There are fewer organs of the State that are more important and critical than the National Police, and how it functions says a lot about the state of our governance — our leaders, institutions and our policies.

From the top brass to the lowest rank, when our men and women adorn the blue uniform they represent the power of the state and the flag that defines our national character.

They are charged with keeping us safe by enforcing laws and maintaining civility.

They are the public face that reflects our social cohesion and discipline and how we navigate daily.

How they enforce the law, and how they treat the public that they are paid to serve, at the end of the day is a reflection of what kind of society we value and we have consciously chosen to chart.

On a continent where there is a corruption pandemic, and all over African cities rogue police officers are not in short supply, it is always gratifying to witness exemplary, professional and honest conduct by one of our Men in Blue. No matter how small.

Let me tell you about one Sgt God Muremyangabo.

On November 12, 2020, between the hours of 9:30 — 10:00 p.m. while on duty, he found an envelope full of cash and other personal papers on the street in GISHUSHU, Gasabo District.

He did the right thing, He turned the envelope in. His conduct exemplifies the values of the men, women and officers of the RNP.

One might say this Officer did what we expect from our police force.

True, but honesty does not always go hand in hand with discipline, and doing the right thing doesn't always come easy, to most people, especially, I dare say during these pandemic days when people's finances have been turned upside down.

This is important because this exemplary conduct reflects our national core values and the discipline and integrity of our government organs.

It is a simple act that will remain in our hearts long after the accolades die down.

Sgt Muremyangabo's conduct will be added to many others by selfless individuals in our society that have put country first, and self last.

It is a gratifying simple act that tells our detractors that we are a people of solid character, good moral values and un-shakeable integrity, from top to bottom.

This matters a lot, especially during a week in which our neighbors across the border in Kampala have exhibited conduct that shocks the conscience.

Watching the Uganda police and military brutally deal with the public that was demonstrating (and yes, there were looters and many behaving badly) against what they perceive as government failure to address their concerns while curbing their democratic rights was un-nerving.

A reported 38 were killed by the security forces, and 600 arrested. It is the manner and style that the security forces resorted to that raises eyebrows.

One watching the operation could hardly tell who were the bad guys and the good guys, save the uniforms and big guns the security forces wear and carry.

Law and order must be maintained, but at what cost? What does it say when those charged with upholding the law resort to thuggish behavior, shooting un-armed defenseless women in broad daylight, albeit on national television?

With this indiscipline, how are the governed supposed to respect the rule of law and listen to those charged with upholding and maintaining good governance?

Or, is the writing on the wall? Are people exhibiting fatigue as a result of bad governance and cyclical questionable elections which have left the masses with no hope of a better tomorrow?

These are indeed nagging questions that demand answers. It cannot be business as usual if the rule of law is going to prevail.

I say one Sergeant's simple act of integrity and professionalism shames the conduct of a battalion of unruly, out of control armed security forces consumed by their un-checked power.

In 2013 in Nairobi, Kenya when there was a terrorist attack by Somali fundamentalists at The Westgate Mall, we watched in horror as the Kenya police and members of the Kenya Defense Force looted stores with sheer abandon and impunity.

They had been summoned to deal with terrorists, but instead they threw discipline to the wind and helped themselves to expensive jewelry and other sundry items. It was a sore to the eye that forever stained the Kenyan forces in question.

One small act of integrity deserves mention, because it shines a light on our entire exercise of governance. To those in public service, I salute your service and dedication and appeal to you to let a Sergeant's good conduct be your moral compass.

One and all, we owe Sgt God Muremyangabo a ton of thanks for letting Rwanda shine, once again when many within and without are working day and night to tear us down.

Siemens Gamesa has officially started production of Mainstream Renewable Power's 110MW Perdekraal East and 140 MW Kangnas wind farms in South Africa, supporting additional green power supply into the country's national grid.

The Perdekraal East site is located 80km northeast of Ceres in the Western Cape and the Kangnas wind farm is situated near Springbok in the Northern Cape.

The wind farms are equipped with a total of 109 2.3MW capacity onshore wind turbines and will help provide enough clean electricity to power a total of 250,000 South African homes.

Additionally, the wind farms will emit zero carbon emissions using almost no water during the power generation process.

Despite COVID-19 challenges, the two projects have been completed in line with the original timeline set by Mainstream Renewable Power. Mainstream fully developed the projects, managed the construction process and will manage the operations and maintenance of the plants.

The global developer of renewable energy is based in Dublin with offices in Cape Town. Kangnas wind farm was even completed significantly ahead of schedule.

Part of the 'Bid Window 4' of the government's Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), both Perdekraal and Kangnas wind farms will together add to the 1.3GW to the country's clean energy generation capacity.

In compliance with the REIPPPP regulations, the wind projects were built by the 30% black owned subsidiary of Siemens Gamesa in South Africa and, by its South African staff utilizing South African contractors thereby creating jobs  while supporting local communities, driving local manufacturing and development projects within local communities.

'Siemens Gamesa is taking a step forward in its mission to provide a cleaner, more sustainable future for South Africa in its journey to a low carbon economy, having contributed as of today with more than 850MW of wind capacity to the national grid. We are also proud to demonstrate our engagement towards improving living standards across the country, despite the disruption witnessed due to the Covid-19 lockdowns earlier this year,' said Janek Winand, Managing Director Siemens Gamesa South Africa.

Beyond the completion of its wind projects in the country, Siemens Gamesa remains committed to the local communities in need through several social actions led across the regions where it is operating.

Among these initiatives, the company helped provide relief to Tembisa residents suffering from the impact of the COVID19 crisis through the donation of vital supplies benefitting over 300 families.

The team also supported recently the Witzenberg Association for Persons with Disabilities (WAPD) near the Perdekraal wind farm through the donation of a mobile day care.

'As a responsible company, we are eager to assert further our contribution to South Africa's increasing energy demand, but beyond that, we are strongly committed to provide continuous support through rapid responses to the challenges faced by the local communities in need, especially in the aftermath of the COVID-19 pandemic,' added Janek Winand.

The BBC recently ran a story by Andrew Harding making false and misleading allegations concerning an event held three years ago at the Rwanda High Commission in London.

This story is part of a wider narrative fabricated by various anti-Rwanda movements, hostile detractors, some anonymous, and at least one disgruntled former official.

The BBC broadcast the allegations as fact, with no scrutiny of the veracity of claims made or the credibility of those making them.

Many Rwandans living abroad who choose to be members of the RPF have taken an oath of allegiance to the political party for over 30 years now — there is nothing remarkable about the oath or the fact that the Embassy offered the space for a community event.

The oath has been in existence, almost unchanged, since the formation of the RPF in 1987.

Attempts by detractors to misrepresent it as something ominous are pathetic.

The BBC claims to have spoken to 'member of Rwandan Diaspora' but they actually sought opinions of a collection of hostile dissidents and fraudulent asylum seekers, in order to justify the false allegations.

An example is Rene Mugenzi, featured in the BBC story, who was recently convicted and imprisoned for embezzlement and theft in the UK. However, Mugenzi had for years been portrayed as a human rights' activist and opposition leader, and granted significant media attention, often by the BBC, to propagate lies about Rwanda, even as he was stealing hundreds of thousands of pounds from the Norwich Cathedral, as well as defrauding and blackmailing members of the Rwandan community in the UK.

It should be obvious that Rwandans abroad who claim to be fighting the government of Rwanda don't bother to go to embassy events.

Instead, they have taken to inventing false stories such as this one that find a welcoming, uncritical platform in BBC reports.

There were no opposing views of members of the Rwandan community in the UK supportive of the Rwandan government or the RPF, to give context to the falsehoods presented in Harding's story.

Beyond the UK, the BBC appears not to have exercised even minimal judgment, or carried out any scrutiny of those it chose to amplify for this story.

David Himbara, a disgruntled former Rwandan official makes wild, blanket claims about Rwanda's political system that go completely unchallenged.

Had BBC sought to verify these claims, they would allow their viewers to understand that as popular as Rwanda's ruling party is, no one is forced to join the RPF.

In fact, there are 11 other political parties in Rwanda, at least five of which are represented in Parliament.

In line with Rwanda's constitution, both chambers of Parliament are headed by leaders of other political parties that, incidentally, existed even before the RPF came to power.

Noel Zihabamwe is, according to the BBC, 'a prominent member of the Rwandan diaspora in Sydney, who came to the country as a refugee in 2006'.

The truth is that he left Kigali in 2000 to attend university in Australia on a Rwanda Government scholarship.

Upon completion of his sponsored studies, Zihabamwe claimed asylum in Australia and joined the terrorist group Rwanda National Congress (RNC), which runs propaganda campaigns against Rwanda and is responsible for several deadly terror attacks in Kigali and in Northern Rwanda.

Noel ‎Zihabamwe's claims about his missing brothers are unfounded. The spouse of one of the allegedly missing men reported to Police that her husband went missing while visiting relatives in the Nyagatare District.

While the investigation remains open, neither Noel Zihabamwe who continues to cry foul in the media, nor his family has provided further information to assist in verifying this claim.

A simple search on the Internet will reveal Paul Rusesabagina's true face, in his own words, including in interviews on the BBC Kinyarwanda service, as leader of a political party with an armed group (MRCD/FLN) which is responsible for several terror attacks in Rwanda that resulted in at least nine deaths.

This led to his arrest and ongoing terror trial in Kigali, along with at least 19 other suspected MRCD/FLN fighters and commanders that reported to him.

The BBC fails to mention that Kizito Mihigo, who also features in the story, was convicted to 10 years in prison in 2015 after pleading guilty to forming a criminal gang, complicity in a terrorist act and conspiracy to murder.

Following his appeal for presidential pardon, his sentence was commuted in September 2018 along with more than 2,000 other convicts.

He was arrested for a second time in 2019 after violating release terms by attempting to illegally cross the border to join armed anti-Rwanda groups in Burundi, and soon after committed suicide while in detention.

Some NGOs consistently offer credibility to Rwandan detractors who make baseless claims of persecution by the Government of Rwanda.

Sarah Jackson of Amnesty International seems disappointed that 'such actions, which have included several targeted assassinations abroad, never appear to result in any long-term damage to Rwanda's international relations.'

They are not as damaging as those driving these stories expect precisely because they are not true, despite repeated attempts over the years to cement false storylines that do not correspond to reality.

Rwanda is focused on achieving development results and progress for our citizens, and will not be distracted by external dictates that go against the interests of our people.

It should be understood that Rwanda's fundamental values and political choices are driven by our country's history and context, and they serve to entrench stability and prosperity, as well as a brighter future for our citizens. We will not allow this to be disrupted.
