  • Kagame congratulates Nana Akufo-Addo re-elected Ghana president #rwanda #RwOT

    The congratulatory message was delivered via twitter account where Kagame wished him well.

    'Congratulations to my brother and friend President Nana Akufo-Addo on your re-election. It is a testament to the trust the people of Ghana have placed in you. We look forward to continued friendship between our two nations and collaboration towards the prosperity of our people,' he said.

    Nana Akufo-Addo, 76, was elected to lead Ghana for the second term during elections that took place on 7th December 2020 after obtaining 51,30% votes beating his rival John Mahama who got 47,36%.

    Ghana and Rwanda enjoy bilateral relations aimed improving welfare of both countries’ citizens.

    The two countries signed air service cooperation agreements that saw RwandAir launching flights to Accra, Ghana since June 2013.

    RwandAir flights have eased connectivity and cooperation between both countries.

    In 2014, Rwanda’s Private Sector Federation (PSF) signed cooperation agreements with Ghana’s Private Enterprise Federation (PEF) aimed at promoting investment in modern agriculture, tourism, garment industries, investment in construction and mining as well.

    At the beginning of last month, Rwanda’s Minister of Foreign Affairs and International Cooperation, Dr Vincent Biruta visited Ghana for two days where he met with the President of Ghana, Nana Akufo-Addo.

    Last year, Rwanda opened an embassy in Ghana a position that was previously covered by Rwanda’s ambassador with residence in Nigeria.

  • At 95.44% Security maintains lead in Rwanda Governance Scorecard rating #rwanda #RwOT

    RGS is an independent annual publication of the RGB that seeks to gauge the state of governance in Rwanda, comprehensively assesses governance in using both primary and secondary data sources.

    It is mainly designed to generate credible and reliable data on governance issues, serves as practical tool that drives policy reform in the domain of governance through the identification of areas for improvement and generates actionable recommendations and to contribute to current and authentic knowledge formation about Rwanda.

    The launch of the 7th scorecard held today has been attended by various officials from private, public institutions, civil society organizations, higher learning institutions and research centers.

    The research carried out was entrenched on eight pillars namely; :(1) Rule of Law, (2) Political Rights and Civil liberties, (3) Participation and Inclusiveness, (4) Safety and Security,(5) Investing in Human and Social Development, (6)Control of corruption, Transparency and Accountability, (7) Quality of service delivery,(8) Economic and corporate governance.

    The pillar of Security came on top scoring 95,44% in 2020 from 94,29% of 2019, the Rule of Law performed at 87,86% from 84,70 % of last year, Political Rights and Civil liberties scored 85,76 % from 85,17 % while Participation and Inclusiveness got 81,96% from 73 % of last year.

    The pillar of Investing in Human and Social Development scored 73,32% from 68,53%, Control of corruption, Transparency and Accountability got 86,28% from 84,28%, Quality of service delivery scored 78,31 % from 70,54 % while Economic and corporate governance scored 78,14% from 76,43% of last year.

    The CEO of RGB, Dr. Usta Kayitesi thanked the Government of Rwanda for providing required resources for the production of this index and urged all sectors to improve in areas that still rate poorly.

    At the official launch of Rwanda Governance Scorecard 7th Edition, Mr. Fode Ndiaye UN Resident Coordinator commended RGB for setting a good example of self-assessment in the framework of African Peer Review Mechanism.

    The pillar of 'Investing in human and social capital’ is the least performing. Among other areas that need improvement include education, social protection, poverty reduction and climate change resilience.

    As for the pillar of Economic and corporate governance ranked 7th with 78.16, it was reported that more efforts are needed in creating off-farms jobs which still ranks at 56.4%.

    The Minister in the Office of the Presidency, Judith Uwizeye who graced the event highlighted that Rwandans are the primary beneficiaries of Rwanda Governance Scorecard and assured commitment for the implementation of recommendations.

    'We have the interest of generating data that tells us the truth that anybody else cannot tell us. Transformational Governance is a key pillar of National Strategy for Transformation (NST1). Thus, the Government of Rwanda is committed to implement the recommendations of this edition of Rwanda Governance Scorecard for the good of our citizens,' she said.

  • Rwanda : Un Collectif d’Associations de Défense des Droits Humains alerte sur les droits bafoués #rwanda #RwOT

    Le Rapport fait état d’améliorations perceptibles dans le cadre du respect des droits de l’homme au Rwanda. Il pointe du doigt des lacunes et invite les pouvoirs publics à s’investir sérieusement pour dépasser cette situation.

    Le SMIG
    Ce Collectif invite le Gouvernement à revoir à la hausse le SMIG (Salaire Minimum Interprofessionnel Garanti), à être actif pour la question des personnes portées disparues, à être attentif aux conditions des détenus, aux grossesses non désirées des adolescentes. Le rapport du Collectif invite les parlementaires à réétudier la loi sur l’avortement qui, dit-il, est pleine de coquilles à enlever.

    Le Rappor en question reprend d’autres enquêtes conduites par des Associations membres de ce collectif sur l’économie, les conditions de vie sociales, la Culture et la politique. Le rapport cible aussi des catégories sociales déterminées dont les droits des femmes et ceux des enfants, ceux des handicapés, des immigrés et ceux des détenus.

    Le SMIG non revu depuis plus de 40 ans
    Le rapport montre que le fait de ne pas revoir et actualiser le SMIG depuis plus de 40 ans fait que certains travailleurs et autres agents continuent de percevoir des salaires dérisoires qui font chuter leur pouvoir d’achat et détériorer leurs conditions de vie.
    Il est rappelé que la loi fixant le SMIG à 100 Frw par jour date de 1980.
    Le rapport critique que cette cette loi a été révisée en 2018 pour ne faire qu’allusion au SMIG de façon évasive sans fixer le montant de ce SMIG. Pour le rapport, cela jette la confusion car ça ne résoud pas la question des écarts criants de distribution des revenus.

    Dans le domaine du travail, le rapport pointe du doigt le fait que les inspecteurs du travail de districts ne sont actifs et procéduriers que dans le secteur formel et non l’informel. Pire encore, le Rapport montre que l’inspection du travail est superficielle dans le Secteur privé où la sécurité au travail et la vie des agents des entreprises privées sont à risque.

    Des disparitions
    Le rapport est précis à ce sujet. Les enquêteurs sont allés fouiner du côté de la Police des Investigations Crriminelles, le RIB/Rwanda Investigation Bureau pour trouver qu’entre Janvier 2019 et Septembre 2020, RIB a reçu 1301 plaintes pour personnes disparues dont 1124 hommes et 177 femmes.

    Le rapport conclut à ce sujet que beaucoup d’efforts de recherche des agents de RIB ont abouti à 1010 personnes qui ont refait surface, qu’actuellement 291 restent introuvables.

    “Quand un membre de la famille découche pour une seule nuit, la famille s’inquiète et nous appelle pour une action de retrouver leur membre. Ils sont nombreux à nous alerter ainsi. Et quand la disparution s’avère vraie, nous commençons des investigations. Les causes de ces disparitions sont diversifiées. Il y a des gens qui font des soirées prolongées. D’autres fuient leurs résidences pour causes de dettes difficiles à honorer. On trouve d’autres qui, sans avertir, vont loin de leur terroir à la recherche du travail. Des jeunes adolescentes qui fréquentent des salles de dancing ont peur des remontrances de leurs parents et découchent. En clair, il y a de ces disparitions pour lesquelles nous sommes alertés”, a dit le Col. Jeannot Ruhunga, le Secrétaire Exécutif de RIB. Le Collectif l’encourage à déployer ses agents pour que les personnes disparues non encore retrouvées reviennent dans leurs familles.
    Le Collectif invite aussi le Gouvernement à ratifier la Convention internationale sur les disparitions.

    Amendement de la loi sur l’avortement

    Le rapport constate qu’en 2018, la loi sur l’avortement a été amendée. La clause d’une permission expresse du Tribunal pour avorter a été enlevée. “Cela a fait que 150.000 femmes désireuses d’avorter ont reçu des services médicaux permettant l’acte d’avortement en toute sécurité depuis 2018 juqu’à 2020”, dit le Rapport.

    Mais le Collectif n’est pas pour autant satisfait du profil actuel de la loi. Il trouve déplacée la clause selon laquelle les mineures ayant attrapé des grossesses non désirées doivent être accompagnées de leurs parents chez le médecin qui aide l’avortement. Le Collectif trouve que la décision d’avorter de la mineure est personnelle. Et puis, le Collectif trouve incorrect de voir des femmes qu’on emprisonne pour avoir avorté.

    Le Collectif suggère au législateur un amendement de ladite loi pour permettre à une mineure de 12 ans et plus ayant une grossesse non désirée qui remplit les conditions prescrites par la loi sur l’avortement, que telle mineure avorte sans autres contraintes.

    Par ailleurs, le Collectif approuve la loi actuelle qui permet l’avortement dans les conditions d’une mineure, de grossesse due à un viol, d’une grossesse contractée de façon forcée avant le mariage de deux conjoints.

  • Kabila Quits Kinshasa To Kolwezi After Losing Parliamentary Majority #rwanda #RwOT

    Although DRC's Senator-for-life Joseph Kabila Kabange had previously suspended his trip to Kolwezi — the capital city of Lualaba Province in the south of the Democratic Republic of the Congo, this afternoon he suddenly travelled there.

    Kabila was seen on the Kinshasa airport tarmac walking with his entourage to board a waiting Private jet to fly to Kolwezi.

    All Congolese newspapers are awash with this trip on high suspicion that the former President may be trying to lobby for something after losing badly in the Sunday's parliamentary wrestle with President Felix Tshisekedi.

    Kabila is considered to be patching up plan B after he lost a parliamentary majority and speaker Jeanine Mabunda.

    The President of the National Assembly Jeanine Mabunda was dismissed this Thursday, December 10, 2020 at the end of the vote organized today in the National Assembly.

    Out of 483 voters, 281 voted in favor of the dismissal of Jeanine Mabunda, 200 voted against, while a deputy abstained and a void ballot. Note that when this petition was filed, 250 elected representatives had signed it.

    Jeanine Mabunda was the subject of a petition, as were the other members of the bureau of the lower house of Parliament.

  • Unveiled: Rwanda Governance Scorecard 7th Edition #rwanda #RwOT

    The 7th edition of the Rwanda Governance Scorecard (RGS) has been unveiled today at the Kigali Convention Centre.

    The event is attended by officials from government institutions, private sector, Civil Society Organisatons, research and higher learning institutions, Development partners' agencies.

    According to the Rwanda Governance Board, this 7th edition Scorecard is built on 8 pillars, 35 indicators and 136 variables. Its methodology builds on global indicators and relies on local data, including administrative data, perception and expert surveys.

    'All the pillars recorded an improvement Compared to the previous edition. Safety and Security continues to lead with a score of 95.44%. Participation and Inclusiveness attained the highest improvement rate of 8.96%,' says RGB.

    Details also indicate that Rule of Law ranked 2nd with 87.86% while, Fighting corruption, transparency and accountability ranked 3rd with 86.28%.

    Political Rights and civil liberties ranked 4th with 85.76% and Participation and inclusiveness ranked 5th with 81.96%..

    In another rating, the Quality of service delivery ranked 6th with 78.31%, with an improvement of 7.77% from 70.54% in the previous edition.

    For Economic and corporate governance ranked 7th with 78.16%, Foreign trade and industrialization improved by 12.9%, yet efforts are needed in creating off-farms jobs which still ranks at 56.4%.

    The findings in the report also show that Investing in human and social capital is the least performing with 73.32% from 68.52% in the previous edition. Areas that need improvement include education, social protection, poverty reduction and climate change resilience.

    Dr. Usta Kaitesi CEO Rwanda Governance Board urged all sectors to improve in areas that still perform poorly.

    At the ceremony, Fode Ndiaye the Resident Coordinator of UN-Rwanda commended the government of Rwanda for setting a good example of self-assessment in the framework of African Peer Review Mechanism.

    What is this Scorecard?

    The Rwanda Governance Scorecard (RGS) is an annual publication of the Rwanda Governance Board (RGB) that seeks to accurately gauge the state of governance in Rwanda.

    The Scorecard is a comprehensive governance assessment tool constructed from data based on over 200 questions, which are structured based on a set of 8 indicators, 35 sub-indicators and 143 sub-sub-indicators. This initiative reflects a continued commitment to evidence-based policies and objective self-assessment in order to identify areas for improvement and drive policy reforms.

    It has now become customary for Rwanda to produce evidence of its rapid economic development in various domains, including governance, to feed and inform a number of external comparative assessments.

    A unique and significant aspect of the RGS vis-à-vis external assessments is that it utilizes a plethora of new, locally-generated data sources, such as citizen perception surveys and detailed institutional data, which are often not considered by external indexes.

    The RGS thus seeks to meet the following objectives : To generate credible and reliable data on governance issues for national and international stakeholders ; To serve as a practical tool that will drive policy reform through the identification of areas for improvement and actionable recommendations ; To contribute to current knowledge about governance in Rwanda.

    The 18 Provinces in Burundi include; Bubanza,Bujumbura Mairie, Bujumbura Rural, Bururi, Cankuzo, Cibitoke, Gitega, Karuzi, Kayanza, Kirundo, Makamba, Muramvya, Muyinga, Mwaro, Ngozi, Rumonge, Rutana and Ruyigi.
