  • Continental Free Trade Area lifeblood of Africa’s integration, prosperity-Kagame #rwanda #RwOT

    'The Continental Free Trade Area is the lifeblood of our continent’s integration and prosperity. It will also be the primary portal through which Africa engages with its partners around the world on trade and investment. We must therefore work together continuously to protect and strengthen this pact for the sake of the generations that follow us.'

    Kagame made the remarks on Saturday as he participated in the 13th Extraordinary Sessions of the Assembly of the African Union (AU) which took place virtually.

    The 13th Extraordinary AU Summit began on the morning of 05th December 2020 to finalise the instruments of African Continental Free Trade Area so that trading may commence on 1st January 2021. After the opening ceremony with statements by the Chairperson of the AU, President Cyril Ramaphosa of South Africa, the Chairperson of the AU Commission, Moussa Faki Mahamat, and the Secretary General of the AfCFTA Secretariat, Wamkele Mene, participants moved into closed session.

    President Kagame made a statement during the closed session stressing the importance of the AfCFTA to Africa’s integration and prosperity agenda.

    He congratulated the African Ministers of Trade, the African Union Commission, and the new AfCFTA Secretariat for successfully overseeing the technical negotiations.

    'I wish to congratulate the African Ministers of Trade, African Union Commission and the new AfCFTA secretariat for successfully overseeing the technical negotiations. The remaining negotiations should be completed as soon as possible in order to maximize the benefits of higher trade volumes for all of us,' he said.

    Kagame stressed that the African Continental Free Trade Area will always be associated with the name of President Mamadou Yusuf of Niger 'who has led this process on behalf of the assembly’ and thanked him for outstanding contributions.

    Among others, Kagame observed that it is a collective achievement which could not have happened without the strong support of the African heads of state and Government who have remained steadfast throughout the journey.

    He noted that such level of commitment 'will continue to be necessary to sustain the agreement and make it successful’.

    A World Bank report released in December 2019 on the AfCFTA showed that the common market would benefit the African continent in different ways.

    The African Continental Free Trade Agreement which was signed by 44 African countries on March 21st, 2018 in Kigali shows that a single market for goods and services across Africa will lead to poverty reduction. At least 30 million Africans (1.5% of Africans) will rise above the poverty line.

    The report shows that 12 million people in West Africa, 9.3 million in Central Africa and 4.8 million in East Africa will rise above the poverty line. The AfCFTA has the potential of lifting 67.9 million Africans (3.6% of Africans) to middle income status by 2035. That is a $5.50 income per day.

    The AfCFTA will connect 1.3 billion African citizens from 54 countries and is expected to generate $3.4 trillion annually. This trade bloc will improve Intra-African trade and definitely solve the problem of food import in Africa.

    The Continental Free Trade Area was expected to start operating on July 1st, 2020 but was delayed due to Covid pandemic. The starting date has been extended to 1st January 2021.

  • South Africa's Ruling Party Factions Cash At NEC Meeting #rwanda #RwOT

    South Africa's Ruling party ANC Secretary-General Ace Magashule is being shovled to step aside from his position if all other leaders who are implicated in wrongdoing- including President Cyril Ramaphosa — do the same.

    This was the blunt message delivered by Magashule's allies during a contentious national working committee meeting at the beginning of this week on Monday.

    Magashule & his allies have been calling on individual NEC members to whip up support against his possible removal from office.

    Magashule has gone as far as urging members to 'fight' for him, as he is unwilling to step aside.

    Magashule is battling a court case in which he is accused of swindling a total of up to R10 million (U$639,652) from the failed multi-million rand asbestos project. R255 million was paid out in a tender to remove asbestos from the roofs on houses while Magashule was Premier.

    After his appearance in court, Magashule told a crowd outside that he would not step aside unless told to do so by the ANC branches.

    However, the ANC constitution says the secretary-general can temporarily suspend a member for various misdemeanours that bring the party into disrepute — a corruption charge applies to that definition.

    Since Magashule is the one being accused in this situation, the task of implementing the Party rules would fall to his deputy.

    The 'step-aside rule' was confirmed in a conference resolution of the 2017 Nasrec conference and reaffirmed in a special anti-corruption NEC in August.

    'There will be a reassertion that all those charged must step aside,' said an NEC member who spoke on condition of anonymity.

    The person predicted that there would be 'fireworks' at the two-day meeting, which gets under way on Sunday, 6 December.

    'Demand that every cadre accused of, or reported to be involved in, corrupt practices accounts to the Integrity Committee immediately or faces DC (disciplinary committee) processes,' says the 2017 'step-aside rule' resolution.

    This resolution adds that: 'Summarily suspend people who fail to give an acceptable explanation or to voluntarily step down, while they face disciplinary, investigative or prosecutorial procedures.'

    According to some ANC NEC members this 'step-aside rule' is binding on Magashule although he has a different interpretation to it.

    Ramaphosa is increasingly standing isolated in the party's top six as an adherent to the step-aside rule.

    Burundi is not about to disappoint with yet again news of first family awards as new President Gen. Evariste Ndayishimiye consolidates power and so is the first son officially arriving into the media domain.

    On Saturday, the First son was among the graduates at the prestigious Lycée du Lac Tanganyika, he was awarded a certificate. The Lycée du Lac Tanganyika founded in 1983 is a mixed public school, general humanities, located in the industrial district at Boulevard de la Tanzania, in the municipality of Bujumbura.

    'I join with the joy of the families of the winners of the Lycée du Lac Tanganyika in congratulating my eldest son on the occasion of obtaining his high school leaving certificate. We wish them every success in pursuing their academic and professional career,' The First Lady Angeline Ndayishimiye Ndayubaha said, while expressing her joy.

    President Ndayishimiye and First Lady Angeline have six children.

  • Rwanda Should Mechanise Tea Harvesting, Cut Production Costs #rwanda #RwOT

    There is a growing fear that Multinational tea companies may pack their bags and leave Kenya the world's largest black Tea exporter because they can't bear the very high and yet unrealistically increasing cost of production in the tea sector.

    'We cannot sustain business the way things are at the moment, yet the cost of production remains the same. We are looking at cutting cost by reducing the number of employees in the companies,' said Apollo Kiarii, chief executive officer Kenya Tea Growers Association (KTGA). Kenya Tea Growers Association is an umbrella body of the multinational firms.

    According to this KTGA the cost of production has remained high despite low prices as the international buyers have cut down on the volumes that they have been buying because of diminishing purchasing power.

    The prices at the weekly tea auction have been on a downward trend in the last couple of sales in what has been attributed to low demand of the commodity in the world market resulting from disruptions caused by Covid-19.

    Analysts argue that these threats by Multinational tea companies operating in Kenya will have direct negative effects in the East African Community member countries that also produce tea and heavily rely on the weekly auctions in Kenya.

    For example, Rwanda largely relies on the Mombasa auction market for most of its coffee and tea. Rwanda tea has always fetched the highest prices at the weekly Mombasa tea auction.

    What Should Rwanda Do?

    Borrowing a leaf from Kenya, the world's largest black Tea exporter, there are some best practices that can be picked and definitely introduce them in Rwanda's Tea sector with the purpose of improving.

    Considering last year's performance, produced 458.85 million kilograms of tea crop earning the Kenyans a total of U$1.16 billion from exported tea despite low auction prices.

    Around the same period, Rwanda's National Agricultural Export Development Board (NAEB) reported that the country's tea sector had performed very well after registering an 8% growth in revenue fetched from tea exports from July to November 2019. We are talking about a collection of U$36 million up from U$33.5 million the previous year.

    However, by then Rwanda target was to generate U$102 million (about Rwf93 billion) from tea exports in the 2019/2020 financial year, up from U$83 million it earned in the financial year 2018/2019.

    Statistics of 2019/2020 released in September indicate that Rwanda tea export revenues have generated more than U$ 93 million (over Rwf90 billion). Volumes exported increased by 7% from more than 30,500 tonnes in 2018/2019 to more than 32,600 tonnes in 2019/2020.

    Pie Ntwari, the NAEB Communication Officer attributed this upward performance of the Rwandan tea sector to relatively good prices at the international market last year compared to the previous one, as well as increased production.

    'There are new tea plantations which started giving yield. This enabled factories to process more tea for export,' he said, adding that Rwanda has 18 tea processing factories.

    Now, considering the factor of increased production, Rwanda should be looking into lowering the labour costs and possibly introduce tea harvesting machines although this may have a temporal effect on jobs of thousands of menial labour in the fields.

    Kenyan tea harvesting has largely turned to mechanised forms

    In 2005, Kenya tea sector introduced tea-leaf plucking machines aimed at increasing efficiency according to Sasini Ltd a publicly listed Agribusiness involved in the growing processing and marketing of Tea, Coffee and Dairy products.

    Originally the idea was to limit mechanized tea plucking to 3% of the total area on the farm while the rest would be for human labourers. However, application of this in Rwanda would require a carefull assessment of the cost effectiveness vis a vis social welfare.

    Rwanda had earlier targeted to mechanise 25% of farm operations by 2017 with the aim of allowing one in every 4 Rwandan farmers to either own and/or hire mechanization services in their farm.

    However, 13% of farm operations are mechanized including land preparation, planting, crop treatment, harvesting, post-harvesting and agro-processing.
