South Africa's Department of Defence is being accused of spending a whooping R215milion importing Covid-19-related drugs which are reportedly neither registered nor approved for use in South Africa.

Local media news24 reported that it had accessed a confidential letter indicating that the military Health Services (SAMHS) spent on consignments of the drug Heberon Alpha R 2B also known as Interferon.

According to pharmacists, Interferons are proteins used in the body as part of its natural defense against viruses. The interferon Alpha-2B, manufactured by a Cuban-Chinese company, is believed to be effective in the fight against Covid-19.

Cuba's experience on effectiveness of interferon-alpha2b against Covid-19

Several clinical studies have provided evidence for the antiviral effects of type I interferons (IFNs) in patients with respiratory coronaviruses. A particular study assessed the therapeutic efficacy of IFN-alpha 2b in patients infected with SARS-CoV-2 during the first month after the outbreak began in Cuba.

The multicenter prospective observational study was conducted in 16 hospitals in 8 Cuban provinces. Participants were patients with confirmed SARS-CoV-2 infection detected from throat swab specimens by real time RT-PCR who gave informed consent and had no contraindications for IFN treatment.

Patients received therapy as per the Cuban COVID protocol, that included a combination of oral antivirals (lopinavir/ritonavir and chloroquine) with intramuscular administration of IFN-alpha 2b (Heberon Alpha R, Center for Genetic Engineering and Biotechnology, Havana), 3 times per week, for 2 weeks.

In this study, the primary endpoint was the proportion of patients discharged from hospital (without clinical and radiological symptoms and non-detectable virus by RT-PCR).

The secondary endpoint was the case fatality rate (CFR), defined as the number of confirmed deaths divided by the number of confirmed cases. Results from March 11th to April 14th, 814 patients were confirmed SARS-CoV-2 positive in Cuba, 761 (93.4%) were treated with Heberon Alpha R and 53 received the approved protocol without IFN treatment.

The proportion of fully recovered patients was higher in the IFN-treated compared with non-IFN treated group (95.4% vs 26.1%, p<0.01). The CFR for all patients was 2.95%, and for those patients who received IFN-alpha 2b the CFR was reduce to 0.92.

The estimated global CFR is 6.34% and 4.05% for the Americas reported by WHO and PAHO, respectively. In this study, 82 patients (10.1%) required intensive care and, of these, 42 (5.5%) were treated with IFN.

The report provides preliminary evidence for the therapeutic effectiveness of IFN alpha-2b for COVID-19 and suggests that the use of Heberon Alpha R may contribute to complete recovery.

Rwanda Utilities Regulatory Authority has revised downwards transport tariffs that are expected to improve movement of people and scale up business activities.

According to Patrick Nyirishema the Director General of RURA, under the new tariff, every kilometre will be charged Frw21 for upcountry routes. While within Kigali, every kilometre is being charged frw 22.

The new tariff is scheduled for implementation effective Friday October 23^rd.

Pope Francis decision endorsing same-sex civil marriages has shocked the world yet highly welcomed from the gay community.

He becomes the first pontiff to endorse same-sex civil unions. However, there are demands for clarification from conservatives given the Vatican's official teaching on the issue.

The papal thumbs-up to same-sex civil unions came midway through the feature-length documentary 'Francesco' that had its debut screening at the Rome Film Festival on Wednesday.

The film, which includes fresh interviews with the pontiff, looks into the issues that mean the most to Pope Francis, including the environment, poverty, migration, racial and income inequality, and the people most affected by discrimination.

'Homosexual people have the right to be in a family. They are children of God,' Francis said in one of his sit-down interviews for the film. 'What we have to have is a civil union law; that way they are legally covered.'

ILGA Europe, an association that promotes the interests of LGBTI people, gave the pontiff's words a cautious welcome.

'In the context where there is so much polarisation and scapegoating of LGBTI people, often endorsed and stoked by religious leaders, Pope Francis' statement on same-sex unions is to be welcomed and should be carefully listened to,' the organisation said on Twitter. 'We will monitor closely to see in how far the statement will be picked up by the churches and will lead to real change for LGBTI people and their families.'

The Rev. James Martin, a Jesuit who has sought to build bridges with gays in the church, praised the comments as 'a major step forward in the church's support for LGBT people.'

'The pope's speaking positively about civil unions also sends a strong message to places where the church has opposed such laws,' Martin said in a statement.

However, US conservative Bishop Thomas Tobin of Providence, Rhode Island, called for clarification. 'The pope's statement clearly contradicts what has been the long-standing teaching of the church about same-sex unions,' he said in a statement. 'The church cannot support the acceptance of objectively immoral relationships.'

Catholic teaching holds that gays must be treated with dignity and respect but that homosexual acts are 'intrinsically disordered.' A 2003 document from the Vatican's doctrine office stated the church's respect for gays 'cannot lead in any way to approval of homosexual behavior or to legal recognition of homosexual unions.'

Doing so, the Vatican reasoned, would not only condone 'deviant behavior,' but create an equivalence to marriage, which the church holds is an indissoluble union between man and woman.

That document was signed by the then-prefect of the office, Cardinal Joseph Ratzinger, the future Pope Benedict XVI and Francis' predecessor.

While serving as archbishop of Buenos Aires, Francis endorsed civil unions for gay couples as an alternative to same-sex marriages. However, he had never come out publicly in favour of civil unions as pope.

Director Evgeny Afineevsky had remarkable access to cardinals, the Vatican television archives and the pope himself. He said he negotiated his way in through persistence, and deliveries of Argentine mate tea and Alfajores cookies that he got to the pope via some well-connected Argentines in Rome.
