A candidate showing up with a spouse at a campaign rally in the ongoing cutthroat Presidential campaigns may impress and possibly sway undecided voters to a particular camp.

Robert Kyagulanyi Ssentamu the flag bearer of National Unity Platform political party has been playing many cards to attract supporters to his rallies with the aim of delivering his pormises to a wider audience.

A small audience or no audience at all may discourage the candidate- so they have to do everything possible in their means and power to attract a massive rally.

Kyagulanyi a well-known pop star in the Ugandan entertainment industry with a stage name Bobi Wine, definitely has a sizeable fan base but it is not yet clear whether the same audience would tick along his face on the ballot on January 14.

He has been traversing the entire country and addressing different sizes of rallies. He stands ontop of his Toyota landcruiser VX and sings to his supporters on particular songs from any of his albums but mostly those with political connotations. After the singing, he delivers the messages of his political agenda.

On Friday he travelled to Ntungamo district where his wife Barbra Kyagulanyi hails from, he didn't disappoint — they went together. Police and other security agencies in different outfits stopped his motorcade along the way but he intermittently managed to outmaneuver the cops.

While in Rwampara Mrs. Barbie Kyagulanyi poped through the open roof of their white SUV and waved to supporters mostly the youthful constituency — to some it was their first time to see the couple they usually see on television and other social media platforms.

For Candidate Yoweri Museveni, he always travels with his Wife Janet also the First lady of Uganda for the past 35 years- she also commands a sizeable fan base. In the Ugandan culture, family makes a big statement, respect and adoration and Museveni has been seen walking Janet hand in hand.

Janet Museveni and Barbie Kyagulanyi all hail from Ntungamo district- the battle for the next president of Uganda can be said to be determined in Ntungamo but the ballot will give the final decision.

The government of Central African Republic accused former president Francois Bozize of an 'attempted coup' in a statement Saturday, as rebel groups launched attacks in the west of the country.

It said Bozize was currently near the city of Bossembele, about 150 kilometres (90 miles) northwest of Bangui and was intending to march on the capital with his men.

'This is clearly an attempted coup d'etat that the government denounces during this electoral period,' it said.

The statement came just hours after the country's three main rebel groups themselves declared that they were joining forces against the government ahead of the December 27 legislative and presidential elections.

President Emmerson Mnangagwa on Friday introduced Performance contracts, a new system where those managing the public service are now expected to perform to defined areas in line with key reforms for the public sector.

Permanent secretaries of Government ministries yesterday signed performance contracts for next year. In total, permanent secretaries from the 21 ministries signed the tough performance contract.

According to President Mnangagwa the launch of performance contracts was a historic milestone coming on the backdrop of the success of the Transitional Stabilisation Programme (TSP) and the implementation of the National Development Strategy 1.

The stress is on what needs to be achieved, expected levels of achievement, timelines and reporting modalities.

Details also indicate that the contracts signed by the permanent secretaries set out for each ministry the key deliverables for performance next year and include each ministry's vision, mission, budget allocated for next year, key result areas, ministry national outcomes, ministry sector outcomes, and ministry programmes.

The ambitious performance contracts according to the president aim at pushing for the Government's quest to achieve targets under Vision 2030.

'This system is envisaged to result in robust public sector institutions and a leadership that is results focused,' the president noted.

'As I have said, the Second Republic is about action and results and all our activities should be streamlined accordingly to make positive and lasting impacts for the growth of our economy and overall improved quality of life for our people,' Mnangagwa said.

He argued that Bureaucracy and old ways of doing business and resolving problems have no place under the Second Republic.

'To that end, I have put in place coordination architecture at the centre of Government. This comprises three apex agencies, which are the Office of the President and Cabinet, the Public Service Commission and the Ministry of Finance and Economic Development,' he said.

President Mnangagwa said his Government expected the signing of performance contracts to improve efficiency in service delivery to the public by holding office holders to account, ensuring that performance and results link with expectations, increasing customer satisfaction with Government services, improving efficiency and performance in resource allocation, and inculcating a performance and results oriented culture.

Performance contracts will be extended to heads of parastatals and State-owned Enterprises and local authorities, in line with the devolution agenda that seeks to promote provincial economies, and eventually even to Cabinet ministers.

The President said the performance contracts would be uploaded onto the Whole of Government Performance Management System, which has been put in place to allow e-monitoring and evaluation.

'In all these processes, the active participation of the citizenry and other stakeholders will be taken into account as the overall performance rating of each individual permanent secretary will also incorporate the inputs from the public,' said President Mnangagwa.

Residens of Ndiza in Muhanga district will no longer have to trek long distance to access medical services- Construction of a Frw7billion magnificent modern hospital is almost complete in Ndiza.

The residents have been walking far away to Kabgayi and Gakenke district to receive medical services ranging from maternity, pediatrics and general medical treatments.

President Paul Kagame in 2015 visited this part of the country and one of the requests from residents was to have a school and hospital. Five years later, the hospital is now available- a private contractor had abandoned construction works in 2018 and the Rwanda Defence Forces took over the project.

Accoding to Muhanga district authorities, engineers on site are now fitting furniture and other equipment — they will also build houses to accommodate physicians and other support staff for the hospital.

Ndiza zonal area has a population of over 100,000 residents- it is composed of five sectors. Upon completion of this facility, residents will be able to access all medical services in one place.

Mpahlwa said it will be among his major areas of concern as the new ambassador accredited to Rwanda. He made the revelation yesterday after presenting letters of credence to President Paul Kagame.

Mpahlwa, 60, has been appointed two years after his country withdrew her representative in Rwanda. In December 2018, South Africa recalled George Nkosinati Twala who was representing South Africa to Rwanda after completing his term. The recalling came two days after tensions triggered by allegations that Rwanda spoke ill of the then South Africa’s Minister of Foreign Affairs.

Even though, reasons for new appointment delay remain unknown, both countries have been hit by diplomatic tensions where Rwanda accused South Africa to grant refuge to fugitives intending to threaten Rwanda’s security like Kayumba Nyamwasa who escaped justice and currently heading RNC terror outfit.

In March 2018, President Cyril Ramaphosa said that the problem of Rwandans being denied visas to South Africa would soon become history after holding talks with President Paul Kagame. However, up to now, Rwandans still struggle to get visa to travel to South Africa.

Rwanda has at different times explained that actions of convicted people or fugitives should not blur bilateral relations.

After presenting letters of credence, Amb. Mpahlwa has revealed that he talked about the problem with President Kagame and expressed sentiments o address it. He explained that solving the problem will be part of his contributions as the new envoy accredited to Rwanda.

'This is a matter that we have spoken about with the president, we both recognized that there some issues but we have both expressed commitment that must help us to normalize relationship. There are many South Africans living in Rwanda, business continues to operate in Rwanda and this must seek common grounds for improved relationships,' he said.

'It is a responsibility awaiting us [visa problem], it has to be done to give meaning to my presence in Rwanda because we have capacity to solve problems to take relations forward. It is something I promised the president that I can relate to what my president would want to see,' added Mpahlwa.

He didn’t precise when the problem will have been fixed but assured it is among his priorities noting that it will be addressed on time.

Mpahlwa has been representing South Africa to Mozambique where he completed his tour of duty this year.

He once served as the Minister of Trade and Industry and held different top positions in South Africa since 2004.
