    ABIDJAN, Ivory Coast, December 14, 2020/ — The Academy of Public Health, the flagship body of the West African Institute of Public Health, has named African Development Bank Group (www.AfDB.org) President Akinwumi Adesina and three other eminent persons as winners of its 2020 Distinguished Fellowship Award.

    Adesina, World Health Organisation(WHO)'s Tedros Ghebreyesus, Leith Greenslade of JustActions and Winnie Byanyima of the Joint United Nations Programme on HIV/AIDS, were nominated by young public health professionals across Africa for their demonstrated leadership in working to ensure equity, better health and wellbeing for all.

    The four have been recognized for their style of transformative leadership which inspires emerging young leaders in public health to strive to make a difference in their work, the Academy said in a statement at the weekend.

    'Dr. Akinwumi Adesina of the African Development Bank was particularly recognized for his action leadership in quickly moving the AfDB to provide the financial bulwark to the African Union as well as some of its member states to help curb Africa's COVID-19 pandemic. He was also noted for engendering thought leadership through the AfDB to shape actions in the COVID and post COVID era for Africa's economies and health systems.'

    The Distinguished Fellowship Award is the highest fellowship rank in the 'Roll of Fellows 'of the Academy, leading the Roll of Fellows for their exceptional leadership and service to humanity in making a difference in the lives of people and inspiring young leaders to also excel in their public health work.'

    Ghebreyesus won for leading the WHO to provide an equity-focused COVID-19 response that leaves no one behind, including his approaches towards eliminating 'vaccine nationalism' in the wake of the pandemic, while Greenslade was recognized for leading a global awareness on childhood pneumonia, leveraging on public-private and philanthropic partnerships.  Byanyima was chosen for her 'unwavering' work to ensure that HIV/AIDS key populations impacted by COVID-19 are not forgotten.

    Due to the COVID-19 pandemic, a ceremony to honor the recipients will be held in 2021, the Academy said, adding that the recipients were being notified of their recognition and date for a virtual investiture.

    'I am greatly honored to be selected to receive the Distinguished Fellowship of the West African Academy of Public Health together with Dr Tedros, Winnnie Byanyima and Leith Greenslade! Africa and the rest of the world will overcome this pandemic against all odds', Adesina said.

    The West African Institute of Public Health is the leading regional non-state health development organization working in enabling environment, professional training and education, research standards, consulting and advisory services. The Institute is a membership-based body that focuses on building a strong network of highly skilled and competent public health practitioners. It is also the keeper of the regional charter of public health.

  • 37 huissiers appelés à exécuter des jugements pour ramener 3.01 milliards dans les caisses de l’Etat #rwanda #RwOT

    Le Ministre de la Justice a souhaité la bienvenue a ce deuxième groupe de 37 huissiers venus renforcer un autre groupe de 33 autres qui ont mission de recouvrer les biens publics détenus par 2017 pesonnes et sociétés reconnus coupables par la justice et devant forcément les remettre aux services publics avec qui ils avaient des contrats de travail ou de marché.

    ” Faites tout votre possible. Ne montrez pas des signes de faiblesse dans votre tâche d’exécution des jugements rendus “, leur a lancé le Ministre précisant qu’ils sont responsables d’exécuter 280 jugements d’anciens gestionnaires du gouvernement pour une valeur 3. 01 milliards de Frw. Ce groupe d’huissiers sollicités par le Gouvernement rwandais entre en fonction après le premier fait de 33 autres huissiers qui ont eu mission d’exécuter 44 jugements rendus au lieu de 12 qui étaient prévus au départ. Ces derniers ont ainsi ramené dans les caisses publiques 238,58 millions de francs.

    ” Vous avez mission de ramener dans les caisses de l’Etat l’argent détourné par des fonctionnaires véreux poursuivis par la justice qui aura rendu le verdict les obligeant à reverser dans les comptes publics l’argent indû “, leur a-t-il dit avec insistance sous une forme de ferme briefing.

    Le Ministre faisait allusion à un exercice mal passé par d’autres huissiers consistant à exécuter 80 autres jugements rendus donnant gain de cause à l’Etat rwandais et, par là, ordonnant aux anciens fonctionnaires concernés par ces Jugements à reverser dans les comptes publics des montants qu’ils auront détournés.

    ” Actuellement nous avons des informations suffisantes sur des personnes qui doivent ramener des sommes d’argent au Trésor public. Nous avons collecté des informations sur leurs patrimoines immobiliers et fonciers. Ici nous avons collecté quelques deux mille informations sur leurs avoirs. Nous sommes allés glaner d’autres informations sur elles du côté de RSSB/Rwanda Social Security Fund. Nous sommes allés à NIDA/National Identity Agency pour vérifier si réellement ces propriétés correspondaient à l’identité de ces personnes. Nous avons fouillé du côté de la RRA/Rwanda Revenue Authority “, a dit le Ministre promettant qu’ainsi ces huissiers n’auront aucune excuse à ne pas exécuter les jugements des Cours et Tribunaux du Rwanda.

    Le Ministre Johnston Busingye semble promettre que cette fois-ci, aucune erreur, aucune faiblesse ne sera permise à ces huissiers. Aucun franc détourné ne doit rester caché dans les poches et les comptes des détourneurs qualifiés par la justice.
    ” Nous avons beaucoup d’informations que nous avons collectées pour que ces huissiers de justice puissent travailler avec aise. Et puis, au niveau du Ministère de la Justice, une équipe permanente de suivi a été mise sur pied. Elle est chargée de ramener l’argent détourné dans les caisses de l’Etat “, a-t-il ajouté.

  • IGP Dan Munyuza, Chef de la Police rwandaise, en visite officielle de travail en Zambie #rwanda #RwOT

    Accueilli par son homologue zambien, IGP Kakoma Kanganja, Dan a montré que sa visite entend revigorer la coopération rwando zambien en matière de sécurité, de prévention et de répression des crimes transfrontaliers y compris le cybercrime, le trafic de drogue, les crimes de terrorisme et autres.

    La visite du Chef de la police rwandaise entre-t-elle dans la logique de la dynamisation de la coopération policière entre les deux pays ? En effet, il est rapporté que les deux pays ont signé en 2015 de tels accords.

    Le Patron de la police rwandaise penche vers la prévention de tels crimes.
    ” Les Accords signés entre les deux pays sont le socle qui renforce notre coopération quotidienne. Seule la coopération en matière de sécurité nous aidera à décourager les crimes qui se commettent dans nos pays. Tout comme dans d’autres parties de la planète Terre, les régions de l’Afrique de l’Est et de l’Afrique australe sont assiégées par des groupes terroristes qui deviennent de plus en plus nombreux et qui causent le chaos dans notre région “, a dit IGP Dan Munyuza dans son mot de circonstance à Lusaka, dévoilant en partie le but de sa visite comme si de présumés terroristes rwandais se cacheraient dans ce pays.

    Et il y va : ” Il existe de nombreux groupes terroristes menaçant la sécurité du territoire rwandais. Quelques-uns de ces groupes opèrent contre le Rwanda à partir des pays de la région. C’est le cas de FDLR/Forces Démocratiques de Libération du Rwanda, de RNC/Rwanda National Congress et de MRCD-FNL/ Mouvement Rwandais pour le Changement Démocratique-Force de Libération Nationale “.

    Mais où veut-il en venir ? Y-a-t-il une communauté de Rwandais en Zambie qui soutient ces groupes terroristes ?
    'Beaucoup de supporters de ces groupes terroristes cachent soigneusement leurs identités et ils permettent à ces terroristes de semer l’insécurité au Rwanda et dans la région. Il est impérieux qu’il y ait un échange d’information à sujet pour en venir à bout. La formation professionnelle des agents de l’ordre et de sécurité luttant contre les crimes transfrontaliers devrait être rehaussée. Et puis, il faut une coopération pour l’arrestation de ces criminels qui doivent répondre de leurs actes devant la justice “, a dit Dan Munyuza montrant que son séjour à Lusaka ne sera pas de tout repos.

  • Minister proposes tougher penalties for leaders violating COVID-19 preventive measures #rwanda #RwOT

    The minister sounded the warning yesterday as he featured in a talk show to shed light on COVID-19 preventive measures following the gradual increase in new cases.

    Shyaka said that sector executive secretaries, medical practitioners, business people and teachers are among other people often taken to stadiums for violating COVID-19 health guidelines.

    'Whoever is caught violating guidelines should be held accountable. No one should be spared of punishment when caught in violation. If you are caught in a bar and taken to stadium along with others, you are also subject to equally pay imposed fines. The fines should even increase on account of misleading people,' he said.

    Minister Shyaka revealed that a total of 40 people including sector and cell executive secretaries, leaders of village sub-units (amasibo) perceived as role models were registered among other people violating health guidelines over the past six months.

    'If we consider teachers, agronomists, medical practitioners among other workers, the number can go up three or four times,' he said.

    Shyaka urged Rwandans to strengthen COVID-19 preventive measures considering that one infected person can spread the virus to a large number.

    Rwanda confirmed the first COVID-19 case on 14th March 2020. Since then, 6659 people were tested positive out of 667 894 sample tests of whom 5955 have recovered, 648 are active cases while 56 have succumbed to the virus.

    Coronavirus symptoms include coughing, flu, and difficulty in breathing. The virus is said to be transmitted through the mucous membranes of the respiratory tract.

    Rwandans are urged to adhere to COVID-19 health guidelines, washing hands frequently using soaps and safe water, wearing face masks and respecting social distancing.
