countries by imposing unilateral coercive measures on them in violation of the principles of the United Nations Charter must cease.

    'My country reaffirms its commitment to play its full part in building a world order based on the rule of law, a peaceful, equitable and prosperous world and respectful of the principles of the United Nations Charter,' he said.

  • Comparing Africa's Gambling Laws #rwanda #RwOT

    Gambling is one of the oldest pastimes in the world with archaeologists finding evidence of it as far back as the Palaeolithic period. Recent discoveries have shown the presence of gambling in pre-Roman Britain, the Middle East, and indeed Africa.

    With such a rich and varied history around the globe, it is no wonder that gambling today looks different from one country to another. In Africa for example, it is possible to legally gamble in a plush casino only 20 miles or so from the border of a country with strict anti-gambling laws.

    In this article, we will look at a small selection of African countries with varying attitudes to gambling to discover the impact that their differing stances have on their people and their economy as a result.

    Somalia

    In Somali, it's illegal to gamble which means the economy doesn't benefit from the gambling industry at all.

     In the Quran, gambling is described as a 'grave sin' and 'abominations of Satan's handiwork' so it is no surprise that it is completely illegal in Somalia, a country where more than 99% of the population is Muslim. As a result, there are no legal gambling premises in the country and despite the presence of some illicit gambling venues, the majority of the population choose to abstain from visiting them.

    Persons caught gambling in Somalia are not subjected to fines and custodial sentences as in other countries around the world where gambling is also illegal. Instead, Somalians caught gambling are punished under Shari'a law and usually subjected to public flogging. This punishment appears to be a big enough deterrent for would-be gamblers, even those with access to the internet.

    According to industry statistics, Somalia has an online gambling penetration of less than 1.5% with the majority of global providers choosing to steer clear of offering their remote services to Somalians.

    Legalisation would provide a drastic boost to the Somalian economy. With a GDP of $4.7 billion, Somalia's economy is worth more than $1 billion than the British online gambling market. The chances of Somalia relaxing its strict anti-gambling laws are slim to none, with any change in attitude being heavily reliant on a dramatic change in religious demographics.

    Egypt

    The rules in Egypt are a little ambiguous when it comes to gambling which makes it hard for citizens to gamble freely.

    Another Muslim country on the African continent that has strict gambling laws is Egypt. Unlike Somalia though, gambling isn't completely illegal in Egypt. The national lottery is perfectly legal in the country and is played by hundreds of thousands of citizens every week.

    In addition to this, there are three cities within Egypt that have legal gambling facilities, with thirteen such venues in the capital Cairo. The catch though is that these casinos are not open to Egyptian citizens. Casino gambling in the country is only available to foreign tourists with punters having to show their passports on arrival to gain entry. In order to further discourage Egyptians from chancing their arm, all of the country's casinos only accept wagers in US dollars.

    The last legislation specifically focused on gambling in Egypt was written almost a century ago so unsurprisingly makes no mention of online gambling. Therefore, Egyptians are free to play slots, poker, or baccarat online with a host of foreign operators. Online gambling has taken on a life of its own around the world in recent years, in countries where there are tough but fair regulations, it can be a huge help to the economy. In the UK for example, gambling enterprises are required to pay the UK government a minimum of 15% tax on any amount up to £2,370,500. However, there is a huge amount of competition and only the best make a name for themselves. Well-established and respected providers 888 online casino have established themselves as a market leader due to their use of new technology, their range of games, and trustworthy reputation, as a result, they are now a thriving UK online casino. They cater to the needs of millions of customers who love to gamble but also provide much-needed stimuli to the country's economy.

    In recent years there has been growing pressure from left-leaning politicians to relax Egypt's strict anti-gambling laws. Supporters of legalisation claim that the $200 million currently brought in from gambling each year could be increased by as much as 300% if laws were to fall in line with most other modern countries.

    Kenya

    The third-highest gambling revenues in Africa come from Kenya which is remarkable when you consider that just 51 million of the continent's 1.2 billion inhabitants live in the country. In Kenya all forms of gambling are legal, but by far the most popular activity is online sports betting. Football is the sport of choice for Kenyans with 83% of all bets being placed on the sport, usually the English Premier League. Whilst there is no shortage of betting shops in the country, most Kenyan gamblers prefer to place wagers on their smartphones rather than in person. Sports betting is so popular in the country that last year, $29 million of Kenya's $50 million total gambling revenues were posted by sports betting companies.

    Away from the lure of sports, casino gambling is becoming increasingly popular in Kenya. At the time of writing, there are 13 medium to large-scale casinos in the country with multiple planned developments in the pipeline. One major problem for the Kenyan gambling economy however is the prevalence of overseas company in the marketplace. Millions of Kenyans tune in to watch Premier League action every week and when they do, they are inundated with adverts and sponsorship logos from British-based sports betting companies. As such, it appears that most Kenyan sports fans prefer to bet with British companies, rather than homegrown providers.

    Plans to ban overseas-based betting companies in Kenya have been mooted in the past, but as of yet, nothing has been done to stem the tide of money leaving the country every week and going into the bank accounts of British based gambling companies. If the Kenyan government can find a solution to this problem and promote domestic gambling companies, gross gambling revenues in the country could explode.

    Summary

    Africa is a melting pot of different customs, cultures, and religions and as such has no uniformed approach to gambling. In most Muslim countries on the continent, there are strict anti-gambling laws to discourage citizens from partaking in the activity. On the other hand, there are plenty of countries in Africa where almost every form of gambling imaginable is completely legal. In these countries though, there remain many challenges ahead to ensure to economy benefits from gambling sufficiently. There does appear to be a wind of change in many countries though, so perhaps in years to come there will be plenty of African countries with the thriving gambling industry.
