    Uganda's Bobi Wine is either a witch or has divine powers protecting him. Earlier today, he narrowly survived a hand grenade that was thrown at him by President Museveni's armed militias.

    Later, when he proceeded to his rally in Jinja, the militias shot at him and his convoy.

    'Our lives are in danger! After blocking us in Kayunga, on the way to Jinja, they blocked the main road and diverted us to a remote road,' Bobi Wine said on his twitter account.

  • World Bank Signs BRD US$9M For Refugee Economic Inclusion #rwanda #RwOT

    The Development Bank of Rwanda (BRD) has signed a US$9,000,000 subsidiary financing agreement with Africa Entrepreneur Collective Rwanda Trustee Company Ltd (AEC RT) and Banque Populaire (BPR) for a  Socio-Economic Inclusion for Refugees and Host Communities in Rwanda (SEIRHCRP) project also referred to as 'Jya Mbere'.

    The funds were signed for in the presence of its partners; Ministry of Emergency Management (MINEMA) and the World Bank on Monday afternoon.

    The World Bank-funded project aims to improve access to basic services and economic opportunities for refugees and host communities, and support environmental management, in the target areas in Rwanda.

    Olivier Kayumba, the Permanent Secretary, MINEMA, said the government is keen to ensure the sustained provision of long-term finance to support the inclusion of Refugees and Host Communities.

    'In light of the massive socio-economic impact of the COVID-19 pandemic both on a global and domestic level in Rwanda, the government acknowledges that refugee and host communities have equally been impacted, therefore fast and substantive action is necessary to help preserve employment, and a continuation of life cycles in the camps and the communities they engage with in a daily basis,' Kayumba said.

    The World Bank congratulates the Development Bank of Rwanda, AEC RT and BPR, on this important milestone, particularly in light of the potential for this partnership to promote entrepreneurship and income-generation among refugees and host communities who have been hard hit by COVID-19. We look forward to other participating financial institutions in target districts joining this grant scheme,' said Rolande Pryce, the World Bank Country Manager for Rwanda.

    'We also acknowledge the long-term development approach to forced displacement which is pioneering work of the Ministry in Charge of Emergency Management (MINEMA) and the United Nations High Commissioner for Refugees (UNHCR). Tackling force displacement, one of the defining humanitarian/development challenges of this generation, is a global priority of the World Bank.'

    Speaking after the signing ceremony, BRD's CEO Kampeta Sayinzoga reiterated the Bank's commitment to effectively implement and operationalize this project.

    'We are excited for this quick off because it falls in line with our mandate to facilitate the emergence of a strong private sector that contributes to socio-economic development in Rwanda. Refugee and host communities in Rwanda are no exception and highly deserve of such initiatives,' she said.

    BRD is also embarking on reconnecting with our mandate as a typical Development Finance Institution as we appropriately align with the Rwanda National Strategy for Transformation (NST1) and the Sustainable Development Goals (SDGs).

    'We therefore thank the first financial institutions AEC and BPR that have become the first applicants to work with us in implementing this initiative and we encourage other financial players to approach us and apply in order to widen the pool as reach more potential beneficiaries,' Kampeta said.

    'This is the right time and a great opportunity to those who are willing to grow.'

    Located in Kigali Special Economic Zone in Masoro, the company started in 2016; producing a variety of dairy products including yogurt, fermented milk, fresh cream, butter, ghee and other products for children and adults.

    Masaka Creamery Ltd produces Masaka Yogurt (made of straw berry and vanilla) in pack sizes of 100; 150, 250, 400 and 500mililiters, 5 liters respectively as well as Masaka Yogurt (Natural) available in five-liter packages.

    'We receive much milk on a daily basis and work closely with over 2000 farmers. This helps to meet demand with high quality bulk production,' she emphasizes.

  • U.S. Embassy Invites Students To Join 2021 EducationUSA Scholars Program #rwanda #RwOT

    The EducationUSA student advising office at the U.S. Embassy in Kigali invites talented Senior 6 students who were top 10 of their class or scored 75% and above in Senior 4, Senior 5, and the first term of Senior 6 to join the 2021 EducationUSA Scholars Program (ESP).

    Only students who will graduate from secondary schools in July 2021 are eligible to apply. Students who graduated in 2019 and years prior are not eligible.

    The U.S. Embassy will partner this year with Bridge2Rwanda (B2R), a U.S.-based nonprofit organization that prepares the best and brightest Rwandan students to compete on an international standard when applying to universities in the United States or around.

    Together, the Embassy and B2R will assist the 2021 EducationUSA Scholars Program cohort in preparing for and negotiating the admissions process to U.S. colleges and universities, in order to better their academic futures and produce highly-skilled and widely-educated leaders to build tomorrow's Rwanda.

    The Education USA Scholars Program is a competitive application process.

    The program will work with selected students through an intensive boot camp in English foundation, standardized tests preparation, and college counselling.

    The program will also include distance learning and virtual support depending on the health situation.

    The program will equip students with knowledge needed to apply and compete for admissions and financial aid from universities in the United States.

    The program is provided free of charge for selected students, but we expect a sincere commitment from the students to give their energy and time to the program.

    Applications are not limited geographically, but students must be able to have somewhere to stay in Kigali during in-person boot camps.

    In addition to this, students must have some access to a computer and internet connection to facilitate their distance learning and virtual support.

  • Police Nabs Three Suspects With Forged Documents, Stamps For 47 Institutions #rwanda #RwOT

    Rwanda National Police (RNP), on Tuesday, December 1, paraded to the media a man suspected to have been issuing forged documents.

    Albert Rwabukwisi arrested in City of Kigali, was also found in possession of forged stamps for at least 47 public and private institutions.

    He was arrested alongside two other people identified as Fardjallah Ndagano Kazimbaya and Ismail Kalisa, who allegedly connived to produce a forged driver's license.

    Among the forged documents and stamps that Rwabukwisi was found with, include those of financial institutions, insurance companies, hospitals and local government entities.

    He was also found with forged checque books for Bank of Africa and Eco Bank as well as stamps for Access Bank, Bank of Africa, BPR, Bank of Kigali, Conge Bank, Rwanda Revenue Authority (RRA), the University Teaching Hospital of Kigali (CHUK), Cemerwa and National Institute of Statistics of Rwanda (NISR).

    Other forged stamps include those of the Rwanda embassy in Germany, Registrar of Land Titles, Kicukiro District, office of lands in Nyarugenge and Nyanza districts, among many others.

    Police also seized three computers, hard disks and memory sticks which contained different forged documents, either issued or were yet to be issued to different people.

    RNP spokesperson, Commissioner of Police (CP) John Bosco Kabera, said that Rwabukwisi was identified after Police intercepted a forged driver's license at Kigali International Airport on November 28, which was being sent through EMS-Rwanda Express to one Sharifa Uwase Kazimbaya, who lives in Canada.

    One of the suspects; Fardjallah Ndagano Kazimbaya is a brother to Sharifa Uwase Kazimbaya. Ndagano and Kalisa allegedly worked with Rwabukwisi to forge the driver's license for Uwase.

    Rwabukwisi, while speaking to the journalists at the Police Metropolitan Headquarters in Remera, said that he was contacted by Uwase and her brother Ndagano back in May to get the driver's license for the former.

    'We agreed that they would pay me Frw150, 000 for the service; they had already paid Frw100, 000. I worked with Claude (still at large) to forge the permit,' Rwabukwisi explained.

    He claimed that by the time of his arrest, he had already issued five forged documents; the seized driver's license, tax clearance certificates and bank statements.

    CP Kabera warned that investigations are still under to identify and arrested anyone connected to this criminal ring, including those that acquired and using issued forged documents.

    'This is an act of usurpation of powers of all the 47 institutions, whose stamps and other documents were forged. The penalty for anyone convicted of forgery is the same to any person that uses a forged document,' CP Kabera said.

    Article 276 of the law determining offences and penalties in general, states that 'any person who, in any manner, forges or alters documents by forged signature or fingerprint, falsifying documents or signatures or impersonation, forging agreements, its provisions, obligations, or discharged obligations commits an offence.

    Any person, who, with fraudulent intention, produces a false written document, causes to write false statements or produces a conflicting declaration, is considered to commit the offence of forgery.

    Upon conviction, he/she is liable to imprisonment for a term of not less than five years but not more than seven years and a fine of not less than Frw3 million and not more than Frw5 million or only one of these penalties.'

    The penalty also applies to any person who knowingly makes use of a forgery document in any way.
