A leur arrivée à Karongi, les parents de ces rapatriés sont venus leur souhaiter la bienvenue et les aider à regagner leurs propriétés respectives.

” Là en exil, Nous avions un style de vie différent de ce que nous voyons ici. Nous vivions dans de mauvaises conditions. Il se constate que ici tout est nouveau qualitativement “, a dit Blandine Niyonsaba qui venait de suivre un mot de bienvenue de la Maire de Karongi après qu’elle ait, autant que ses camarades, reçu sa carte d’identité pour Rwandais.

Après le mot de bienvenue, ils ont été facilités pour regagner leurs anciennes familles respectives.

Arriving in Rwanda on Tuesday afternoon, Minister Demeke Mekonnen held talks with the Minister of Foreign Affairs of Rwanda, Dr. Vincent Biruta, in a meeting which was also attended by the Secretary-General of the Office of Investigation and Security (NISS), Maj. Gen. Joseph Nzabamwita.

The purpose of the visit is to discuss with Rwanda the recent security crisis in Ethiopia, where the Government Forces are in conflict with the Tigray province.
In discussions with Minister Mekonnen, President Kagame expressed his desire for peace and freedom to return to Ethiopia in the near future.

A few days after the fighting broke out in Ethiopia, Prime Minister Abiy Ahmed’s administration disagreed with the Tigray Province in the north of the country which also led to the deployment of troops on both sides, now fearing that as long as the situation continues with more civilians will be affected.

The origin of the conflict

Earlier this month, Abiy accused Tigray soldiers of attacking government military bases.

He also immediately sent troops to the area led by the TPLF, the Tigray People’s Liberation Front. It is a party that has had a strong voice in the country in the past.

Recently, Abiy told National Television that the Ethiopian army had carried out an attack in the province, dismantling a weapons depot near the local capital, Mecca.

Amnesty International said some civilians had been killed by machetes and irons in the Mai-Kadra area, but did not say which side among these was behind the attack.

It is alleged that the attack that took place on Friday made 6 victims.

Last week, the Tigray Army launched a missile strike in Eritrea; since Prime Minister Abiy came to power he has done his utmost to keep Eritrea and Ethiopia live at peace with each other, which also earned him the 2019 Nobel Peace Prize. Eritrea shares a border with the Tigray region.

Tigray’s mayor, Debretsion Gebremichael, said Eritrea had sent troops and mortars to the border to attack the Ethiopian government. He said the bombings in Eritrea were aimed at withdrawing his troops.

The conflict prompted hundreds of locals to flee to Sudan.

Abiy announced on his Twitter account on Monday that his government was ready to receive and calmly relocate refugees to neighboring countries. He assured them of security. The following day he announced that the Ethiopian Army was going to continue “in the final and most important phase” of its military operations.

Since 2018 a bad atmosphere has engulfed the country between Abiy and TPLF leaders. As Prime Minister, Abiy abolished the long-running coalition led by the TPLF, forming a new prosperous party called the Prosperity Party.

Analysts say that has led to the TPLF to the realization that it has to reconcile with the Prosperity Party and share its plans; or else step aside. TPLF chose not to reconcile with the Prosperity Party.

This year when Abiy postponed the election due to the Coronavirus pandemic, Tigray officials rebelled against the decision, and then held their own election. Abiy immediately refused the results of the September polls, which made the atmosphere worse.

In October this year, members of the Ethiopian parliament decided to withdraw funding for the region.

As the tension keeps on growing in the region in a very alarming way, the entire region is likely to be so troubled that a large number of residents will relocate, with an estimated 110 million people fleeing. As many as 25,000 people have now fled to Sudan.

Beaucoup de sénateurs ont penché sur la nécessité de renforcer les peines encourues par les violeurs surtout que l’enquête en question a révélé que les personnes interrogées à ce propos proposaient d’émasculer ou stériliser les auteurs de ces crimes.

Par ailleurs, l’enquête a montré qu’il y a un mutisme entretenu autour de ce crime dans le cas où il est commis par les membres proches de la famille de la victime.

Dans la contribution à la recherche de solution à ce problème de viols sur mineures, Sén. Evode Uwizeyimana est parti du fait que dans les classes sociales rwandaises déshéritées, les parents vivent avec leurs nombreux enfants avec des chambres à coucher séparées par des cloison non étanches au point que quand les parents font l’amour, les enfants sont obligés de suivre ces ébats et sont ainsi poussés à entreprendre ds aventures sexuelles très précocément.

'Dans notre enquête sur terrain, nous avons rendu visite à des parents ayant sept enfants dont quatre jeunes filles. Toute la famille vivant dans une maisonnette faite d’une seule chambre à coucher et d’un salon. Et l’on se demande si les enfants n’assistent pas involontairement aux ébats amoureux de leurs parents au point qu’ils sont curieux de découvrir eux aussi ce que font leurs parents “, a dit le Sénateur dans une répartie qui a suscité de multiples réactions des réseaux sociaux sur internet.

Tous vilipendent le fait que le Sénateur ait fait une telle intervention insultant les classes sociales pauvres rwandaises. Elles aussi voudraient ne pas habiter dans ” une maisonnette “, disent-ils et ” ils sont eux aussi soucieux d’une éducation culturelle saine à prodiguer à leurs enfants “, ont-ils ajouté trouvant que le manque de moyens de se construire une habitation décente de la part de ces parents pauvres n’est pas un crime.

Evode, un senateur franc comme le pain
Mais hélas, ce sénateur aurait-il tort de décrire la réalité rwandaise des classes sociales pauvres rwandaises tant rurales qu’urbanisées ? La promiscuité ? Il est là pour montrer et décrire les vrais maux de la société. Et c’est pour cela qu’il est grassement payé. Il n’est pas question d’habiller les vrais problèmes et défis sociaux d’un drap léger.

Cette sortie peut faire en sorte que les instances gouvernementales comprennent davantage ce fléau social qu’est l’extrême pauvreté qui fait que les enfants mineures entreprennent de façon précoce les relations sexuelles.

Mais au fait, Monsieur le sénateur, la promiscuité à laquelle vous faite allusion, trouvez-vous qu’elle est vraiment la cause ou plutôt cela vient du fait que l’éducation sexuelle est taboue dans nos pauvres familles rwandaises. Elles sont tiraillées entre les enseignements de l’église chrétienne qui partent du postulat qu’il ne faut pas faire l’amour avant d’être uni à tel par les liens de mariage et le monde actuel en développement qui a cassé ce mode traditionnel d’économie de subsistance où la conception actuelle semble se généraliser autour du monnayage de toutes les activités entreprises par un individu.

Dans sa conclusion, la Commission sénatoriale des Affaires Sociales et Droits Humains appelle le Gouvernement à entreprendre une mobilisation-sensibilisation pratique permanente sur la lutte contre les violences sexuelles faites aux mineures au niveau des Villages de Regroupement-Mudugudu- et à l’échelon inférieur dit ISIBO et dans les écoles. Elle recommande que les experts ministériels en curricula prépare un programme d’éducation sexuelle à proposer aux différentes catégories sociales impliquées dans la formation culture de l’enfant et du jeune rwandais.
