  • Seven Ugandan Army Commanders Face American Sanctions #rwanda #RwOT

Seven top to middle commanders of security forces in Uganda could soon find themselves on America's list of Specially Delegated Nationals and Blocked Persons (SDN). This list has individuals targeted under various U.S. sanctions programs.

The seven commanders include Lt. Gen. Peter Elwelu, the Commander of Land Forces, Maj. Gen. James Birungi, the Commander of the Special Forces Command, Maj. Gen. Don William Nabasa, the former Commander of the Special Forces Command, Maj. Gen. Abel Kandiho, the Chief of Military Intelligence, Maj. Gen. Steven Sabiiti Muzeyi, the Deputy Inspector of General of Police, Frank Mwesigwa, a Commissioner of Police, and Col. Chris Serunjogi Ddamulira, the Director of Crime Intelligence.

The seven face American sanctions following a request forwarded to the U.S. Secretary of State, Mike Pompeo, by the Chairman of the Committee on Foreign Affairs, Eliot Engel which cited their alleged involvement in human rights abuses past and present.

Engel's letter has attracted public attention just days after The Independent wrote a story titled: 'Where is Ochola, Sabiiti as police unleash terror? They can hide but cannot escape, say human rights watchers' (The Independent  Dec.04)

The story reported how Human rights lawyers and activists want the Director of Public Prosecution (DPP) to take interest in the recent acts of violence by agents of security forces, especially the police.

Isaac Semakadde, a human rights lawyer and activist, told The Independent that special attention should focus on the Inspector General of Police (IGP), John Martins Okoth Ochola and his deputy (DIGP) Maj. Gen. Steven Sabiiti Muzeyi. DIGP Sabiiti is now a U.S. marked man, Ochola is not — yet. But for how long?

The Independent's story also included the U.S's condemnation of recent election violence.

'The United States deplores the violence that has claimed multiple lives today, and we extend our sympathy to the victims' families and loved ones,' said a Nov.19 statement from the new American ambassador to Uganda, Natalie Brown.

It added: 'A full and independent investigation should be launched into the events of 18th and 19th of November, to ensure justice for victims and to avoid impunity for the perpetrators who must be held accountable for their actions'

Some of the commanders have not been directly linked to human rights abuse but international law puts command responsibility on the shoulders of superior commanders. Acts of violence and abuse of human rights by junior officers are blamed on the senior commander who is responsible for guiding foot soldiers. Some of the commanders are not to command the abuses from the background.

Congressman Engel's letter is significant because it follows on the heels of another written in December 2018 to Pompeo by four congressmen; Robert Menendez, Christopher Coons, Edward Markey, and Cory Booker. This letter did not mention names. But it mentioned almost the same incidents of alleged human rights violations as those cited by Engel.

They cite the November 2016 attack by Ugandan security forces on the palace of the Rwenzururu king Wesley Mumbere in Kasese in which over 100 civilians were allegedly massacred and the September 2017 attack on parliament by Special Forces during the debate over whether to remove presidential age limits from the constitution, which now allows President Museveni to rule indefinitely. They mention MP Betty Nambooze who suffered serious spinal injuries. They also mention the July 2018 social media tax and say it was designed to discourage anti-government mobilisation on the part of youths and dissidents, and the arrest and torture in 2018 of Robert Kyagulanyi and 32 other opposition politicians following a by-election in Arua.

U.S. Secretary of State Mike Pompeo has responded to Engels letter.

'The United States is a longstanding partner of Uganda. We expect our partners to live up to their obligations to hold free and fair elections. We are paying close attention to the actions of individuals who seek to impede the ongoing democratic process', Pompeo tweeted.

That is the same off-hand manner of Pompeo's boss, out-going U.S. President Donald Trump. But analysts say the incoming administration of Joe Biden could herald a resetting of USA-Africa policy.

Engel's letter also mentions MP Francis Zaake brutalisation for distributing supplies to needy citizens during the coronavirus lockdown. The recent protests, in which up to 54 people were killed by Ugandan security forces following protests in Kampala, is also listed by Engel.

'These violent incidents reflect a highly disturbing trajectory for the country, thus ensuring that the environment for general elections in January 2021 has been fundamentally tilted in favour of an incumbent who has been in power since 1986,' Engel writes.

Based on this, Engel asks the Treasury Department and the State Department to utilise the authority of the Global Magnitsky Human Rights Accountability Act (Global Magnitsky Act) to designate individuals who may be responsible for violence in Uganda in recent years.  This means the listed seven commanders are a small sample of those who could be listed.

In September 2019, the U.S government sanctioned former Uganda Police chief Gen.Kale Kayihura under the same Global Magnitsky Act. He was also accused of serious human rights abuses and corruption.

At the time, on September 23, 2019, The Independent ran the story under the headline; 'America pins ex-IGP Kayihura on torture: Who is next on sanctions list?'

'We are targeting Uganda's former Police Inspector General Kale Kayihura for using corruption and bribery to strengthen his political position, as units under his command committed serious human rights abuses,' said Sigal Mandelker, Treasury Under Secretary for Terrorism and Financial Intelligence. 'The U.S. government is committed to leveraging our human rights and corruption authorities to target, disrupt, and counter those who engage in abuse and corruption around the world.'

  • Government Says Complacency Fueling New COVID-19 Infections #rwanda #RwOT

The government has expressed concerns over increased violations of safety and health guidelines leading to increase in COVID-19 infections.

At least 100 new COVID-19 infections and two deaths were registered on December 12, although 66 recoveries were recorded on the same day.

The Minister of Health, Dr. Daniel Ngamije, while speaking on a talk-show on Sunday, which was live on a number of local TV and radio stations, said that the high level of complacency and individual behaviours is spreading the virus leading to increase in daily infections, thus derailing the national response efforts.

'The last two weeks have caused concern; the rate of infections is high, we are now seeing infections in many parts of the country and in various groups of people,' Dr. Ngamije said.

He added: 'COVID-19 has so far killed 56 people in Rwanda, including four deaths in the last three days, we have seen that it kills even young people including those with no other underlying health conditions. We are seeing infections in business centres, schools, medical workers, prisons.

It's so unfortunate that this surge in infections is largely due to complacency and human behaviours that disregard the set health guidelines.'

As the country awaits the arrival of the vaccine, probably in the next three months, Dr. Ngamije reiterated the need to ensure maximum compliance.

'Young people account for the majority of violators. When you seat somewhere in a social gathering, even if you observe physical distancing, but not wearing a face mask, within 30 minutes, everyone around you will be infected. There are also traders, some of whom have been arrested, who forge certificates thus spreading the virus.'

The Minister of Local Government, Prof. Anastase Shyaka said that the partnership between the Police and local authorities created a big impact especially between July and September, which partly gave room for the resumption of some services.

'In October and November, many services resumed, lockdown lifted in all places, but unfortunately people misinterpreted this as an indication that the pandemic has been defeated. They became complacent and started disregarding the safety measures,' Prof. Shyaka said.

ALSO READ: COVID-19: Hospitality establishment closed after 130 were caught drinking

He further warned of stringent measures against the so called 'the informed', elite group and leaders, who violate the prevention measures.

According to Minister Shyaka, about 9600 hospitality establishments have been closed since March for breaching the national prevention directives, with 347 of them closed between December 1-9.

The Minister of Trade and Industry, Soraya Hakuziyaremye warned traders that a single infection in a business centre can lead to the closure of all businesses in that area.

'Selfishness and being profit oriented without considering the dangers of COVID-19 you are exposing other people to will not be tolerated,' Minister Solaya warned.

Rwanda National Police (RNP) spokesperson, CP John Bosco Kabera noted that violations are now high like never before during this pandemic period.

'The inappropriate behaviours call for stringent measures against those who move beyond 10pm or before 4am; people attending authorised events beyond the permitted number and to stop such events in circumstances where violations are observed. It is now time to take a punitive approach,' CP Kabera warned.

COVID-19: 230 caught drinking during night operations in Kigali

Complacency and disregard for prevention directives, CP Kabera said, is also observed in the big numbers of violators intercepted, including those without face mask or wearing it inappropriately, physical distancing and those found operating bars.

'This is not the time for self-satisfaction. Authorised events like weddings, funerals, vigil, services like hotels, restaurants and markets must adhere to the safety guidelines.

We have also abserved that people using taxi-motos seem to be caring about their hair and they wear fabrics inside helmets but do not wear face mask or wear it badly. Preventing the spread of COVID-19 requires respecting every bit of the directives wherever you are and in whatever you do.'

Although the Police continues to raise awareness and to educate the public, CP Kabera said that this goes with taking appropriate action against errant violators.

'Every situation informs new required measures, anyone caught disregarding the directives will face immediate consequences,' the spokesperson warned.

He hinted on hotels and restaurants that have been turned into bars, bars that guise as restaurants so as to sell alcohol; people concealing bottles of alcohol in envelopes or pour alcohol in cups; and hotels that have turned into night clubs.

'Whatever you do that is contrary to prevention measures just to avoid being arrested by the Police, remember that you are not hiding from the COVID-19,' CP Kabera said.

'As we head into the festive season, there are some people, who think that they will just go about their social events; Coronavirus does not know Christmas or New Year. Nothing has changed in the directives, but rather such period informs us to step up further punitive measures to ensure maximum compliance.'

  • AFCON U-17 Qualifiers: Ethiopia score late to snatch a point against Kenya #rwanda #RwOT

The Zonal Qualifiers of the Africa Cup of Nations Under 17 (CECAFA U-17) got underway this Sunday December 13, 2020 in Rubavu, at Umuganda Stadium.

Ethiopia fought strongly to score late and hold Kenya to a 2-2 draw as the Zonal Africa Cup of Nations (AFCON) U-17 qualifiers for the Cecafa region kicked-off on Sunday.

Kenya took a 14th minute lead through James Gachago who capitalized on a flat footed Ethiopian defense to finish with a low shot on the right hand side of the Ethiopian goalie.

The Ethiopian team continued to defend in numbers as Kenn Kyalo missed several scoring chances. Ethiopia’s skipper Jiru Bereket had the chance to level matters after 44 minutes, but fired off target.

In the second half Kenya continued to dominate play, but it was Bereket who got it right this time with a good finish after 61 minutes. Kenya piled more pressure and it paid off in the 84th minute when Umar Rajab tapped in from close range to make it 2-1.

Ethiopia earned a penalty after the fourth official had indicated four minutes of additional time. Kenyan defender Hamisi Omari brought down Miraj Nagash in the box and the referee pointed to the spot. Nagash converted the penalty to make sure Ethiopia snatched a point from their first group A game.

Kenya’s Umar Rajab, Khamis Nyale and Hamis Omari were booked, while Ethiopia also had Esmail Shamil booked.

On Monday Rwanda’s Junior Wasps will battle Tanzania in the first Group B match at Umuganda Stadium starting from 3.30PM.
