The first ever international summit of Development Banks recently concluded in Paris, bringing together different participants from around the globe. Due to the ongoing Covid-19 pandemic the meeting was held virtually, with the main objective being mobilization of a collective response to the ongoing pandemic and a discussion of measures that need to be taken to build a sustainable recovery.

Most prominent at the summit were representatives from Public Development Banks whose main mandate is to implement different countries' commitments to development and international solidarity in line with the Sustainable Development Goals (SDGs.)

The convener of the meeting was French public bank, Agence française de développement (AFD).

Caroline ABT of AFD Rwanda gives a clear picture.

Caroline ABT, reckons the crisis has made the role of PDBs more necessary than ever: 'with private financing drying up, sometimes drastically in developing countries, Public Development Banks have a major role to play.'

Amid the crisis, AFD deployed instruments in order to support and restart the economy and sought to reconcile financing with longer-term objectives, particularly on nature conservation and the reduction of inequalities.

The 'Covid-19-Santé en commun' initiative adopted by AFD in April 2020 in response to the health crisis is based on the mobilization of 1.150 billion euros, with a redeployment of credits for 2020. At the end of September 2020, the initiative had already launched nearly 50 new projects in response to the pandemic.

Also, Proparco, the subsidiary focused on private sector development, strengthened the monitoring of its customers and offered them solutions enabling them to cope with the economic crisis, in particular by making existing loans more flexible (i.e. moratoriums).

Additional funding has been allocated to support the dynamic of recovery and economic recovery that will follow the health crisis.

On the importance and dynamics of the summit Caroline said it was the first major international meeting on finance and public development issues organized in the context of COVID-19.

It brought together the 450 Development Banks as well as various stakeholders, heads of state, governments, international organizations, representatives of the private sector, civil society, philanthropic organizations, think tanks and academia, and featured numerous panels.

Adapting to the particular health situation the summit offered a mix of face-to-face meetings and digital format via a dedicated platform, thus ensuring interactive participation between stakeholders.

The summit addressed the urgent need to create a coherent action between the different actors of finance and development (financial institutions, governments, civil society and academia) for an equitable, sustainable and inclusive development.

The ongoing pandemic has demonstrated the key role played by PBDs, highlighting the need for governments to have flexible financial instruments to reconcile short-term emergencies (such as the health crisis we are experiencing) with their economic consequences and the still tense context of the environmental crisis.

The postponement of the COP26 to 2021 made the summit an essential meeting to feed the momentum around climate issues, a few weeks before the UN and the British government convene a climate summit on December 12 on the occasion of the 5th anniversary of the Paris agreements.

One of the key deliverables of the summit was a joint statement by the 450 PDBs with commitment to support the transformation of the global economy and societies towards sustainable and resilient development.

Today, it is essential that we build back better, by simultaneously designing and acting for sustainable, equitable and inclusive outcomes and impacts, leaving no one behind.

To this end, PDBs affirmed their determination to collectively shift strategies, investment patterns, activities and operating modalities to contribute to the achievement of the SDGs and the objectives of the Paris Agreement, while responding to the Covid-19 crisis.

For greater impact, they expressed their commitment to join forces and form a global coalition of all PDBs around the world.

Solutions are urgently needed, aligned with the Addis Ababa Action Agenda, 2030 for Sustainable Development and the Paris Agreement, collectively set in 2015, to unlock the potential of all financial flows, public and private and help shift current development pathways towards sustainability.

Short-term decision-making must be aligned with longer-term goals. The time has come for consistent action of all global finance players.

Uganda's Electoral Commission has urged police to stop blocking or disrupting presidential campaigns ahead of the January, 14 2021 polls.

In a letter to Martins Okoth Ochola, Inspector General of Police, Simon Byabakama, Chairperson of the electoral body, said the commission has received complaints from some presidential candidates and seen media reports that security forces are affecting candidates' access to scheduled venues for campaign meetings.

'This has resulted in unnecessary confrontations, with physical clashes involving security officials and the candidates and their supporters, which has portrayed the conduct of this activity in a negative way,' Byabakama said on Thursday.

'Please note that conducting campaigns as per harmonized program is a recognized activity under the presidential elections act and the roadmap for the 2021 general elections,' he said.

'Uganda police is required to ensure that this electoral activity takes place in a peaceful manner and in accordance with the law and guidelines,' he said.

The electoral body earlier this month identified 11 presidential candidates, including incumbent President Yoweri Museveni and his main opposition competitor, music pop star Robert Kyagulanyi, to run in the 2021 general elections.

The number of confirmed coronavirus cases in the US has topped 13 million, as experts warn that holiday gatherings will send that number soaring further.

The number of COVID-19 patients being treated in hospitals across the United States reached 90,000 on Friday after nearly doubling in the last month.

The rate of hospitalizations – now at the highest since the pandemic began – has pushed some medical centers beyond capacity.

The rapid increase comes after weeks of rising infection rates across the country and sees the total number of infections since the pandemic began pushed beyond 13 million, with 264,000 deaths.

Currently, Americans are dying from the disease at a rate of around 65 an hour but the rates of infection are likely to worsen as people who mingled with friends and relatives over Thanksgiving gradually get sick, health experts say.

‘This is the reality we face when COVID-19 is allowed to spread unchecked — ICUs at capacity, not enough health care workers available,’ wrote New Mexico Governor Michelle Lujan Grisham in a tweet on Friday.

There were 880 people hospitalized with COVID-19 on Friday in New Mexico. The state is under a lockdown to stem the spread of the coronavirus, with all non-essential businesses closed and residents told to stay home.

A hospital in rural Curry County was the latest to reach capacity in its intensive care unit earlier this week, according to the county’s Facebook page.

Many health experts and politicians pleaded with Americans to refrain from gathering for their traditional communal Thanksgiving feasts this year, warning that socializing between households would accelerate the rate of community transmission and push an already strained healthcare system to the brink.

Some abided by the public health guidance, spending their Thanksgiving on Thursday seeing their family over video calls. But others chose to travel anyway.

On the day before Thanksgiving, typically one of the busiest travel days of the year in the United States, more than 1.07 million people transited through U.S. airports – the most of any single day since the start of the pandemic, according to the Transportation Security Administration.

Nearly 6 million Americans traveled by air from Friday to Wednesday, it said, a number that is however less than half that of the same period last year.

State governors have also urged Americans to stay home on Black Friday, a traditionally busy holiday shopping day, encouraging them instead to take advantage of online deals or curbside pick-ups.

‘Remember, skip the crowds and shop from home this Black Friday. Our local shops have curbside pickup options and need our support,’ Kentucky Governor Andy Beshear wrote in a tweet on Friday.

National Retail Federation CEO Matthew Shay on Friday said his lobbying group forecast a record high in holiday spending this year, even with many Americans struggling financially as the pandemic as hit the economy and jobs.

‘Consumers are out there,’ he told Fox Business Network in an interview. He said people had shifted spending from travel, entertainment and other experience-based consumption to home and other material goods.

In an effort to mitigate the winter COVID-19 wave, more than 20 states have issued new restrictions, including mask mandates and limiting capacity of bars, restaurants and houses of worship.

The U.S. Supreme Court ruled against New York Governor Andrew Cuomo’s restrictions on religious gatherings on Wednesday, voting 5-4 late in favor of requests by a Roman Catholic Diocese and two Orthodox Jewish congregations for an injunction to block the capacity restrictions from being enforced.

Cuomo dismissed the ruling as ‘irrelevant,’ saying it related to houses of worship in specific areas that were no longer considered at high risk. However, the ruling could have broader implications for houses of worship appealing capacity restrictions elsewhere.

Earlier this week, Washington Mayor Muriel Bowser said the latest COVID-19 restrictions on gatherings in the nation’s capital also applied to indoor religious services, reducing capacity from 100 people to 50 people, with a maximum 50%.

It was not immediately clear if the curbs would be challenged following the Supreme Court ruling.
