  • Why President Amin Wanted Kisumu-Naivasha Land Back #rwanda #RwOT

For the past week, young East Africans have been sharing an article from a very old unidentified newspaper indicating how a large chunk of land was removed from part of Uganda and awarded to Kenya.

The excitement about this colonial article has proved to many Kenyans especially those in Kisumu and Naivasha regions that they are originally Ugandans.

Although Ugandans and Kenyans have less interaction save for only cross border trading, the article has shed more light that indeed there is more biological connection between the two neighbouring countries.

Published under the byline of one Faustin Mugabe, the article is titled; ‘Kisumu Naivasha Transferred From Uganda to Kenya’. The article has been going around in circles in thousands of whatsapp groups and triggering a range of nationalistic arguments.

The Uganda  order-in-council 1902 was signed at the court of Buckingham Palace in England. The document, also known as the Uganda Protectorate Order-in-Council, 1902, officially transferred from Uganda the Kisumu and Naivasha territory to the East African Protectorate, now Kenya.

However, the discussion had been made earlier in May by Lord Lansdowne, Secretary of State for Foreign Affairs by Order of Secretary of State No. 15 of 1902.

“In part the proclamations: “And whereas His Majesty has been pleased to direct that the territories hitherto known as eastern Province of the Uganda Protectorate shall form part of the East African Protectorate, I do hereby order that from April 1, 1902 inclusive, the said territories shall be deemed to be within the limits of the East Africa Order-in-Council, 1897 and shall be known as the Kisumu and Naivasha Provinces,” reads part of the article.

For many Ugandans, the article has completely changed their view of President Idi Amin Dada who during his tenure had officially informed Kenya that he was going to expand Uganda to its 1900 boundaries that would return back Kisumu and Naivasha.

Among his titles bestowed upon himself personally was the title of Conqueror of the British Empire- presumably strengthening his intentions to reclaim Uganda’s lost territories.

Kenya sent a stern warning against President Amin saying should he dare with his adventures, would be met with fire and fury. President Jomo Kenyatta had officially entered in war with President Amin.

The two countries began engaging in cutthroat espionage as each assessed the strength of the other in preparation for any possible war.

An opportunity came on July 3rd, 1976 when President Amin facilitated by granting safe landing at Entebbe airport for a plane hijacked by two Palestinians. The plane was carrying 106 hostages including many Israelis.

Israel quickly planned a deadly rescue mission of the hostages but there was a big challenge that Amin had a very strong air force. The only option was to use Kenya, Tanzania to carefully execute the rescue mission.

A Kenyan Agriculture Minister Bruce Roy McKenzie believed to have been an agent for British, South African or Israeli intelligence presented an urgent proposal to President Jomo Kenyatta.

Bruce persuaded Kenyatta to permit Mossad to collect intelligence prior to the rescue operation, and to allow the Israeli Air Force access to the Nairobi airport.

Kenyatta was helpful and nodded to the proposal because at that time Amin was giving him sleepless nights because of the plans to grab back Kisumu and Naivasha.

Before the operation, Bruce assisted a Mossad agent to fly a small spy plane to Entebbe and took aerial photographs of the airport installations and parked fighter jets which were later bombed to ashes by the Israeli troops in the raid.

After the raid, Amin was so furious that almost a quarter of his airforce had been decimated by the Israeli para commandos and rescued 102 hostages.

Later Amin collected intelligence that Kenya had been tactically involved in the Entebbe raid mission. Life continued after the fracas but Amin had a plan to retaliate.

President Amin’s State Research Bureau external wing gathered that Kenya’s Agriculture Minister Bruce Roy McKenzie was the point man for the Israeli commandos.

A bitter President Amin ordered Ugandan agents to assassinate McKenzie.

He was killed on 24 May 1978 when a bomb attached to his aircraft exploded. The bomb was reportedly concealed inside either a mounted antelope head or a carved wooden statue in the form of a lion’s head McKenzie had been presented as a gift from Idi Amin just prior to the flight.

Later, Mossad Chief Director Meir Amit had a forest planted in Israel in McKenzie’s name.

  • Rwandan Media To Sensitise Children Against Covid-19 #rwanda #RwOT

There seems a high level of laxity in the protection of children against contracting the deadly Covid-19 disease that is currently ravaging the globe.

Rwanda has pooled Journalists to deliberate on possible and effective ways of reporting on Covid-19 and its impact on children in the country.

Jean Bosco Gasherebuka the WHO Rwanda Health Information Officer commends local media for closely working with the relevant institutions in communicating about Covid-19.

“Rwanda has implemented all measures against Covid-19 and the media has been instrumental in sensitising the public,” Gasherebuka said on Thursday during a virtual conference.

Children in Rwanda are no exception as they are mostly social and interact closely but this contact among children could trigger spread of the virus.

Experts worry that the more people children interact with, and the longer that interaction, the higher the risk of Covid-19 spread.

Rwandan media may have to actively sensitise, disseminate information that can educate children as the country approaches school re-opening for the first term.

While children may be spending time with other people as they return to school settings, experts say it is important to remember that exposure to additional children and adults outside of daycare or school should be managed to decrease risk.

Experts are recommending that children embrace virtual interaction more as opposed to physical contact.

Children at lower risk of contracting covid-19 are those that connect virtually (via phone calls and video chats).

Those at Medium risk include; Children maintain a distance of 6 feet from each other during the playdates. Playdates should be held outdoors, if possible. Indoor spaces are more risky than outdoor space where it might be harder to keep children apart and there is less ventilation.

Children at Highest risk of contracting Covid-19 include those engaged with frequent indoor playdates with multiple friends or families who are not practicing everyday preventive measures. Also Children that do not maintain a distance of 6 feet from each other are at highest risk of contamination.

  • Police in fresh campaign on COVID-19 prevention practices #rwanda #RwOT

Since Monday, August 10, RNP has deployed its vehicles and motorcycles mounted with loud speakers to convey the Dos and Don’ts designed to prevent further spread of COVID-19.

Vehicles and motorcycles are trekking through markets, trading centres, residential areas and streets spreading safety message to further influence behavioural change and positive actions in line with the government directives and other instructions meant to curb the spread of the pandemic.

RNP spokesperson, CP John Bosco Kabera said that the campaign is in line with the current situation when almost all businesses have resumed, but some of them don’t follow the safety instructions in provision of their services.

“The government put much effort in containing the virus and created a safe atmosphere for most of the services to resume. However, we can’t lean back; the virus is still in our midst and transmitted by the people, who breach the recommended safety behaviours and practices. We are still in a fragile period when individual hygiene and safety choices our sole protection against COVID-19,” CP Kabera said.

He observed that there are some individuals and business owners, whose actions still pose a threat to safety, and which can derail the national efforts to fight the pandemic.

“The message is clear; wear a facemask properly covering your mouth and nose at all times you leave your home; wash or sanitize your hands as many times as possible; maintain social distancing… at least one metre between you and another person; there are also safety instructions when in the vehicle or taxi-moto, which must be adhered to.”

Social distancing, washing hands before boarding and wearing facemask are also compulsory in public service vehicles.

For those using motos, sanitizing hands, having own fabrics to be worn inside a helmet and paying transport fares using cashless services are the prerequisite.
The campaign also emphasizes the 15 and 30 maximum numbers for civil and religious marriage, respectively.

The directives also provide not more than 30 people for the burial ceremony.
Equally, religious services are only allowed after inspection and upon approval by local leaders, and continuously adhering to safety guidelines issued by the Ministry of Health; businesses are encouraged to embrace cashless payment systems.

The general public are urged to do away with the culture of shaking hands and hugging; sports activities are done individually and sports businesses prohibited; entertainment, bars, parties and other social gatherings in homes and public places as well as betting businesses are not allowed.

CP Kabera said: “We are still seeing people undermining these safety guidelines, including movements beyond 9PM. As usual, the RNP way of policing is through awareness and education for the people to understand what is required of them; enforcement follows smoothly, as the public takes ownership of the process.
We believe that when people are informed they also make informed and appropriate decisions, and this is the basis of this campaign.”

“This is not the time to lean back and relax, but rather a period to take utmost individual responsibility to strengthen prevention actions against COVID-19 in all aspects as we go about our errands.”

The public are urged to report any violations on 112 (emergency toll-free line) and 0788311155 (WhatsApp) as well as all other RNP known communication channels including social media platforms. RNP has deployed its vehicles and motorcycles mounted with loud speakers to convey the Dos and Don’ts designed to prevent further spread of COVID-19.
