  • Rwanda’s economy shrinks by 24% during second quarter of 2020 due to COVID-19 #rwanda #RwOT

    Rwanda’s economy has decreased by 24.1% during the second quarter of 2020 compared to 2019 due to effects of COVID-19 as per figures from the Ministry of Finance and Economic Planning (MINECOFIN).

    The Minister of Finance and Economic Planning, Dr Uzziel Ndagijimana revealed this yesterday as he presented state of national budget and economy to the general assembly of parliamentarians.

    Figures show that Rwanda’s economy in 2019 respectively grew by 12.3%, 10.9%, and 8.4% in the second, third and fourth quarters.

    Unlike last year’s figures, Rwanda registered 3.6% growth in the first quarter of 2020 and plummeted by 12.4% in the second quarter translating into 24.1% decrease compared to similar quarter in 2019.

    Dr Ndagijimana attributed the shortfall to imposed countrywide lockdown halting many activities.

    'Covid-19 effects were deeper during the second quarter from April until June including the period of lockdown spent at home putting many on standstill. This resulted into economic downfall in all sectors,' he said.

    Transport, commerce, education, construction, export, hotels, restaurants and agriculture are among sectors critically affected by Covid-19.

    Dr Ndagijimana explained that reopening of activities and current situation gives hope for economic recovery and expressed optimism that the country might return to normalcy if the current pace is not withheld.

    'The current situation is promising as we are gradually progressing after lockdown. We are still performing below zero but moving forward. This is a good indication giving optimism for recovery,' he said.

    Covid-19 has also affected employment in no smaller part. The labour force survey conducted every three months shows that jobs decreased from 3,568,934 in February to 31, 9914 in May when Covid-19 was still fresh. This translates into 10% decrease in jobs.

    The latest figures in August show that jobs have increased to 3,667,611 exceeding the numbers before the first case of Covid-19 was confirmed in Rwanda.
    Overall, employment was increased by 3% across all sectors of the labour force from February until August 2020.

    Ndagijimana explained that international trade was also affected seen in the decrease of imports and exports which are currently on the way to recovery.

    Figures from the International Monetary Fund (IMF) show that the world’s economy slumped by 4.4% due to Covid-19 but projected to grow by 5.2% in 2021 if the pandemic is less intense.

  • Rwanda To Deploy Dogs At Airport For Scent Identification Of COVID-19 #rwanda #RwOT

    Sooner than later, Rwanda will deploy highly trained sniffing dogs at Kigali International Airport (KIA) to facilitate the detection of Covid-infected persons.

    The project, run by Rwanda Biomedical Center in conjunction with other institutions including the Rwanda National Police (Canine Unit), will  create a rapid and cost-effective identification of COVID-19 infected patients at the airport.

    Rwanda re-opened its international airport on August 1, 2020, since then a total of close to 15000 people have gone through Kigali International Airport (KIA) and underwent a RT-PCR SARS-CoV-2 test upon arrival.

    Yet, diagnosis based on RT-PCR is expensive (50-100 USD) and time-consuming (24-48 hours). In view of rapid identification of SARS-CoV-2 infected patients in places where large gatherings occur, this project is informed by the fact that it is paramount to explore other ways and technologies of testing.

    The overall goal of this project is rapid screening of SARS-CoV-2 infected asymptomatic and symptomatic patients at KIA, therefore breaking the transmission chain and curbing the COVID-19 pandemic.

    The introduction of a Detection Dog Training System (DDTS) is expected to reduce the cost and time of SARS-CoV-2 testing of passengers at KIA.

    This project is also supported by the Federal Republic of Germany with the training system.

    An MoU was signed on Monday, November 23, between Dr. Sabin Nsanzimana, the Director General of RBC and Germany Ambassador to Rwanda Dr. Thomas Kurz.

    In the MoU, Germany is supporting Rwanda RBC's purchase of a scent machine to train the service dogs in the detection of Covid 19 on the skin. A fine cloth is gently moved over one's skin and then those cloths are put into the detection machine. The dog will examine them for specific smell of skin particles of a Covid-infected person.

    Rwanda has professional trained dogs and RBC will be collaborating with the University of Veterinary Medicine Hanover, under Prof. Dr. Holger Volk, PhD, and his team as well as the German military dog school.

    In cooperation with the University of Veterinary Medicine Hanover, research is being conducted into whether the service dogs of the German Armed Forces are able to identify the novel coronavirus SARS-Schweres Akutes Respiratorisches Syndrom-CoV-2 from the smell of saliva samples.

  • New Market Realities for 2021 Expected to Drive Revisions of Fiscal Terms to Improve Competitiveness #rwanda #RwOT

     

    Many African governments will take steps to adjust the fiscal regimes in 2021 to improve competitiveness

    JOHANNESBURG, South Africa, November 24, 2020/ — Projected market conditions for 2021 do not indicate a return to high commodity prices, implying that the super profit era of petroleum is over; The industry's cost base has been adjusted, but African fiscal regimes are often lagging behind and remain uncompetitive in this new environment; Many African governments will take steps to adjust the fiscal regimes in 2021 to improve competitiveness.

    Without bold fiscal reforms, Africa is doomed to further loose its global market share of oil & gas investment and production. This is a major takeaway, if not not the most important takeaway, from the Africa Energy Outlook 2021 released this month by the African Energy Chamber. As oil prices settle around the $60/bbl threshold in a few years, the end of the super-profit era is over and adopting competitive fiscal frameworks will become increasingly central to maintaining investment in the sector.

    However, changing fiscal regimes do come with challenges. It causes uncertainty, it distorts the expected revenue profile for the state, and it is hard to arrive at what the fiscal parameters should be. Capital is nevertheless fungible, and to attract capital to possible future projects, African nations with petroleum resources will most likely have to adapt their fiscal regimes similar to how other nations have adapted them in light of the current era. Failing to do so can lead to stranded resources and outcompeted projects.

    Across the continent, major projects are unlikely to be sanctioned because of challenging market dynamics, but especially because of uncompetitive fiscal regimes. The passing of the Deep Offshore and Inland Basin Production Sharing Contract (Amendment) Act, 2019 in Nigeria is an unfortunate example. The Amendment Act introduced in 2019 a combined production and price-based royalty system to replace the existing production-based royalty system, which varies according to areas of operations. While the Amendment Act is expected to help maximise government take from PSCs, it also renders the development of deepwater fields less economical. As a result, multi-billion dollar projects in Nigerian deep water are now back on the shelves because uneconomical under such fiscal terms. They notably include Owowo (ExxonMobil), Bonga South West Aparo (Shell), Bosi (ExxonMobil), Nsiko (Chevron), Preowei (Total) or Uge (ExxonMobil). Regardless of how advanced each of these pre-FID projects were, their sanctioning will not happen unless revisions are brought to the Nigerian deep water fiscal environment. Only the passing of the Petroleum Industry Bill (PIB) could now pave the way for the sanctioning before the end of the decade.

    Elsewhere, market-driven fiscal reforms have brought opposite results and currently maintaining momentum in upstream activity. Angola for instance has been promoting a much stronger enabling environment since 2017. The country has completely overhauled its regulatory framework, especially to encourage investments in gas and marginal fields. Such measures have supported the sanctioning of several deep water subsea tie back projects by international majors, confirming the direct link between attractive fiscal terms and investments. These notably include Block 17 and 32 (Total), Block 31 (BP), Block 15/06 (Eni), Block 15 (ExxonMobil) and Block 14 (Chevron).

    Within its 2021 Outlook, the Chamber notably demonstrates how the adoption of a UK-type fiscal regime can help unlock $100 billion investments in Africa, even in a $50/bbl scenario. The same reforms could result in a production increase of up to 1 million barrels per day by 2030 on the continent. Such achievements and their impact on macro-economic stability and jobs creation cannot be under-estimated as African nations seeks efficient ways to recover from the Covid-19 pandemic.
