  • African Development Bank Board Approves People Strategy For 2021-2025 #rwanda #RwOT

    The African Development Bank's Board  has approved a new People Strategy for the next five years, designed to enhance the Bank's standing as the continent's premier development institution.

    The strategy seeks to tap the Bank's human capital — its most valuable resource — to deliver, through the institution's projects, optimal development results for the people of Africa.

    A key management commitment made as part of the 2019 General Capital Increase, the People Strategy is designed to:

    • promote a stronger Employee Value Proposition;
    • attract and retain top-notch staff; and
    • raise the Bank's employee engagement index to 85% or higher by 2025.

    The broad objectives of the People Strategy include building a talented, resilient and diverse workforce with the right skills, attitudes and passion to deliver the best development solutions for Bank clients.

    The strategy also seeks to create a forward-looking workplace, with staff that are equipped with the right tools and technologies, to promote a culture of strong performance and accountability.

    Furthermore, it aims to enhance collaboration among all Bank stakeholders to achieve the best results for Africa.

    Ultimately, the ambition of the People Strategy is to make the Bank the best place to work in development for Africa.

    Commenting on the People Strategy, Mateus Magala, Vice President of Corporate Services and Human Resources, said, 'We are delighted to move forward with the adoption of the AfDB's People Strategy for the next five years, a period of great challenge as well as great opportunity for the African continent.'

    The document outlines the vision of the Bank towards attracting talent with passion to 'the best place to be' for the development of Africa.

    It points to the African Development Bank as the place for realization of the full potential of its people, and defines a new level of engagement with its staff through the Employee Value Proposition.

    The Strategy was developed on the basis of feedback received through extensive and wide-ranging consultations with stakeholders across the Bank, with the overall objective of supporting the delivery of development outcomes and impact for the continent.

    'We remain focused on its full and rapid implementation to propel the institution to become a higher-performing organization to support the Bank's mission,' Magala said.

  • Kagame urges Africans in the diaspora to remain connected to their continent #rwanda #RwOT

    Kagame delivered the message yesterday as he virtually addressed participants of the summit of African Diaspora Network coinciding with 10 year anniversary.

    The network was created ten years ago with a mission is to harness and engage the intellectual, financial, philanthropic and entrepreneurial capacity of Africans and friends of Africa to advance the continent’s development in different areas.

    Kagame thanked the network’s for having brought together thousands of like-minded people to believe in and contribute to the progress of the continent over the years.

    He emphasized that new ways to contribute to the progress of Africa are needed to mitigate the effects of COVID-19 pandemic.

    'This year, you have adapted to the Covid pandemic by finding new ways to serve and connect your members. Rwanda and other country on the continent are doing the same, as we work to mitigate the impact of the pandemic on our people and our economies,' he said.

    'Although it is more difficult, we have to think beyond the present moment by mobilizing resources and new ideas to accelerate the development our people need.

    Africans in the diaspora can continue to play a role in this,' added Kagame.
    He also pointed out an example of the African Continental Free Trade Area, which is nearing implementation noting that it provides vast opportunities.

    'For example, African Continental Free Trade Area, which is nearing implementation, provides vast opportunities for investment, business, and human capital development, on a scale never seen before,' said Kagame.

    He stressed the need to learn from the experience of others in regional integration and technological innovation to ensure success. Kagame also shared Rwanda’s experience which has been a proof that that paying serious attention serious attention to inclusivity, leaving no one behind is paramount to achieving envisaged goal.

    'In Rwanda, we have learned that one way to get to where we need to be, is to pay serious attention to inclusivity , leaving no one behind. For example, by guaranteeing the participation of women in leadership at all levels, we can only win,' he noted.

    The President further urged the diaspora network to continue to remain engaged with Africa.

    'There are many ways to stay up-to-date with what is happening here, and take part in the many opportunities that our continent has always offered. We will continue to be good partners on this front, and indeed we look to you to do your part in addressing the challenges facing Africa,' he stated.

    Africans in the diaspora play a great role in the development of their countries through support to their families and investments.

    In 2018, the World Bank reported that African diaspora’s funding to Sub-Saharan Africa increased by 10%, thus reaching US$ 46 billion.

    President Paul Kagame has encouraged Africans in the diaspora to take part in the development of their continent.

  • USAID, Rwanda launch the Umurimo Kuri Bose program to promote employment among youth with disabilities #rwanda #RwOT

    The U.S. Agency for International Development (USAID) in collaboration with the Rwandan government have launched the Umurimo Kuri Bose (Kinyarwanda for 'Employment for All') activity, to promote an inclusive and enabling  environment for youth with disabilities to access and succeed in employment on the Rwandan  market. 

    The launch took place in Kigali on December 2, 2020 ahead of the celebration of the International Day for People with Disabilities on December 3.

    Youth, particularly youth with disabilities, struggle to obtain meaningful employment, and this situation has only been worsened by the COVID-19 pandemic. Recent statistics from the National Institute of Statistics of Rwanda (NISR 2017) place Rwanda's overall unemployment rate at 16.7%; the rate is 18.5% of unemployment rate for persons with disabilities, and overall youth unemployment rate is even higher at 21%.

    The Umurimo Kuri Bose activity will tackle barriers that hinder youth with disabilities from attaining employment opportunities, addressing both the supply and demand sides of the labor market.

    The activity will also bridge disability inclusion gaps by increasing employability skills, empowerment, engagement, and equity for youth with disabilities through sign language and braille training; and a comprehensive package of training modules coupled with internships placement support to provide hands-on work experience.  

    'It is a project that we are very grateful for because young people or people with disabilities face the barriers to get a job as most of them do not have the opportunity to go to school. When a person is educated he or she can also find a job on his or her own or work in different institutions', the Executive Secretary of National Council of People with Disabilities NCPD, Emmanuel Ndayisaba has explanained.

    The Minister of State in Charge of Social Affairs and Social Protection Ignatienne Nyirarukundo, said the project will help in the economic development of people with disabilities themselves and the country as a whole.

    'It's possible for anyone with a disability to get a job and the dissent one. That is a battle we have to fight together to give different people with disabilities the opportunity to have access to employment', she says.

    The Umurimo Kuri Bose complements other USAID investments, including Huguka Dukore Akazi Kanoze. Positive youth development and inclusion of people with disabilities are strategic priorities through USAID's activities in Rwanda. 

    The US Ambassador to Rwanda, Peter Vrooman, said that supporting people with disabilities cannot be taken as charity, rather they deserve it and it's their rights.

    He said: 'People with disabilities, especially young people don't have many opportunities and yet they can be great workers, we want this program aims to give them labor opportunities. Giving them something is their rights. By empowering them, they can contribute as they have their own talents to be successfully in the workplace'

    He called upon government entities, civil societies and private companies to promote inclusion as a way of promoting innovation and reducing stigma among people with disabilities.

    When asked about USAID's commitment to inclusive education, USAID's Mission Director in Rwanda, Leslie Marbury explained, 'USAID is partnering with the Government of Rwanda to  equip youth with the skills they need for successful employment or self-employment, as well as  to create a society in which people with disabilities participate fully.'

    USAID Umurimo Kuri Bose which is an investment of nearly Rwf1.5 billion(USD $1.5 million) over two years, will support employment and economic empowerment of 1,560 youth  of which 1,200 are youth with disabilities in 12 districts in Rwanda.

    It is implemented by Development Center, Inc. (EDC), in partnership with Umbrella of Organizations of People with  Disabilities in the Fight against HIV and AIDS in Health Promotion (UPHLS), Akazi Kanoze  Access (AKA), Rwanda Union of the Blind (RUB), Rwanda National Union of the Deaf (RNUD),  and UWEZO Youth Empowerment.

    The President of the Republic of Rwanda, Paul Kagame, has tasked the Office of the Ombudsperson to step up  efforts to educate the Rwandan people about their rights, the laws that protect them, understand and recognize them, and other institutions they can appeal to.
     
    Kagame made the remarks on Wednesday, December 2, 2020, during the swearing-in ceremony of the new Ombudsperson, Nirere Madeleine, at Village Urugwiro.
     
    President Kagame said he was pleased to receive the oath of the Ombudsperson, who agreed to lead the fight against corruption and injustice in Rwanda in collaboration with other Rwandans.
     

     
    President Kagame has stated that this is not a new position for Mrs Nirere as she has been the head of the National Commission for Human Rights for some time.
     
    President Kagame reminded that injustice and corruption are among the obstacles to human rights and slow down the development of the country.
     
    'It simply came to our notice then. We want the work to be done properly. '
     
    President Kagame called on these institutions to be more complementary to each other in the struggle, to work together, not to replace or contradict each other because their responsibility is to complement each other and not to contradict each other, and no one should interfere in the responsibilities of another.
     
    The Head of State also reminded that the Office of the Ombudsperson should work closely with other agencies, especially the judiciary and local authorities.
     
    'Where corruption is detected, where injustice is reported, … those in charge at the time are expected to address the issue as soon as possible,' he said.
     
    The Cabinet meeting held at Village Urugwiro under the chairmanship of the President of the Republic of Rwanda, Paul Kagame, on Wednesday, November 11, 2020, appointed Nirere Madeleine as Ombudsperson.

  • Rwanda: Wife of one of the three journalists imprisoned over Youtube dangerous publications  griefs as husband's trial delays #rwanda #RwOT

     

    TUYIZERE Innocente, is the wife of Niyonsenga Schadrack, a journalist jailed together with two colleagues in 2018 for the published content on Iwacu TV Youtube Channel.

    The woman is saddened by the fact that the journalists, including her husband, have been in custody for more than two years and have not yet been tried.

    The three journalists, Mutuyimana Jean Damascène, Nshimiyimana Jean Baptiste and Niyonsenga Schadrack, were arrested in October 2018 on charges of 'publishing contents or images that endanger National Security'.

    TUYIZERE Innocente, the wife of Niyonsenga Schadrack, told Ukwezi that she had been running in various places demanding that they be given a trial date but that she was still depressed, and called on the judiciary to bring them to justice as she waited too much citing more than two years without trial.

    On the side of Rwanda Media Commission, Barore Cleophas, the head of the Media Self-regulatory Body, told Ukwezi that they had no jurisdiction over the courts so that they can not force the court to expedite the hearing, saying that this is for the judiciary to pursue.

    The Journalists' lawyer, Marie Louise Mukashema, told Ukwezi that after a trial on detention and release, they were given a trial date but the name of the crime changed.

    The case was re-assigned to another court, and the court has ruled that it has no jurisdiction to try the case.

    She says that although they have been delayed due to a number of reasons, they have now filed an urgent appeal demanding that they be released and will stand trial without detention, and that they are confident because that is what the law provides.

    The trial is set to begin on December 3, 2020.

  • Israel Parliament In Process Of Dissolving Government #rwanda #RwOT

    Israel faced the prospect of political chaos once again Wednesday when lawmakers approved a preliminary measure to dissolve the turbulent coalition government, putting the country on a path to its fourth election in two years.

    The vote of 61 to 54 to advance the proposal marked another escalation of a political crisis that has left the country with only a caretaker government for more than a year and a largely dysfunctional unity coalition during the mounting coronavirus pandemic and accompanying economic collapse.

    Wednesday's bill does not take immediate effect. Negotiations among the feuding factions could still head off final action on the proposal as it moves to a parliamentary committee before coming back for three more votes by the full Knesset, Israel's parliament. Among the issues to be negotiated will be the timing of elections.

    But the push to topple the coalition got a major boost when Benny Gantz, leader of the Blue and White party that shares power with Prime Minister's Benjamin Netanyahu's Likud party, announced he would support ending the government.

    Gantz, who battled Netanyahu to inconclusive results over three previous elections, agreed to join his rival in a coalition government in April as coronavirus cases were beginning to spiral. He became both the defense minister and an 'alternate' prime minister scheduled to rotate into the top job in autumn 2021.

    But after seven tumultuous months, he effectively declared the power-sharing effort sharing a failure, accusing Netanyahu of bad-faith political maneuvers meant to prolong his grip on power.

    'I had no illusions about Netanyahu,' Gantz said in announcing his party's support for the no-confidence bill.

    'I was well aware of his track record as a serial promise-breaker, but I thought that the people of Israel are more important than one leader, and that Netanyahu would rise to the occasion. Much to my dismay, that didn't happen.'

    How is the government elected?

    Based on a system of proportional representation, where voters select a party instead of a specific individual, Israeli elections have always resulted in coalition governments.

    To win an outright majority, a party would need to win more than 60 seats in the 120-member Knesset.

    The minimum required for a party to win a Knesset seat is two percent of the total votes cast.

    The prime minister is normally — but not always — the leader of the party that wins the most seats. He or she then negotiates with other parties to form a governing coalition.

    In the 2009 election, although the incumbent prime minister's party, Kadima, won the most seats in the parliament, the Likud leader Binyamin Netanyahu was able to form a majority coalition government and become the new prime minister.

    Bill to disband Knesset passes in plenum

    The short term of the 23rd Knesset came one key step closer to completion on Wednesday, when MKs from the opposition and Blue and White passed Knesset dispersal bills.

    Bills sponsored by Meretz and Yesh Atid-Telem passed by a vote of 61 to 54. Bills sponsored by Yamina and the Joint List did not pass.

    While the voting took place, Prime Minister Benjamin Netanyahu and Alternate Prime Minister Benny Gantz sat next to each other and made a point of looking in different directions. Earlier, Likud minister David Amsalem, who is close to Netanyahu, called Gantz 'spineless.'

    The bills were only passed in their preliminary readings, so they must pass three more times in the plenum and three times in the Knesset House Committee to become law and enable the parliament to be dispersed.

    The Joint List's four-member Ra'am (United Arab List) party, led by MK Mansour Abbas, decided to not attend the vote, despite pressure from their Joint List colleagues to support the bill.

    Prime Minister Benjamin Netanyahu will respond to the Knesset's dispersal bills at 8pm on Wednesday evening during the highly rated nightly newscasts, his Likud Party announced.

    'I call upon the Knesset to vote in favor of this bill, to disperse and let the people of Israel choose a government that genuinely cares about them,' said opposition leader Yair Lapid (Yesh Atid-Telem), who initiated the process of dispersing the Knesset.

    Lapid said his bill was not intended to be 'just another round of 'anyone but Bibi,’' aimed at defeating Netanyahu.

    He said the bill was being presented, 'because it's time to end that focus and 'the anger and the hatred and the terrible mismanagement and the politics that are destroying our country won't end as long as he's there.'

    Meretz leader Nitzan Horowitz told the Knesset plenum that Netanyahu needed to leave office due to his criminal cases, and he would have already left had Blue and White listened to his office and not joined the government.

    He said he hoped the voters of the Center-Left camp had learned the lesson to not support 'Trojan horses who spit in their faces,' referring to Blue and White, Labor and Gesher.

    Joint List head Ayman Odeh said his voters would ensure that Netanyahu would leave office and end up in jail.

    Yamina faction head Ayelet Shaked said she hoped the Knesset is dispersed and replaced with a better government as soon as possible.

    Immediately after the bills are advanced, negotiations are expected between Blue and White and Likud on passing the 2020 and 2021 state budgets and avoiding early elections.

    Coalition Chairman Miki Zohar said he would ask Netanyahu to negotiate with Gantz and keep the government together, because it is not right to go to elections until after the coronavirus crisis ends.

    In a gesture to the Likud, Blue and White postponed by a week a vote on its controversial Equality Bill.

    The bill was strongly opposed by Likud and its coalition partners in Shas and United Torah Judaism, as well as the right-wing Derech Eretz party that is part of the Blue and White faction.

    The Knesset is the unicameral national legislature of Israel. As the legislative branch of the Israeli government, the Knesset passes all laws, elects the President and Prime Minister, approves the cabinet, and supervises the work of the government. In addition, the Knesset elects the State Comptroller. The last election was held in March 2020.
