  • REG in partnership with Zimbabwe Electricity Supply Authority to foster access to electricity #rwanda #RwOT

The MoU signed yesterday in Kigali by the CEO of REG, Ron Weiss and his counterpart of ZESA, Dr Sidney Z. Gata was also witnessed by the Minister of Infrastructure, Amb. Claver Gatete and the Ambassador of Zimbabwe to Rwanda, Prof. Charity Manyeruke.

The signed MoU provides a framework of cooperation and aims at laying the foundation for the establishment of a business understanding leading to the signing of the energy partnership infrastructure implementation agreements between both parties.

The MoU is signed following a visit by officials and engineers from Zimbabwe who have been in Rwanda witnessing the country’s achievements in electricity distribution.

Amb. Gatete explained that the MoU reinforces bilateral relations that it is in the framework of cooperating to promote both countries.

He further stressed that Zimbabwe has come to learn from Rwanda’s experience where officials visited various electricity infrastructure including Shango substation.

Among others, Amb. Gatete said that signed MoU seeks to assess how concerned parties can collaboratively address citizens’ problems.

'They want to emulate a lot witnessed and requested to foster cooperation on both sides. This will serve as the foundation for improved services rendered to citizens,' he said.

Ambassador Manyeruke highlighted that the MoU is centered on cordial diplomatic and economic relations that have deepened roots.

Rwanda and Zimbabwe enjoy existing cordial relations. Rwanda has an ambassador representing its interests in Zimbabwe and vice versa.

In 2017, RwandAir started flights to Harare in Zimbabwe.

  • Israel May Have Allowed Saudi Arabia Control Over Islamic Sites in Jerusalem #rwanda #RwOT

Jordan is growing increasingly worried about reports suggesting that Israel has offered Saudi Arabia control over the Islamic holy sites in Jerusalem, including Haram Al-Sharif/Temple Mount, Jordanian and Palestinian officials said on Thursday.

The recent secret meeting between Prime Minister Benjamin Netanyahu and Saudi Crown Prince Mohammed bin Salman has increased fears in Jordan that the kingdom may lose its status as custodian of the Jerusalem holy sites, the officials said.

The issue dates back to 1924, when the Supreme Muslim Council, the highest Muslim body in charge of Muslim community affairs in Mandatory Palestine, accepted Hussein bin Ali (Sharif of Mecca) as custodian of Al-Aqsa Mosque.

In the 1994 peace treaty with Jordan, Israel committed to 'respect the present special role of the Hashemite Kingdom of Jordan in Muslim Holy shrines in Jerusalem.'

Israel also pledged that when negotiations on the permanent status will take place, it will give high priority to the Jordanian historical role in these shrines.

The Wakf Department that oversees Muslim sites in Jerusalem is controlled by the Jordanian government. In 2013, the Palestinian Authority also recognized Jordan's role through an agreement signed between PA President Mahmoud Abbas and King Abdullah II.

In recent weeks, however, the Jordanians have received 'indications' that Israel, backed by the US administration, was considering granting the Saudis some form of representation in the Jerusalem-based Wakf Department.

  • Parents Should Re-think What Investing In Children Means #rwanda #RwOT

    0Shares
    0

There is a saying I've often heard elders in my community express: that what parents do in moderation, their children will do in excess.

I think it is time parents re-think what investing in their children means, by investing firstly in themselves, in order to better invest in their children.

One could posit that some women fail to reach their full potential due to the negative impact that their upbringing may have had on their chances to succeed.

I believe it is important for parents and guardians, as well as education institutions, to review how they can play a catalytic role in the economic empowerment of women.

In addition to upbringing, institutions should have policies in place which promote the empowerment of women, and this can be done with assistance from gender experts who are able to design and tailor frameworks that are specific to organizations.

Some of the immediate and basic policies governments or organizations may consider implementing are the following:

    • Create and encourage platforms that allow parents to access parent classes and groups within communities.
    • Come up with gender-responsive government policies that have clear gender action plans, which are monitored for implementation.
    • Set aside financial and human resources for the implementation of these policies.
    • Set up accountability measures to monitor progress and implementation.
    • Come up with gender-responsive work policies at an operational level within the organization, such as policies on equal representation of women and men in key decision-making positions e.g. Equal opportunities for employment and promotion and· Commitment from senior leadership within organizations.

Since embracing digital technology, Africa has witnessed significant transformation in many sectors.  Indeed, in Africa,  even though Women's participation has been marginalized in development works, they have been at the forefront of many of these innovations in their economic and social outcomes.

From agriculture to education, governance to finance, and health to infrastructure, information and communications technology (ICT) is shaping our lifestyles — lifting millions from poverty, providing alternative sources of income and employment, and extending the reach of quality healthcare to rural and remote areas.

With the African population set to double by the horizon 2050, it is highly likely that almost half of the continent's population will comprise women.

Given the above statistics, we have a long way to go, as actual numbers don't reflect an equal or fair representation of women in society.

There is a risk of further marginalizing and disempowering women if policies are not adopted and implemented to promote their success.

  • 425 Police officers sacked in 2020 #rwanda #RwOT

The figures were revealed yesterday during the ‘Police High Council’ held at Police headquarters in Kacyiru and chaired by the Minister of Justice and Attorney General, Johnston Busingye.

The council was also attended by the Inspector General of Police (IGP) Dan Munyuza and Deputy IGPs; Juvenal Marizamunda in charge of Administration and Personnel, and Felix Namuhoranye for Operations.

It brought together RNP leadership, heads of departments and territorial units, regional, and district commanders, among others. It also tackled other aspects related to the response to COVID-19, force discipline and welfare.

Inspector General of Police (IGP) Dan Munyuza said that the Council held towards the end of the year provides a platform to assess what has been achieved, where the force stands and the future prospects in terms of provision of security for the people and their property but in consideration of the law.

He explained that the welfare of Police officers, service delivery, continuous while training aimed at improving skills, acquiring modern policing equipment, infrastructure development are also given emphasis though some members are held accountable for indiscipline cases.

Despite the efforts to further improve the welfare of Police officers, some of them exhibit acts of indiscipline such as soliciting bribes. In this year, 425 Police officers were held accountable for various cases of indiscipline (corruption, desertion, drunkenness, theft and poor services). This number, however, indicates a downward trend from 587 Police officers dismissed from the force in 2019,” noted IGP Dan Munyuza.

In the provision of services, Minister Busingye challenged Police officers to always respect human rights and operate within the limits of the law, adding that whoever acts contrary is held accountable.

“Anyone, who engages in criminal acts, however small or big the crime is, affects the rights and wellbeing of the people; Rwandans have showed, through various platforms, that they cannot stand injustice. When a crime is committed, responsible institutions should act swiftly, comfort victims and bring suspects to book,” he said.

Crime prevention is the catalyst to peace, he said, adding that this should start from households, support efforts to ensure that all children are in school, young people educated to start small income generating activities and to be custodians of the law rather than being lawbreakers.

He pledged the government’s continued support towards Police professional services through training and advanced policing equipment.

In the past days, there has been a spate of public outcry in recent days criticizing some police officers for breaking the law as they enforce lawful orders that includes shooting civilians.

The latter saw President Paul Kagame issuing instructions to police top management to completely address the issue.

Later on, Police Spokesperson, CP John Bosco Kabera said that it was inappropriate for the police to use excessive force, and that the police are going to make efforts to inform Rwandans of how such people are being prosecuted.

He cited examples of police officers who shot dead civilians in Nyanza District and beat a resident of Rwamagana to death, all of whom were being prosecuted.

'Police officers involved in the recent incidents of brutality have been arrested and investigations are ongoing,' CP Kabera said.

'A police officer who shot people to death on March, in Nyanza on a motorcycle, was arrested, is being prosecuted. He is in prison, but people don’t know what happened next.'

Police officer who recently beat a resident of Rwamagana District, Karenge is in courts litigation. Also, another one who recently shot to death a resident of Zaza in Ngoma is under investigation. He further added that in addition to legal penalties, police officers are subject to disciplinary action including those that mistreat members of the public, those who harass citizens, those who provide poor services, and those who neglect duty, among others.

CP Kabera says that Police has the mandate to punish its members that police personnel with punishments lasting over six months are dismissed.

Mistakes attracting dismissal in Rwanda’s Police include desertion for over 15 days, possession of explosives with the intention of destabilizing security, corruption, drunkenness, theft and poor services among others.

56 of police members dismissed in August are officers including three senior officers and one at the rank of commissioner.

The list of 17/08/2020 Presidential Order dismissing Officers from Rwanda National Police includes Assistant Commissioner of Police (ACP) Mutsinzi Eric, and three Senior Superintendent of Police (SSP), SSP Vuningoma Alex, SSP Kabanda Emmanuel and Kamali Celestin.

ACP Eric Mutsinzi Spokesperson in Northern Province, commander of Police Battalion on peacekeeping mission in South Sudan in 2016.

SSP Kabanda also served as Police Spokesperson of Traffic Police. In January 2019, he was among 140 police forces on peacekeeping mission in the Republic of Central Africa holding the rank of Chief Superintendent of Police.

Nine Chief Inspector of Police (CIP), Twenty Inspector of Police (IP) and 23 Assistant Inspector of Police (AIP) are also among sacked officers.

ACP Eric Mutsinzi and SSP Kabanda are among Police officers sacked recently.
